What was the DDA Special Housing Scheme 2025?

DDA Special Housing Scheme 2025 (e-Auction) was a sale of 110 ready-built leftover flats by the Delhi Development Authority, announced through Circular No. F/1/0001/2025/CORD/-O/o DD (Coordination)/2582 dated 6 January 2025, issued by the Commissioner (Housing) from Vikas Sadan, INA, New Delhi. The scheme covered HIG, MIG and LIG flats in what the circular itself calls "sought-after localities", and every flat was sold on an as is where is basis.

DDA is the land-owning and housing agency for the National Capital Territory of Delhi. Unlike a welfare scheme, this was a disposal scheme: the flats were units that had been offered in earlier DDA housing schemes, had not been taken up, and were being carried forward for sale by competitive online bidding rather than by draw of lots. Price was therefore not fixed. DDA published a tentative reserve price for each flat, and the flat went to the highest eligible bidder, called the H1 bidder in DDA documents.

Which flats were offered under this scheme?

The circular lists 18 lots totalling 110 flats:

Category Locality Flats Plinth area (sq m) Reserve price range (Rs lakh)
HIG Vasant Kunj at Mahipalpur Road 7 129 to 141.5 177 to 194
MIG Dwarka Sector 14, Phase II 20 116.27 to 132.35 128 to 147
MIG Dwarka Sector 19B, Pocket 3 18 119.66 to 129.98 136 to 148
MIG Vasant Kunj at Mahipalpur Road 2 89 to 90 94 to 95
MIG D-6, Vasant Kunj 2 107 to 118 147 to 166
MIG Dwarka Sector 17 2 68 to 80 71 to 84
MIG Dwarka Sector 13 1 79.45 83
MIG Dwarka Sector 10 2 82 to 88.5 85 to 92
MIG Jahangirpuri 10 69 to 100 114 to 139
MIG East of Loni 1 64 57.1
LIG Vasant Kunj at Mahipalpur Road 2 60 to 71.1 52 to 62
LIG East of Loni 2 41.64 29
LIG Zafarabad 1 42.4 29.4
LIG Rohini Sector 16 5 46.8 to 48.4 37.4 to 40
LIG Rohini Sector 20 1 40.67 45.21
LIG Rohini Sector 21 1 43.33 48.3
LIG Dwarka Sector 23B 3 33.3 to 33.82 28 to 28.51
LIG Ashoka Pahari along Faiz Road 30 44.73 44.4

DDA noted that the number of flats could change at launch and that plinth area includes common area, so it varies flat to flat. One Super HIG flat and one other unit were later withdrawn by separate circulars, which is normal in DDA disposal schemes.

Who could bid, and who could not apply?

You could bid if:

  • You were an Indian citizen who had attained the age of majority, that is 18 years completed as on the last date for submission.
  • You held a PAN issued under the Income Tax Act and could quote it in the application form.
  • You held a savings bank account in your own name for EMD refund and demand payments.
  • You could deposit the full EMD for each flat separately before the cut-off.

You were not eligible if:

  • You did not register on the SBI e-auction portal and pay the Rs 2,500 processing fee for that specific flat before the closing time.
  • Your EMD did not reach DDA through the e-payment gateway by the deadline. DDA does not accept EMD by cheque, demand draft or cash for e-auction schemes.
  • You claimed a reserved category, such as Persons with Disabilities, without the supporting certificate required under clause 8 of the DDA Dwarka Housing Scheme 2024 (e-Auction) brochure, which governed reservation for this scheme.
  • You misrepresented or suppressed a material fact. DDA cancels such allotments summarily and forfeits the amount deposited.

Note that DDA housing schemes of this type place no restriction on already owning property in Delhi or elsewhere, and no income ceiling applied to HIG, MIG or LIG bidding here. This is different from DDA's EWS and Janta schemes, which do carry a family income condition.

