Merit Scholarship to SC/ST/OBC Students of College and Professional Institutions, Delhi
Delhi state government scheme
Delhi Merit Scholarship Scheme pays SC, ST, OBC and minority students in colleges and professional institutions a monthly scholarship reported in the range of Rs 420 to Rs 1,860 for 12 months, roughly Rs 5,040 to Rs 22,320 a year. Applicants need 60 per cent marks in the previous examination and apply free on edistrict.delhigovt.nic.in.
What is the Delhi Merit Scholarship Scheme?
Merit Scholarship to SC/ST/OBC Students of College and Professional Institutions is a state scheme of the Government of NCT of Delhi, run by the Department for the Welfare of SC/ST/OBC from Vikas Bhawan, I.P. Estate. The department's own services page lists it among nine welfare schemes and marks it clearly as a State Scheme, separate from the centrally sponsored Pre-Matric and Post-Matric Scholarships that are filed on the National Scholarship Portal.
The scheme rewards students from Scheduled Caste, Scheduled Tribe, Other Backward Class and minority backgrounds who have already performed well academically and have moved into college, a professional institution or a technical or vocational programme. Unlike the Post-Matric Scholarship, which is built around fee reimbursement and maintenance, the Delhi Merit Scholarship is a straight monthly cash scholarship paid for the twelve months of an academic year.
The department's stated purpose is narrow and useful: to keep a student who has already crossed the 60 per cent mark from dropping out of a costly professional course for want of hostel money, travel money or study material. The scheme is sometimes referred to locally as the merit chhatravritti for SC/ST/OBC college students.
How much money does the Delhi Merit Scholarship give?
Published scholarship listings for the 2025-26 cycle describe the payment as a monthly scholarship of roughly Rs 420 to Rs 1,860, paid for 12 months. At the two ends that is about Rs 5,040 a year at the lowest rate and about Rs 22,320 a year at the highest.
Two variables decide where a student sits in that band:
- Course group. Professional and technical degree courses, medicine and engineering among them, attract the higher rates. Diploma, certificate and general vocational courses attract lower rates.
- Hosteller or day scholar. A student living in a recognised hostel draws the higher of the two rates for the same course group, because the scheme recognises the extra cost of living away from home. A day scholar draws the lower rate.
Separate scheme listings describe the same benefit in annual terms, quoting figures such as Rs 20,000 for a hosteller in a professional undergraduate course and Rs 12,000 for a day scholar in the same course, rising to Rs 24,000 and Rs 15,000 at postgraduate level. Because the annual and monthly presentations do not reconcile exactly, treat both as indicative. The authoritative rate is the one printed on the current e-District form for the scheme. Do not plan around a figure taken from a coaching advertisement or a WhatsApp forward.
The scholarship is paid by Direct Benefit Transfer into the student's own bank account. Payment into a parent's account is not permitted, which is why an account in the student's name is a mandatory document.
Who is eligible for the Delhi Merit Scholarship?
A student can claim the scholarship if all of the following are true:
- The student is an Indian citizen and a resident of Delhi.
- The student belongs to the Scheduled Caste, Scheduled Tribe, Other Backward Class or a notified minority community, evidenced by a certificate issued by a Delhi SDM or Deputy Commissioner.
- The student scored at least 60 per cent marks in the previous examination passed.
- The student is enrolled in a recognised college, professional institution or technical or vocational programme, whether undergraduate, postgraduate, diploma or certificate.
- The student holds a bank account in their own name, seeded with Aadhaar.
- For OBC and minority applicants, the family's annual income is within the prescribed ceiling, commonly stated as Rs 3,00,000. SC and ST applicants are generally exempt from this test.
A student is not eligible and cannot apply where:
- The caste or category certificate was issued by another state government. A Delhi-issued certificate is the working requirement.
- The student failed or is repeating the year, or scored below the 60 per cent bar.
- The student is already drawing another government scholarship for the same course and the same academic year. Double benefit is not allowed.
- The institution is not recognised by a university, board or a competent government authority.
- The applicant is a resident of a neighbouring state who merely studies in Delhi. Studying at a Delhi college does not by itself create eligibility.
- The bank account offered is in a parent's or guardian's name rather than the student's.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Caste certificate (SC/ST/OBC) | Yes | Issued by a Delhi SDM or Deputy Commissioner |
| Previous year mark sheet | Yes | Must show 60 per cent or more |
| Income certificate | For OBC and minority applicants | Against the prescribed family income ceiling |
| Delhi residence proof | Yes | Aadhaar with Delhi address, voter ID, ration card or domicile certificate |
| Bonafide certificate | Yes | States course, year and hosteller or day-scholar status |
| Bank passbook | Yes | Account in the student's own name, Aadhaar-seeded |
| Aadhaar card | Yes | For e-District login and DBT seeding |
| Gap certificate | If applicable | Only where there is a break in study |
| Passport photograph | Yes | Recent, matching the one used in college records |
Scan every document as a clear PDF or JPEG before you start. The e-District portal rejects blurred scans and oversized files, and a rejected upload halfway through the form is the most common reason a student abandons the application.
How to apply for the Delhi Merit Scholarship online
- Open the Delhi e-District portal at edistrict.delhigovt.nic.in and use New User Registration if you do not already have an account. Registration is done with an Aadhaar number or a voter ID number.
- Log in through Citizen Login, then open Apply Online and choose the department Welfare of SC/ST.
- Select the service Merit Scholarship to SC/ST/OBC Students of College/Professional Institutions.
- Fill the form with your personal details, category, current course, year of study, name of the institution and whether you are a hosteller or a day scholar. The hosteller flag decides your rate, so answer it accurately.
