DDA Sabka Ghar Awaas Yojana
Delhi state government scheme
DDA Sabka Ghar Awaas Yojana 2025 offered a 25% discount on 7,579 EWS, LIG, MIG and HIG flats at Narela, Loknayakpuram and Siraspur to auto and cab drivers, PM SVANidhi street vendors, women, war widows, ex-servicemen, Divyangjan and SC/ST applicants. Booking was online at eservices.dda.org.in with a Rs 2,500 registration fee.
What is DDA Sabka Ghar Awaas Yojana?
DDA Sabka Ghar Awaas Yojana is a discounted housing offer of the Delhi Development Authority. According to DDA Circular No. F/1/0001/2025/CORD/-O/o DD (Coordination)/2583 dated 6 January 2025, signed by the Commissioner (Housing), DDA launched DDA Sabka Ghar Awaas Yojana 2025 with a special discount of 25% on EWS, LIG, MIG and HIG flats at Narela, Loknayakpuram and Siraspur, for different disadvantaged sections of society, on a First Come First Serve basis.
DDA Sabka Ghar Awaas Yojana is the broadest of DDA's 2025 discount offers. Where DDA Shramik Awaas Yojana 2025 covered only registered construction workers, Sabka Ghar Awaas Yojana extends the same 25% cut to eight categories, from auto and cab drivers to SC/ST applicants, and applies it across the entire price ladder from a Rs 11 lakh EWS flat to a Rs 173 lakh HIG flat. The circular is explicit that the offer sits on a limited inventory and that the discount was valid only until 31.03.2025.
Key facts from the circular
- Discount: 25%, on a limited inventory.
- Inventory: 6,810 EWS and LIG flats plus 769 MIG and HIG flats, a total of 7,579.
- Locations: Narela, Loknayakpuram and Siraspur.
- Allotment: First Come First Serve (Pehle Aao, Pehle Pao), not a lottery.
- Registration fee: Rs 2,500, non-refundable.
- Booking fees: Rs 50,000 (EWS), Rs 1,00,000 (LIG), Rs 4,00,000 (MIG), Rs 10,00,000 (HIG), all non-refundable.
- Registration opened 06.01.2025, bookings commenced 15.01.2025 from 11:00 AM, and the scheme closed on 31.03.2025.
Everything not covered by the circular; eligibility basics, payment schedule, possession, conveyance deed, RWA membership; follows the brochures of DDA Sasta Ghar Housing Scheme 2024 (FCFS) and DDA Madhyam Vargiya Housing Scheme 2024, which the circular names as the governing documents.
Who is eligible for DDA Sabka Ghar Awaas Yojana?
The circular splits eligibility by flat category, and the split is the single most misunderstood part of the scheme.
For EWS and LIG flats at Loknayakpuram, Siraspur and Narela, the 25% discount is available to all of these categories:
- Auto rickshaw drivers and cab drivers operating in Delhi who hold a permit and registration in their own name from the Transport Department, GNCTD, dated on or before 31.12.2024.
- Persons registered under the PM SVANidhi Scheme, such as street vendors and hawkers.
- Women.
- War widows.
- Ex-servicemen and recipients of gallantry and Arjuna awards.
- Persons with Disabilities (Divyangjan).
- Persons belonging to SC or ST category.
For MIG flats at Narela and Loknayakpuram and HIG flats at Narela, the discount is narrower; only these categories qualify:
- Women
- War widows
- Ex-servicemen and recipients of gallantry and Arjuna awards
- Persons with Disabilities (Divyangjan)
- Persons belonging to SC or ST category
You cannot claim the 25% discount / are not eligible if:
- You are an auto or cab driver whose permit and registration are dated after 31.12.2024, or whose permit is not in your own name, or who operates outside Delhi.
- You are an auto or cab driver or PM SVANidhi registrant booking an MIG or HIG flat, those two categories were left out of the MIG and HIG discount list.