How to apply for a DDA e-auction housing scheme

The scheme is closed, but DDA repeats the same sequence for every e-auction scheme, so these are the steps that applied and that will apply again:

  1. Read the circular and brochure on dda.gov.in and eservices.dda.org.in, and note the flat-wise reserve prices and the auction schedule.
  2. Inspect the flat physically. DDA sells on an as-is-where-is basis and explicitly advises a field visit to the housing pocket at your own cost before bidding.
  3. Register on the e-auction portal at dda.etender.sbi/SBI and create your login using PAN and personal details.
  4. Pay Rs 2,500 including GST as processing fee separately for each flat you intend to bid for. This amount is non-adjustable and non-refundable.
  5. Pay the EMD online for each flat: Rs 4,00,000 for LIG, Rs 10,00,000 for MIG and Rs 15,00,000 for HIG: through the e-payment gateway on the auction portal.
  6. Complete final submission of the application before the published cut-off. An application that is registered but not finally submitted is not taken into the auction.
  7. Bid during the live e-auction window on the flat-wise schedule DDA announces separately.
  8. If declared H1, wait for the demand-cum-allotment letter, which adds maintenance, conversion and water connection charges to your bid amount, and pay within the schedule stated in that letter.

What was the timetable?

Event Date
Circular issued 6 January 2025 (Monday)
Registration and EMD submission opened 14 January 2025, 11:00 AM
Last date for online registration and EMD 4 February 2025, up to 6:00 PM
Final submission of application 6 February 2025, up to 6:00 PM
Online e-auction commenced 11 February 2025 onwards

DDA extended registration and EMD submission by one week through a separate circular, and removed one flat from the offer on 4 February 2025. DDA states that any change in schedule is notified only on www.dda.gov.in and https://eservices.dda.org.in, so those two sites are the only reliable source for dates.

How were reserve prices fixed and what extra costs applied?

Reserve prices were fixed under DDA's standard costing policy following the PAR/PDR norms for financial year 2024-25, and used as the base price for the e-auction. The demand letter for a flat is issued as per the eligible H1 bid received against that flat, so the final demand varies from the reserve price.

Three cost heads sit outside the reserve price and are added in the demand-cum-allotment letter:

  • Maintenance charges, levied on the terms of the scheme in which that flat was first offered. For the leftover MIG flats at Dwarka Sector 14, the Diwali Special Housing Scheme 2023 (e-Auction) terms applied. For the MIG flats at Dwarka Sector 19B Pocket 3, DDA Housing Scheme 2021 terms applied.
  • Conversion charges, where applicable for freehold conversion.
  • Water connection charge.

Budgeting only for the bid amount is the most common financial mistake buyers make in a DDA e-auction.

What happens after you win the bid?

DDA declares the H1 bidder flat by flat and publishes the list of H1 bidders as a circular on the e-services portal. The demand-cum-allotment letter is then issued online, and payment must be made from the allottee's own account or that of a specified relative through NEFT, RTGS or net banking using an online challan. If the demanded amount is not paid within the time given in the demand-cum-allotment letter, the allotment stands cancelled without notice and the amount already paid is forfeited.

Surrender after being declared H1 is expensive: the DDA circular states that the full EMD applicable will be forfeited in case of surrender of the flat after successful declaration of the H1 bidder through the online e-auction.

Common reasons a DDA e-auction application fails

  • Final submission not completed. Registration and EMD alone do not enter you into the auction; DDA has issued specific reminders on this point.
  • EMD paid for the wrong flat. EMD is flat-specific, not scheme-wide.
  • Processing fee not paid per flat. The Rs 2,500 is charged per flat.
  • Bank transaction limit too low. Large EMD amounts fail if the net banking or card limit is not raised in advance.
  • PAN or name mismatch between the portal profile and the bank account.
  • No site inspection, leading to surrender after winning and full EMD forfeiture, since DDA does not entertain complaints about the price, design, material or workmanship of an as-is-where-is flat.

Where to get help and raise a grievance

  • DDA housing helpline: 1800110332, printed on DDA housing scheme circulars.
  • DDA Awaas Portal: https://eservices.dda.org.in β€” brochures, circulars, contact-us page and the e-auction dashboard.
  • DDA website: https://dda.gov.in, official circulars and public notices.
  • Housing Branch, DDA, Vikas Sadan, INA, New Delhi, for mortgage intimation, demand letter and possession matters.

DDA conducts all its housing scheme transactions end to end online. No agent, broker or middleman can secure a flat for you in a DDA e-auction, and no DDA official will ask for your portal password or OTP.

