What is DDA Jan Sadharan Awaas Yojana 2025 Phase II?

DDA Jan Sadharan Awaas Yojana 2025 is the Delhi Development Authority's affordable-housing scheme aimed, in DDA's own words, at "providing affordable housing to all sections of society, especially the Economically Weaker Sections". DDA launched it on 11 September 2025 with 1,167 EWS and Janta flats sold end-to-end online on a first-come-first-serve basis.

Phase II was launched by Circular No. F/1/0125/2025/CORD/-Coordination(H)/ 3211 dated 23 October 2025, signed by the Commissioner (Housing) and approved by the Vice-Chairman, DDA. Phase II added 1,537 flats in the LIG and EWS categories and, for the first time in this scheme, brought the LIG category in. Booking under Phase II commenced on 7 November 2025 at 12:00 noon through the DDA Awaas Portal, under the same scheme title.

The scheme name is also transliterated as Jan Sadharan Awas Yojana or Jansadharan Awaas Yojana. DDA's portal page for it is titled "DDA Jan Sadharan Awaas Yojana 2025 (FCFS)".

What flats did Phase II offer, and at what price?

Locality Category Flats Plinth area (sq m) Tentative price (Rs lakh) Discount Discounted price (Rs lakh)
Narela, Sectors G-6 and G-7, Pocket-11 EWS 1,120 34.8 to 35.1 13.7 to 13.8 15% 11.8 to 11.9
Rohini Sectors 34 and 35 LIG 308 33.3 to 33.9 14 to 14.2 Nil 14 to 14.2
Ramgarh Colony, near Jahangir Puri metro LIG 73 31.9 to 35.3 15.3 to 16.9 15% 13.1 to 14.5
Shivaji Marg, Moti Nagar EWS 36 33.1 to 45.1 25.2 to 32.7 Nil 25.2 to 32.7
Total 1,537

The Narela pocket sits near Urban Extension Road-I and the proposed metro station on the approved Rithala-Narela-Kundli corridor. Rohini Sectors 34 and 35 sit near Urban Extension Road-II. The Shivaji Marg flats are near Moti Nagar, Satgururam Singh Marg and Basaidarapur metro stations.

DDA cautions that the number of flats may increase or decrease, that plinth area includes common area and varies flat to flat, and that the demand letter is issued on the actual plinth area of the individual flat, so the final price can differ from the indicative band.

Who is eligible, and who cannot apply?

You can book a flat if:

  • You are a citizen of India.
  • You have attained the age of majority, 18 years completed as on the last date for submission of the application, and are legally competent to contract.
  • You hold a PAN allotted under the Income Tax Act and quote it in the application form.
  • You have a savings bank account in your own name, whose particulars you give in the application form.
  • For an EWS flat, your family income does not exceed Rs 10 lakh per annum, counting the applicant and spouse; the same ceiling applies to a joint or co-applicant considered separately.

You are not eligible, or your allotment will be cancelled, if:

  • You apply for an EWS flat with family income above Rs 10 lakh a year, or submit an income certificate the issuing authority cannot verify.
  • You give a false affidavit, quote a wrong PAN, or suppress a material fact. DDA rejects or cancels such applications summarily without a show-cause notice and forfeits the entire amount deposited, and may lodge a police complaint.
  • You claim the Persons with Disabilities reservation without an attested certificate from a Medical Board or a government hospital.
  • You fail to pay the booking amount inside the 15-minute payment window, or fail to pay the demanded amount inside the demand-cum-allotment schedule.

Importantly, DDA places no restriction on owning any land or built-up property in Delhi, and there is no Delhi-residence requirement. The only income condition is the EWS ceiling.

How to apply for DDA Jan Sadharan Awaas Yojana

  1. Open https://eservices.dda.org.in, the DDA Awaas Portal: or reach it from www.dda.gov.in, and go to the DDA Jan Sadharan Awaas Yojana 2025 (FCFS) page.
  2. Create login credentials using your PAN and other details, then log in.
  3. Pay the one-time registration fee of Rs 2,500 including GST online. It is non-refundable, and applicants already registered under any DDA FCFS scheme do not pay again.
  4. Study the flats online; size, location of the pocket, price and layout plan are all published — and inspect the flat on site. DDA publishes the mobile numbers of site engineers for each locality in the phase circulars.
  5. Log in when booking opens and select a specific flat on first-come, first-serve basis. Phase II booking opened at 12:00 noon on 7 November 2025.
  6. Pay the booking amount within 15 minutes in a single online transaction by internet banking, debit card or credit card. The flat is blocked for you during those 15 minutes only.
  7. Collect the demand-cum-allotment letter, issued online generally within 24 hours of the booking amount being confirmed, with an SMS and email alert.
  8. Pay the full price within 60 days of the demand-cum-allotment letter, then upload the post-allotment documents and reserve a date online for execution of the conveyance deed.