- You fall in none of the eight listed categories. A general applicant could still book a flat under DDA's regular schemes, but not at the Sabka Ghar discount.
- You cannot document the category you claimed, the underlying Sasta Ghar 2024 brochure treats a falsely claimed category benefit as grounds for summary cancellation, forfeiture of the entire amount deposited, and a police complaint for misrepresentation.
Beneath the category test, the standard DDA conditions apply: Indian citizenship, completed 18 years of age, a PAN, a savings account in the applicant's own name, and, for EWS flats only, family income within Rs 10 lakh per annum. There is no income criterion for LIG, MIG or HIG, and no bar on already owning property in Delhi.

The circular attaches three caveats to both tables. The number of flats may change at launch and by locality subject to availability. Plinth area includes common area and varies flat to flat. The demand letter is issued as per the actual plinth area of the individual flat, so the final price differs from the range shown, and the tentative cost excludes conversion charges and water connection charges.
How to apply for DDA Sabka Ghar Awaas Yojana
- Confirm which category you qualify under, and check whether that category is eligible for the flat type you want, auto and cab drivers and PM SVANidhi registrants get the discount on EWS and LIG flats only.
- Collect the category document; Transport Department GNCTD permit and registration dated on or before 31.12.2024, PM SVANidhi registration, war widow or ex-servicemen papers, disability certificate, or SC/ST certificate.
- Create login credentials on https://eservices.dda.org.in using your PAN, and pay the Rs 2,500 registration fee online. It is non-refundable.
- Visit the flats on site before booking. DDA encourages applicants to inspect the flats, and sample flats at Narela, Loknayakpuram and Siraspur were kept open for public inspection all seven days from 10:00 AM to 6:00 PM under the governing brochures.
- Select a specific flat online on a First Come First Serve basis and pay the booking fee within the 15-minute window in a single online transaction; Rs 50,000 for EWS, Rs 1,00,000 for LIG, Rs 4,00,000 for MIG or Rs 10,00,000 for HIG. Raise your card or net-banking limit beforehand.
- Receive the demand-cum-allotment letter online, generally within 24 hours of the booking amount being realised.
- Pay the balance price within 60 days of the demand-cum-allotment letter. DDA has collaborated with the fintech company AMBAK to facilitate easy loan financing from various financial institutions.
- Upload the possession documents: affidavit, undertaking, ID and address proof, PAN copies, the category proof, and for EWS flats the family income certificate.
Where to get help with DDA Sabka Ghar Awaas Yojana
Registration and booking are online-only, but the circular lists three support channels:
- DDA helpline 1800-011-0332 for all enquiries.
- A DDA kiosk at Rajiv Chowk Metro Station to assist with queries and documentation.
- A dedicated helpdesk at DDA Headquarters, Vikas Sadan, INA, New Delhi.
An auto driver or street vendor who is not comfortable with the portal should use these rather than pay an agent, since no agent can reserve a flat in a first come first serve system.
What happens after booking under DDA Sabka Ghar Awaas Yojana?
The payment schedule comes from the governing brochures. The full price falls due within 60 days of the demand-cum-allotment letter, with a further 30 days at 10% p.a. simple interest. A delay of up to 2 days beyond 90 days is condoned automatically; 3 to 90 days requires the Vice Chairman's approval with penal interest at 14% p.a. and only if at least 25% of the disposal price has already been paid. Beyond that the allotment stands automatically cancelled and the booking amount is forfeited.
Allotment is on a freehold basis, but title passes only when the conveyance deed is executed and registered with the Sub-Registrar, GNCTD. The deed is requested online after physical possession, with e-stamp papers uploaded before reserving an execution date, and e-stamping and registration costs borne by the allottee. EWS allottees cannot sell or transfer the flat for 5 years from the date of taking physical possession.
