Financial Assistance for Education (Delhi BOCW Welfare Board)
Delhi state government scheme
Financial Assistance for Education under the Delhi Building and Other Construction Workers Welfare Board pays Rs 500 to Rs 10,000 per month, that is Rs 6,000 to Rs 1,20,000 a year, for the schooling and higher studies of registered construction workers and their children. The claim is made on Form No. XLIII under Rule 281 with the Board.
What is BOCW education assistance in Delhi?
Financial Assistance for Education is a welfare scheme of the Delhi Building and Other Construction Workers Welfare Board, a statutory board under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, functioning under the Labour Department, Government of NCT of Delhi. According to the Board's welfare schemes page, the benefit is provided under Rule 281 and is paid on a monthly scale that runs from Rs 500 to Rs 10,000, depending on the class or the course being studied.
The scheme exists because construction work is the classic single-generation trap. A mason or helper earning a daily wage in Delhi can rarely absorb the fees of an ITI, a polytechnic diploma or an engineering degree, and children drop out into the same trade. Rule 281 attacks that directly by putting the largest sums, Rs 1,20,000 a year, behind exactly the courses that break the cycle.
The Board finances the scheme from the construction cess collected on building projects in Delhi, not from worker contributions. A worker pays Rs 5 to register and Rs 20 a year to stay enrolled, and that membership unlocks the entire benefit list, of which education assistance is the most valuable in rupee terms over time.
Key facts at a glance
- Range of benefit: Rs 500 to Rs 10,000 per month
- Annual equivalent: Rs 6,000 to Rs 1,20,000
- Governing rule: Rule 281
- Claim form: Form No. XLIII
- Administering body: Delhi BOCW Welfare Board, Vikas Bhavan-II, Civil Lines
- Membership cost: Rs 5 registration + Rs 20 per year
How much education assistance is paid at each level?
The Board publishes seven slabs under Rule 281. These are the figures as they appear on the Board's own welfare schemes page:
| Level of study | Per month | Per year |
|---|---|---|
| Class I to Class VIII | Rs 500 | Rs 6,000 |
| Class IX to Class X | Rs 700 | Rs 8,400 |
| Class XI to Class XII | Rs 1,000 | Rs 12,000 |
| Graduation level | Rs 3,000 | Rs 36,000 |
| ITI courses | Rs 4,000 | Rs 48,000 |
| Polytechnic diploma (3 years) | Rs 5,000 | Rs 60,000 |
| Technical courses; engineering, medicine, MBA | Rs 10,000 | Rs 1,20,000 |
Two features of the table are worth noticing. First, the jump from Class XII (Rs 12,000 a year) to graduation (Rs 36,000 a year) is threefold, so a student who completes school and enrols in a degree course triples the family's entitlement. Second, an ITI course at Rs 48,000 a year attracts more than a plain graduation course at Rs 36,000, and a polytechnic diploma at Rs 60,000 more still, which is a deliberate tilt towards skilled trades.
Who is eligible for BOCW education assistance in Delhi?
A claim can be made if:
- The parent is a registered member of the Delhi Building and Other Construction Workers Welfare Board, with a live membership.
- The Rs 20 annual subscription has been paid and the registration renewed.
- The student is enrolled in a recognised school, ITI, polytechnic, college or university and can produce a bonafide certificate for the current session.
- The student has been promoted to the class or year claimed for, evidenced by the previous year's mark sheet.
The Board's registration conditions apply to the parent. Under Section 12 of the parent Act, as reproduced on the Board's Registration page, a building worker must have completed 18 years but not 60 years of age and must have been engaged in building or other construction work for not less than 90 days during the preceding 12 months, with the form verified by the contractor, the employer or a registered construction-sector trade union.
A claim is not eligible where:
- The parent is not registered with the Delhi BOCW Welfare Board. Education assistance is closed to the children of unregistered construction workers.
- The parent's membership has lapsed because the Rs 20 renewal was not paid.
- The parent is registered with another state's construction workers welfare board rather than Delhi's.
- No bonafide certificate or fee receipt can be produced for the current academic session.
- The applicant is claiming for a course or class not covered by any slab in Rule 281, for example short unrecognised private coaching.
What documents are required for the education assistance claim?
| Document | Mandatory | Notes |
|---|---|---|
| Form No. XLIII | Yes | Prescribed claim form under Rule 281 |
| Worker's registration card | Yes | Membership must be current |
| Bonafide certificate | Yes | Fixes the class or course, and hence the slab |
| Previous year mark sheet | Yes | Shows promotion, not repetition |
| Current session fee receipt | Yes | Issued by the institution |
| Relationship proof | Yes | Birth certificate, school record or ration card |
| Aadhaar of worker and student | Yes | Identity and bank seeding |

Institutions in Delhi issue bonafide certificates on request from the school office or the college administrative section, usually within a few days. Ask for it at the start of the session rather than at claim time, when the office is handling admissions.