What are the booking amounts and payment terms?

Booking amount under Phase II was Rs 1,00,000 for an LIG flat and Rs 50,000 for an EWS or Janta flat. Phase III, launched by circular dated 29 December 2025, kept the EWS and Janta booking amount at Rs 50,000, with registration opening on 30 December 2025 and booking running from 15 January 2026 to 31 March 2026.

The booking amount is non-refundable. It is adjusted against the price of the flat on a successful booking, but is forfeited on surrender, cancellation, or non-payment of the rest of the demand.

Payment terms from the scheme brochure:

  • Full price due within 60 days of the demand-cum-allotment letter.
  • A further 30 days allowed with simple interest at 10 per cent a year.
  • Delay up to 2 days beyond 90 days is condoned automatically at 10 per cent interest.
  • Delay of 3 to 60 days may be regularised by the Director (Housing), and 61 to 90 days by the Commissioner (Housing), both with penal interest at 14 per cent, and only if at least 25 per cent of the disposal price has already been received.
  • Beyond that, the allotment is deemed automatically cancelled.
  • Allotment is on a cash-down basis except for Persons with Disabilities.

What concessions exist for Divyangjan applicants?

Applicants allotted a flat under the Persons with Disabilities (Divyangjan) reserved quota get two things the brochure spells out. First, a choice between cash-down payment and hire purchase, where 25 per cent of the total price is paid within 60 days and the balance in monthly instalments over up to 15 years at 10 per cent simple interest on a monthly reducing balance. Second, a 5 per cent rebate on the price subject to a maximum of Rs 1 lakh. A flat taken under this quota carries a condition against parting with possession for 15 years or until the full price with interest is paid, whichever is earlier.

What happens after allotment and possession?

Allotment is on a freehold basis, but title passes only when the conveyance deed is executed and registered with the Sub-Registrar, GNCTD. The allottee reserves a date online for the conveyance deed after taking physical possession and bears the e-stamp and registration expenses.

Possession must be taken within 3 months of the possession letter, failing which watch-and-ward charges are levied. Every allottee must become a member of the Resident Welfare Association registered for that housing pocket before possession is handed over. EWS allottees cannot sell or transfer the flat for five years from taking possession.

Home loans are allowed by mortgaging the flat to a long list of institutions including nationalised banks, LIC, GIC, HDFC, cooperative banks, MCD, NDMC and University of Delhi, without prior DDA approval, provided DDA holds first lien for outstanding dues. Loan intimation should be filed on the DDA online portal, preferably within 30 days of the demand-cum-allotment letter.

Why bookings and allotments fail

  • The 15-minute payment window lapses. Raise your card and net banking limits before booking opens, and keep funds ready in one account for a single transaction.
  • An EWS income certificate is not verifiable at the issuing authority.
  • Post-allotment documents are not filed within 3 months of paying the full price, which attracts watch-and-ward charges.
  • The demand is paid from a third party's account. Payment must come from the allottee's own account or that of a specified relative, spouse, parents, siblings, children, grandchildren or their spouses: or a proprietorship firm where the allottee is the proprietor.
  • Expecting DDA to repair the flat. Flats are offered on an as-is-where-is basis, and DDA does not entertain complaints about price, design, materials or workmanship.

Where to get help

  • DDA housing helpline: 1800110332, printed on the Phase II circular.
  • DDA Awaas Portal: https://eservices.dda.org.in: brochure, phase circulars, consolidated flat list, FAQs and Contact Us.
  • Dedicated call centre at Vikas Sadan, which DDA states functions from the date of launch of the scheme for public queries.
  • Site engineers whose mobile numbers DDA publishes locality-wise in each phase circular, for arranging a flat inspection.

