Pension Benefit for Registered Construction Workers (Delhi BOCW)
Delhi state government scheme
Pension Benefit under the Delhi Building and Other Construction Workers Welfare Board pays Rs 3,000 per month to a registered construction worker after completing 60 years of age, with an annual increase of Rs 300 for continuous membership beyond 5 years. Minimum 1 year of membership is needed. Claim on Form No. XXXV under Rule 273.
What is the Delhi BOCW Pension Benefit?
Pension Benefit is the old age scheme of the Delhi Building and Other Construction Workers Welfare Board (DBOCWWB), a statutory board under the Labour Department, Government of NCT of Delhi. The board was constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and funds its schemes from the 1 per cent cess levied on construction cost in Delhi.
According to the board's welfare schemes page, the pension is Rs 3,000 per month after completion of 60 years of age, provided under Rule 273 of the Delhi Building and Other Construction Workers Rules. The board also allows an increase of Rs 300 every year for a member whose registration has run continuously beyond five years, so a long-standing member draws more than a worker who registered late.
Pension Benefit exists because construction work has no employer pension. A mason, bar bender or painter working on daily wages spends 30 or 40 years on sites without EPF cover, and the board's registration card is the only formal record of that working life. The pension converts that record into a monthly income when the body can no longer take site work.
Key features
- Rs 3,000 a month, credited by Direct Benefit Transfer.
- Payable after the registered worker completes 60 years.
- Minimum one year of membership and work experience required.
- Rs 300 annual increase where continuous membership exceeds five years.
- Family pension of 50 per cent, or Rs 1,500 a month whichever is higher, to the surviving spouse under Rule 283.
- Claimed on Form No. XXXV.
Who is eligible for the Delhi construction workers pension?
You can claim the pension if:
- You are a registered member of the Delhi Building and Other Construction Workers Welfare Board, holding a valid registration card.
- You have completed 60 years of age.
- You have at least one year of membership and work experience with the board.
- Your annual subscription of Rs 20 has been paid so that membership shows as continuous.
- You hold an active bank account that can receive DBT, seeded with Aadhaar.
You are not eligible if:
- You never registered with the board. Registration is the gateway, and it requires you to be aged 18 to 60 with at least 90 days of building or construction work in the preceding 12 months, certified by a contractor, employer or registered construction trade union.
- You are under 60. Age is a hard condition, and there is no early pension.
- Your membership is less than one year old.
- You are a contractor, builder or employer rather than a wage-earning construction worker.
- You worked only outside the NCT of Delhi, since the board's jurisdiction is Delhi.
- Your card has lapsed and the missing subscriptions have not been regularised.
A worker who is permanently disabled before 60 does not use this scheme. That person claims the separate disability pension of Rs 3,000 a month under Rule 275, which has no age condition.

How to apply for the Delhi BOCW pension
- Confirm your registration is live. Check that your Delhi construction worker registration card is valid and that the Rs 20 annual subscription has been paid for every year of membership. A lapsed card is the single largest cause of pension rejection.
- Download Form No. XXXV: Pension Benefit under Rule 273(1): from the Forms section of bocw.delhi.gov.in, or collect it from the board office at A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054.
- Fill the form with your registration number, date of birth, trade, years of membership and bank account details, and attach age proof, Aadhaar, bank passbook copy and photographs.
- Submit the claim online through the Delhi e-District portal at edistrict.delhigovt.nic.in under the DBOCWWB services, or hand it in at the board office. Ask for a dated acknowledgement or note the online application number.
- Track the claim using the application number on the e-District portal, or by calling the board on 011-23813773 or 011-23813845.
- Check the first credit in your bank passbook. Pension is paid monthly by DBT; there is no cash payment and no cheque collection.
How to apply offline
- Visit the board office at A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054, or ask the Shramik Mitra assigned to your ward for help. Under the Delhi Shramik Mitra Scheme launched on 9 November 2021, about 800 Shramik Mitras, three to four per ward, help workers file exactly these forms free of charge.
- Collect and complete Form No. XXXV and attach the documents listed above.