- Enter your bank details exactly as printed in the passbook: account holder name, account number and IFSC code.
- Upload the caste certificate, previous mark sheet, residence proof, bonafide certificate, bank passbook and, where required, the income certificate.
- Submit the form and save the acknowledgement or application number shown on screen. Nothing can be tracked without it.
- Follow up with your college office. The institution has to verify your enrolment before the department can sanction the scholarship.
How to apply offline
The scheme is designed as an online service, but students who cannot complete the upload can get help two ways:
- Visit your college scholarship or student welfare cell, which files e-District applications in bulk for its own students each session.
- Go to the Department for the Welfare of SC/ST/OBC, B-Block, 2nd Floor, Vikas Bhawan, I.P. Estate, New Delhi 110002 with a full set of documents and ask at the scholarship counter.
- Use a Common Service Centre for assisted filing if you have no computer or scanner at home. A small notified service charge may apply, but no agent can charge a fee for "getting the scholarship approved".
When is the last date to apply?
The department opens the scholarship window once an academic year, usually after the session begins and results of the previous year are out. Reported windows for the 2025-26 cycle closed on 30 April 2026 for the school-level schemes and on 31 May 2026 for the college-level merit scholarship, but the department has extended these dates in several past years.
Treat the date announced on the e-District service page and on scstwelfare.delhi.gov.in as the only binding one. Late applications are not normally entertained, and there is no separate second window for students who missed the first.
How do I check my application status?
- Log in to edistrict.delhigovt.nic.in with the same credentials used to apply.
- Open Track your Application and enter the application or acknowledgement number.
- Read the stage shown: pending at institution, pending at department, sanctioned, or rejected with a reason.
- If the status has not moved for several weeks, contact your institution first. Applications most often sit at the institutional verification stage.
Once the status shows sanctioned, the money moves by DBT. Check the bank account statement rather than expecting an SMS, because DBT credits from state treasuries are not always accompanied by a message.
Why do Delhi merit scholarship applications get rejected?
- Marks below 60 per cent in the previous examination, or a mark sheet that does not show the aggregate clearly.
- Caste certificate issued outside Delhi, or an expired or provisional certificate.
- Name mismatch between the Aadhaar, the mark sheet and the bank passbook. Even a middle name present in one document and missing in another can stall the file.
- Bank account not in the student's name or not Aadhaar-seeded, so DBT fails.
- No institutional verification because the college never acted on the online request.
- Another scholarship already drawn for the same course and year.
- Unreadable uploads, particularly photographs of documents taken at an angle.
Most of these are fixable. A name mismatch is corrected at the bank or in Aadhaar and then re-uploaded; a pending verification is cleared by a visit to the college office; a wrong hosteller declaration is corrected by asking the department to reopen the form.
Where do I complain if something goes wrong?
- Department for the Welfare of SC/ST/OBC, B-Block, 2nd Floor, Vikas Bhawan, I.P. Estate, New Delhi 110002, telephone 011-23379512.
- The grievance and feedback link on scstwelfare.delhi.gov.in for written complaints.
- The e-District helpdesk for portal problems such as a failed login, an OTP that never arrives or an upload that will not accept a valid file.
Applying for the Delhi Merit Scholarship is free. No department official will ask for money to sanction it, and no agent can add a name to the sanction list.

Frequently asked questions
How much does the Delhi Merit Scholarship pay?
Scholarship listings for the scheme put the payment in the range of Rs 420 to Rs 1,860 per month for 12 months, which works out to about Rs 5,040 at the lowest rate and about Rs 22,320 at the highest. The exact rate depends on the course group and on whether the student is a hosteller or a day scholar; hostellers draw the higher rate. Confirm the current rate on the e-District service page before applying, because the department revises the rate table from time to time.
What marks are needed for the Delhi Merit Scholarship?
A minimum of 60 per cent marks in the previous examination is the standard academic bar. Students who have failed or are repeating a year are not considered, because the scholarship is a merit award and not a general maintenance allowance.
Is there an income limit for the Delhi Merit Scholarship?
An income ceiling applies to OBC and minority applicants, commonly stated as Rs 3,00,000 of annual family income, while SC and ST applicants are generally exempt from the income test. Because the ceiling has been revised in the past, check the figure printed on the current e-District form rather than relying on an older circular.
Where do I apply for the Delhi Merit Scholarship?
Applications are filed online on the Delhi e-District portal at edistrict.delhigovt.nic.in, under the services of the Welfare of SC/ST department. The scheme is listed there as "Merit Scholarship to SC/ST/OBC Students of College/Professional Institutions".
Can a student from another state studying in Delhi apply?
No. The scheme is for residents of Delhi holding a Delhi-issued caste certificate. A student who lives in Noida, Ghaziabad, Gurugram or Faridabad and commutes to a Delhi college is not eligible on that basis alone.
Can I take this scholarship along with another scholarship?
No. Delhi's scholarship schemes carry a standard no-double-benefit rule, so a student already drawing a Post-Matric Scholarship or a similar award for the same course and year cannot draw this merit scholarship at the same time. Declare any existing scholarship in the application.
How long does the Delhi Merit Scholarship take to be paid?
Payment follows institutional verification and departmental sanction, so it commonly reaches the student some months after the application window closes. The scholarship is released by Direct Benefit Transfer into the student's own Aadhaar-seeded bank account.
Whom do I contact if the scholarship is not credited?
Contact the Department for the Welfare of SC/ST/OBC at 011-23379512, or visit B-Block, 2nd Floor, Vikas Bhawan, I.P. Estate, New Delhi 110002. Take your e-District application number, the bonafide certificate and your bank passbook with you.