Possession letters are issued online only, and an allottee who does not take physical possession within 3 months pays watch and ward charges for the excess period. Flats are handed over on an "as is where is" basis. Every allottee must join the pocket's Registered Agency or Association of Apartment Owners under the DDA (Management and Disposal of Housing Estate) Regulations, 1968 to one RWA per pocket, with membership mandatory.
Allottees under the Persons with Disability (Divyangjan) quota additionally get a 5% price rebate capped at Rs 1 lakh under the governing brochures, and may pay on hire purchase: 25% within 60 days and the rest in monthly instalments over up to 15 years at 10% p.a. simple interest.
Common reasons a Sabka Ghar Awaas Yojana booking goes wrong
- A driver's permit or registration dated after 31.12.2024, which puts the applicant outside the discount.
- An auto driver or PM SVANidhi registrant booking an MIG or HIG flat, where those categories do not qualify for the discount.
- Category document not produced at the possession stage, risking cancellation and forfeiture under the misrepresentation clause.
- The 15-minute payment window lapsing on a Rs 4 lakh or Rs 10 lakh booking fee because of a low transaction limit.
- EWS family income above Rs 10 lakh a year, detected before possession.
- Assuming the discounted figure is final, the demand letter follows the actual plinth area, and conversion and water connection charges are extra.
Help and grievance redressal
- DDA helpline: 1800-011-0332.
- DDA kiosk at Rajiv Chowk Metro Station; helpdesk at DDA Headquarters, Vikas Sadan, INA, New Delhi.
- Correspondence on allotment should quote the application form number and file number and be addressed to the concerned Deputy Director, D-Block, Vikas Sadan, DDA, New Delhi 110023.
- Grievances may be raised with Director (H)-I or Director (H)-II, the Commissioner (Housing), the Principal Commissioner (Housing) or the Vice Chairman, DDA on public hearing days. Financial issues go first to the Financial Advisor (Housing), D-Block, 1st Floor, Vikas Sadan, New Delhi 110023.
- Disputes are subject to the jurisdiction of courts and the consumer court at Delhi or New Delhi only.
How to check your application status
DDA Sabka Ghar Awaas Yojana runs entirely on the eservices.dda.org.in portal, so the applicant's own login is the primary way to track where a registration or booking stands.
- Log in at https://eservices.dda.org.in with the credentials created at registration (PAN-linked). The dashboard shows whether the Rs 2,500 registration fee was realised, and, once a flat is booked, whether the booking fee payment was successful.
- Check the booking fee payment status immediately after paying. Because the booking window is only 15 minutes, a payment that fails or times out can leave the flat unbooked even though money was debited; the portal is the first place to confirm whether the booking actually went through, before raising a bank dispute.
- Watch for the demand-cum-allotment letter, which DDA issues online usually within 24 hours of the booking amount being realised. Its absence well beyond 24 hours is the clearest sign something needs following up, since no separate "application under process" status is published for this category-based, first-come-first-serve scheme.
- Quote the application form number and file number in any status query. These identifiers, generated at registration and booking, are what DDA asks for in all correspondence, so keep them handy for both online and offline follow-up.
- Call the DDA helpline at 1800-011-0332 if the portal shows no update on a payment or the demand letter, or if the account itself is inaccessible.
- Visit in person if the online and phone channels do not resolve it: the DDA kiosk at Rajiv Chowk Metro Station, or the dedicated helpdesk and the Deputy Director's office at D-Block, Vikas Sadan, DDA, New Delhi 110023, both handle registration, booking and allotment queries face to face.
- Escalate unresolved status disputes (for example, a booking fee debited but no flat shown as booked) in writing to Director (H)-I or Director (H)-II, or the Financial Advisor (Housing) at Vikas Sadan for payment-specific problems, since these are the officers named for grievance redressal under the scheme.
Because allotment happens instantly at booking rather than through a later approval cycle, there is no separate "track application" reference number distinct from the form and file numbers issued at registration and booking; an applicant's status, in practice, is read off the portal dashboard and the demand-cum-allotment letter it generates.