- Submit the form at the board office counter and collect the receipt.
How much pension will you actually get?
Pension Benefit starts at Rs 3,000 a month. The board's stated rule adds Rs 300 per year for continuous membership beyond five years, which is the part most applicants miss. Two workers who both turn 60 in the same month can draw different amounts purely because one kept the Rs 20 subscription running from the day he registered and the other let it lapse twice.
Pension is paid monthly by DBT into the pensioner's own Aadhaar-seeded bank account. On the pensioner's death, Rule 283 gives the surviving spouse a family pension of 50 per cent of the pension drawn, or Rs 1,500 a month, whichever is higher. The family pension is claimed separately and needs the death certificate and proof of relationship.
How to check your pension application status
- Sign in to edistrict.delhigovt.nic.in with the citizen login used for the application.
- Open the Track your application option and enter the application number.
- If the claim was filed offline, quote the acknowledgement number when you call the board on 011-23813773 or 011-23813845.
- Once sanctioned, verify the monthly credit in the bank passbook rather than waiting for a letter.
Common reasons pension claims are rejected
- Membership less than one year, which fails the basic Rule 273 test.
- Lapsed subscription, breaking the continuity record and wiping out the Rs 300 annual increase.
- Age proof mismatch โ the date of birth on Aadhaar differs from the date on the registration card. Correct the record before filing, not after.
- Bank account not Aadhaar-seeded, so the DBT credit fails and the claim sits pending.
- Name spelt differently on the registration card, Aadhaar and passbook.
- Wrong form used. Form XXXV is for pension; disability pension is Form XXXIX and death benefits Form XXXVIII. A claim on the wrong form is returned.
- 90-day work certificate never verified at the original registration stage, leaving the membership itself open to question.
Fixing most of these means going back to the board with the corrected document rather than filing a fresh claim. Ask the counter to record the correction against your existing application number so you do not lose your place.
Key dates and current position
Pension Benefit is open all year. There is no application window, no seasonal cycle and no last date announced by the board. What creates urgency is the 60th birthday: file the claim as soon as you complete 60, because pension is not paid retrospectively for the months you delayed. Equally, register with the board before you turn 60: new registration closes at 60, so a worker who never registered cannot join at 61 simply to claim pension.

Frequently asked questions
How much pension does the Delhi construction workers board pay?
The Delhi Building and Other Construction Workers Welfare Board pays Rs 3,000 per month as old age pension after a registered worker completes 60 years of age. The amount increases by Rs 300 every year for members who have stayed registered continuously for more than 5 years.
What is the minimum membership needed for the Delhi BOCW pension?
A minimum of 1 year of membership and work experience is required before a registered construction worker can draw the pension under Rule 273. The Rs 300 annual increase applies only where continuous membership has run beyond 5 years.
At what age does the Delhi construction worker pension start?
Pension starts after the registered worker completes 60 years of age. Fresh registration with the board is itself limited to workers aged 18 to 60, so pension is the natural exit benefit at the top of that band.
Which form is used to claim the Delhi BOCW pension?
Form No. XXXV, titled Pension Benefit under Rule 273(1), is the prescribed claim form. It can be downloaded from the Forms section of bocw.delhi.gov.in or collected from the board office in Civil Lines.
What happens to the pension after the pensioner dies?
A family pension becomes payable to the surviving spouse at 50 per cent of the pension the pensioner was drawing, or Rs 1,500 a month, whichever is higher, under Rule 283.
Can a construction worker who stopped paying the subscription still get pension?
No, not on the same terms. Continuous membership decides both eligibility and the Rs 300 annual increase, so a lapsed card breaks the record. Renew the Rs 20 annual subscription before applying and ask the board to regularise the gap.
Is the Delhi BOCW pension paid in cash?
No. Board benefits including pension are paid by Direct Benefit Transfer into the beneficiary's bank account, so an active Aadhaar-seeded account is essential before the claim is filed.
Does registration with the board cost anything?
Registration costs Rs 5 as a one-time fee and Rs 20 as the subscription for one year. No other payment is due to anyone, and help from a Shramik Mitra is free.