Everything under DDA Jan Sadharan Awaas Yojana 2025 to registration, booking, demand letter, possession letter and conveyance deed date; is done online. No agent can reserve a flat for you.

How to check your application status

Everything under DDA Jan Sadharan Awaas Yojana runs on the DDA Awaas Portal, so status checking is also online rather than through any office visit.

  1. Go to https://eservices.dda.org.in and log in with the same PAN-based credentials used for registration and booking.
  2. Open your dashboard or "My Applications" section. Once you have booked a flat, this shows the flat number, pocket and category you were allotted, and the current stage: booking confirmed, demand-cum-allotment letter issued, payment received, or possession letter issued.
  3. Check your registered email and mobile number for alerts. DDA sends an SMS and email at each stage, including when the demand-cum-allotment letter is generated, generally within 24 hours of the booking amount being confirmed.
  4. Download the demand-cum-allotment letter, possession letter, or any other document directly from the portal once it is issued; DDA does not post these by physical mail.
  5. If a status update does not appear on the portal after the expected time, or a payment does not reflect, call the DDA housing helpline at 1800110332 with your registered mobile number, PAN and flat details on hand, or raise the query at the dedicated call centre at Vikas Sadan.
  6. For a flat-specific question, such as inspection scheduling or plinth-area discrepancy, contact the site engineer for that locality; DDA publishes their mobile numbers pocket-wise in each phase circular available on the portal.

Since registration, booking, the demand letter, the possession letter and the conveyance deed date are all handled online end to end, there is no separate offline status-tracking channel, and no agent or intermediary can look up or influence your application status on your behalf.

Frequently asked questions

What was offered in Phase II of DDA Jan Sadharan Awaas Yojana 2025?

Phase II offered 1,537 additional flats in the LIG and EWS categories — 1,120 EWS flats at Narela Sectors G-6 and G-7 Pocket-11, 308 LIG flats in Rohini Sectors 34 and 35, 73 LIG flats at Ramgarh Colony near Jahangir Puri metro station, and 36 EWS flats at Shivaji Marg, Moti Nagar. DDA announced it by circular dated 23 October 2025.

How much do Phase II flats cost?

Narela EWS flats had a tentative price of Rs 13.7 to 13.8 lakh, reduced to Rs 11.8 to 11.9 lakh after a 15 percent discount. Rohini LIG flats were Rs 14 to 14.2 lakh with no discount, Ramgarh Colony LIG flats Rs 15.3 to 16.9 lakh reduced to Rs 13.1 to 14.5 lakh after 15 percent, and Shivaji Marg EWS flats Rs 25.2 to 32.7 lakh with no discount.

What is the booking amount for Phase II?

Booking amount was Rs 1,00,000 for an LIG flat and Rs 50,000 for an EWS flat, plus a one-time Rs 2,500 registration fee for onboarding on the DDA Awaas Portal. Applicants already registered on the portal did not have to pay the registration fee again.

Is there an income limit for DDA Jan Sadharan Awaas Yojana?

Yes, for EWS flats only. The scheme brochure caps the family income of the applicant, and of a joint applicant considered separately, at Rs 10 lakh per annum. Family income here means the income of the applicant and the spouse if married, and the income certificate must be verifiable from the issuing authority.

How quickly did the flats sell?

Phase I sold out in one day. DDA launched the scheme on 11 September 2025 with 1,167 EWS and Janta flats, booking opened on 22 September 2025, and the DDA circular records that all flats were booked on the very first day of opening.

How long do I get to pay the full price of the flat?

60 days from the date of issue of the demand-cum-allotment letter. A further 30 days is available with simple interest at 10 percent a year. Delay up to 2 days beyond 90 days is condoned automatically; beyond that, regularisation needs approval and carries penal interest at 14 percent.

Can an EWS allottee sell the flat immediately?

No. The brochure bars an EWS category allottee from selling, transferring or parting with possession of the flat in any manner for five years from the date of taking physical possession, because concessions were given while working out the price.

What extra charges are added to the quoted price?

Water connectivity charges of Rs 2,000 and, where applicable, freehold conversion charges. DDA notes there are no conversion charges for EWS and Janta flats. Maintenance charges are already built into the disposal price shown in Annexure A of the brochure.