How to check your application status

Since this was an e-auction rather than a draw of lots, "status" has three separate stages, and DDA reports each one differently.

  1. Registration and EMD status. Log in to your account on the e-auction portal at dda.etender.sbi/SBI with the credentials created at registration. The dashboard shows, flat by flat, whether your processing fee and EMD payment were received and whether your application shows as "registered" or "finally submitted." Registered but not finally submitted means you were not entered into the auction for that flat, so check this before the cut-off, not after.
  2. Auction and H1 result status. DDA does not send a personal SMS or email confirming whether you won. It declares the H1 (highest eligible) bidder flat by flat and publishes the result as a circular on the public notices section of https://eservices.dda.org.in and https://dda.gov.in. Match your flat number against that list rather than assuming silence means you lost.
  3. Demand-cum-allotment letter and payment status. Once declared H1, the demand letter is issued online through the same portal login, showing the amount due (bid amount plus maintenance, conversion and water connection charges) and the payment deadline. The portal also reflects whether your payment through NEFT, RTGS or net banking has been credited against that challan.

If the portal shows no update at any stage, or you are unsure whether a payment reached DDA, call the DDA housing helpline at 1800110332 with your flat number and registration ID ready, or raise the query through the contact-us section of eservices.dda.org.in. Do not rely on any number or email other than these two official channels, since DDA has repeatedly warned that it does not authorise agents to confirm bid or allotment status on its behalf.

Because this particular scheme has closed (the e-auction began 11 February 2025), applicants who bid should check the H1 result circular for their flat rather than expecting a fresh status update, and future DDA e-auction schemes follow this same three-stage check.

Frequently asked questions

Is the DDA Special Housing Scheme 2025 still open?

No, DDA Special Housing Scheme 2025 (e-Auction) is closed. The DDA circular dated 6 January 2025 fixed 4 February 2025 as the last date for online registration and EMD, 6 February 2025 for final submission of the application, and 11 February 2025 for the start of the online e-auction. DDA runs comparable schemes continuously, so check eservices.dda.org.in for the current one.

How many flats were offered under DDA Special Housing Scheme 2025?

110 flats were offered in total. The breakdown was 7 HIG flats in Vasant Kunj, 58 MIG flats across Dwarka Sectors 10, 13, 14, 17 and 19B, Vasant Kunj, Jahangirpuri and East of Loni, and 45 LIG flats in Vasant Kunj, East of Loni, Zafarabad, Rohini Sectors 16, 20 and 21, Dwarka Sector 23B and Ashoka Pahari along Faiz Road.

What was the EMD for DDA Special Housing Scheme 2025?

Earnest Money Deposit was Rs 4,00,000 for an LIG (1 BHK) flat, Rs 10,00,000 for an MIG (2 BHK) flat and Rs 15,00,000 for an HIG (3 BHK) flat. EMD was payable separately for every individual flat a bidder wanted to bid for, and was forfeited in full if the declared H1 bidder later surrendered the flat.

Was there a separate registration fee besides the EMD?

Yes. Participants had to register on the e-auction portal at dda.etender.sbi/SBI and pay Rs 2,500 including GST as a processing fee, separately against each flat they wished to bid for. DDA stated this amount was non-adjustable and non-refundable.

Did the reserve price include maintenance and other charges?

No. The DDA circular states clearly that the tentative reserve price does not include maintenance charges, conversion charges or the water connection charge. These were added at the time of issuing the demand-cum-allotment letter, on top of the winning H1 bid.

What does "as is where is" mean in this scheme?

As-is-where-is means DDA sold the flats in their existing physical condition without repair or refurbishment. These were leftover flats carried forward from earlier housing schemes, and the circular advised bidders to visit the housing pocket at their own cost and inspect the flat before bidding.

Where can I find a current DDA housing scheme instead?

Open eservices.dda.org.in, the DDA Awaas Portal, which lists every live scheme. As of August 2026 the portal carried DDA Karmajeevi Awaas Yojana 2026, DDA Nagrik Awaas Yojana 2026, DDA Premium Housing Scheme 2026, DDA Towering Heights Scheme 2026, DDA Karmayogi Awaas Yojana 2025 and DDA Jan Sadharan Awaas Yojana 2025.

What is the DDA housing helpline number?
