What is Delhi's disability pension scheme?

Delhi Financial Assistance to Persons with Special Needs, widely known as the Delhi disability pension or "viklang pension", is run by the Department of Social Welfare, Government of NCT of Delhi. According to the department's financial assistance schemes page, the scheme pays Rs 2,500 a month to residents of Delhi who live with a disability of 40 per cent or more and whose household has very little income.

The purpose is straightforward: a person with a significant disability often carries recurring costs that other households do not, transport that must be by autorickshaw rather than bus, assistive devices that wear out, medicines, attendant help — while earning less or nothing at all. A predictable monthly transfer covers part of that gap without requiring the beneficiary to visit an office each month.

Key features

  • Flat monthly assistance of Rs 2,500, regardless of disability type.
  • Covers ages 0 to 59 years; at 60 the beneficiary shifts to old age assistance.
  • Paid by electronic transfer into a single-operated bank account.
  • Applied for free on the Delhi e-District portal; sanctioned district-wise.

How much does the Delhi disability pension pay?

The assistance is Rs 2,500 per month, which is Rs 30,000 over twelve months. Unlike the old age pension, there is no higher or lower slab: a person with 40 per cent disability and a person with 90 per cent disability receive the same amount. Payment is made through the electronic clearing system and normally starts from the month following sanction, not from the month of application, so there is usually a gap of a few weeks to a few months between applying and the first credit.

Delhi separately notified a Financial Assistance Scheme for Persons with Benchmark Disabilities having High Support Needs, listed on the Department of Social Welfare site with a notification dated 1 October 2025. That is a distinct scheme with its own criteria; if your disability involves high support needs, ask the District Social Welfare Office which of the two routes applies to you rather than assuming both can be drawn together.

Who is eligible for the Delhi disability pension?

You can receive this assistance if:

  • You have a disability of 40 per cent or more, certified by a competent government medical authority, or hold a UDID card showing that level.
  • You are aged 0 to 59 years.
  • You have been residing in Delhi for at least five years immediately before the date of application.
  • Your total family income from all sources is below Rs 1,00,000 a year.
  • You hold a valid Aadhaar number.
  • You have a single-operated bank account in your own name, Aadhaar-seeded, for receiving the money.

You are not eligible if:

  • Your certified disability is below 40 per cent.
  • You are 60 years or older, the Delhi Old Age Assistance Scheme is the correct scheme at that age.
  • You are already drawing a pension or financial assistance from the Central Government, a State Government, MCD, NDMC or the Delhi Cantonment Board.
  • Your family income is Rs 1,00,000 a year or more.
  • You cannot prove five years of continuous residence in Delhi.
  • You only have a joint bank account.

A disability certificate that has expired, or a temporary certificate issued for a fixed period that has run out, will not support a fresh claim. Get it renewed by the issuing hospital before applying.

How to apply for the Delhi disability pension online

  1. Open edistrict.delhigovt.nic.in and complete New User Registration using your Aadhaar number or voter ID, then log in.
  2. Select Apply for Services, choose the Department of Social Welfare, and pick the service for financial assistance to persons with special needs.
  3. Fill the application form with the applicant's name exactly as on Aadhaar, date of birth, Delhi address, disability type and percentage, family income and bank account number with IFSC code.
  4. Upload the scanned disability certificate or UDID card, age proof, five-year residence proof and the first page of the bank passbook.
  5. Submit the form and save the application number printed on the acknowledgement.
  6. Cooperate with the verification that follows. The District Social Welfare Office may call for the original disability certificate or arrange a home visit.

How to apply offline

  1. Go to the District Social Welfare Office for your district, or to the Department of Social Welfare at 7th Floor, MSO Building, ITO, I.P. Estate, New Delhi 110002.
  2. Collect and fill the application form for financial assistance to persons with special needs.
  3. Attach self-attested copies of the disability certificate, Aadhaar, age proof, five-year residence proof and bank passbook, plus the income declaration.
  4. Submit at the counter and take a dated receipt carrying the diary number.

Where the applicant cannot travel, a parent, spouse or legal guardian may submit the file on their behalf with the guardianship or relationship document attached.

How to check the status of your application

  1. Log in to edistrict.delhigovt.nic.in and open Track your Application.
  2. Enter the application number issued at submission.
  3. The screen shows whether the case is pending, under verification, sanctioned or rejected, and at which office it currently sits.

The Department of Social Welfare also runs an Online Status of Old Age and Handicapped Pension link on socialwelfare.delhi.gov.in, which is the quicker route once the pension has already been sanctioned and you only want to see whether a month's payment has gone out.

Why disability pension applications get rejected

  • Disability below 40 per cent, or a certificate issued by an authority the department does not recognise.
  • Expired or temporary disability certificate that has lapsed.
  • Applicant aged 60 or above on the date of application.
  • Family income above Rs 1,00,000 found during verification.
  • Less than five years' residence in Delhi, or residence proof that does not span the full period.
  • Joint bank account, or an account not seeded with Aadhaar, so the transfer bounces.
  • Name mismatch between the disability certificate, Aadhaar and the bank record.
  • Another government pension already being drawn by the same person.

If the pension is sanctioned but no money arrives, the problem is almost always at the bank end. Ask the branch to confirm that your Aadhaar is mapped to that account in the NPCI mapper and that the account is not dormant.

Where to raise a grievance

Approach the District Social Welfare Officer of your district first, with your application number, a copy of the acknowledgement and a bank statement for the months in question. Unresolved cases can be taken to the Department of Social Welfare at MSO Building, ITO, I.P. Estate, New Delhi 110002, or filed through the Delhi government public grievance system. Applying and following up are both free; nobody is authorised to charge you for a disability pension sanction.

Frequently asked questions

How much is the Delhi disability pension?

Delhi's Financial Assistance to Persons with Special Needs pays Rs 2,500 per month, credited directly into the beneficiary's bank account. That works out to Rs 30,000 over a full year. The amount does not vary with the type or percentage of disability once the 40 per cent threshold is met.

What percentage of disability is required?

At least 40 per cent disability, certified by a competent government medical authority, is required. The certificate or the UDID card issued under the Rights of Persons with Disabilities Act is the document the Department of Social Welfare relies on.

What is the age limit for the Delhi disability pension?

The scheme covers persons aged 0 to 59 years. From the age of 60, a beneficiary is expected to move to the Delhi Old Age Assistance Scheme, which pays Rs 2,000 or Rs 2,500 a month depending on age and category.

What is the income limit for this scheme?

Total family income from all sources must be less than Rs 1,00,000 per year. The application carries a self-declaration of income, and a false declaration can lead to cancellation and recovery of the assistance already paid.

Can a child with a disability get the assistance?

Yes. The scheme covers beneficiaries from the age of 0 years, so a child with a certified disability of 40 per cent or more can be enrolled, with a parent or legal guardian handling the application and the bank arrangement.

How do I apply for the Delhi disability pension?

Register on the Delhi e-District portal at edistrict.delhigovt.nic.in, select the Department of Social Welfare service for financial assistance to persons with special needs, fill the form, upload the disability certificate, residence proof, Aadhaar and bank passbook, and submit.

Can I draw this pension along with another government pension?

No. Applicants already receiving a pension or financial assistance from the Central Government, a State Government, MCD, NDMC or the Delhi Cantonment Board are not eligible for this assistance.

Is there any fee for applying?

No. Applying on the e-District portal is free, and no official or agent may charge for sanctioning the assistance. Report any such demand to the District Social Welfare Office.