How does a construction worker register with the Delhi Board?
Education assistance is only available downstream of registration, so the registration itself is the first task.
- Open edistrict.delhigovt.nic.in, the portal the Board names for online registration and renewal of construction worker data.
- Create a citizen login, then choose the labour department service for registration of a building and other construction worker.
- Fill in personal details and work details, and have the 90 days of construction work verified by the contractor, the employer or a registered trade union in the construction sector.
- Pay Rs 5 as registration fee and Rs 20 as subscription for one year.
- Collect the registration card. The Board publishes screenshot guides for online registration, online renewal and the standard operating procedure on its Registration page.
Renewal is Rs 20 per annum, requires a minimum of 90 days of construction work in the qualifying period, and can be done at any district office. Board data records registrations rising from 1,558 workers up to 31 March 2007 to a cumulative 5,52,843 by 2019-20.
How do you check the status of an education assistance claim?
The Board does not publish a public online tracker for Rule 281 claims. Status is followed in three ways:
- The diary or receipt number given when the claim was filed — quote it at the district labour office counter.
- Telephone or email the Board on 011-23813773 or 011-23813845, or at bocwhq.del@gmail.com, quoting the worker's registration number.
- The bank passbook. The sanctioned amount is credited electronically, and the credit entry is the final confirmation.
Because the assistance is expressed as a monthly rate, ask the district office explicitly whether the sanction covers the full academic year in one instalment or is released in parts, since practice can vary between sanction batches.
Why do education assistance claims get rejected, and how are they fixed?
- Lapsed membership. The Rs 20 subscription was not renewed, so the parent was not a live member for the session claimed. Fix: renew and keep receipts; renew every year without waiting for a claim.
- Missing bonafide certificate. Without it the district office cannot fix the slab. Fix: obtain it from the institution and resubmit.
- Student repeating a class. A mark sheet showing failure in the previous year undermines the claim of progression. Fix: claim for the year in which the student is promoted.
- Wrong slab claimed, for example a diploma course entered as a technical degree course. Fix: let the bonafide certificate wording decide the slab, not the applicant's description.
- Relationship not established between worker and student. Fix: file the child's birth certificate or a school record naming the parent.
- Bank account inactive or mismatched name. Fix: give an active account in the worker's or student's own name, Aadhaar-seeded.
What other Delhi BOCW benefits support a worker's family?
The same registration also opens up marriage assistance under Rule 282, Rs 51,000 for the marriage of a female registered member or a registered member's daughter, and Rs 35,000 for a male member or a member's son, subject to continuous membership of 3 years and a limit of two children. Maternity benefit under Rule 271 is Rs 30,000 for registered women members and the wives of male members, for up to two children. Medical assistance under Rule 280 is up to Rs 10,000 where the worker is hospitalised for 5 or more days.
For skills specifically, the Board runs vocational training for registered workers and their family members under Rule 283A and has set up a Construction Academy for skill development under the same rule. A family choosing between a paid private course and a Board-run one should ask the district office what the Academy currently offers before paying fees elsewhere.

Frequently asked questions
How much education assistance does the Delhi BOCW Board give?
The Delhi BOCW Welfare Board pays from Rs 500 per month for Class I to VIII up to Rs 10,000 per month for technical courses such as engineering, medicine and MBA. On an annual basis that is Rs 6,000 at the lowest slab and Rs 1,20,000 at the highest.
What are the exact education assistance slabs?
There are seven slabs under Rule 281 — Class I-VIII Rs 500 a month, Class IX-X Rs 700, Class XI-XII Rs 1,000, graduation Rs 3,000, ITI courses Rs 4,000, three-year polytechnic diploma Rs 5,000, and technical courses such as engineering, medicine and MBA Rs 10,000 a month.
Which form is used for the education assistance claim?
Form No. XLIII is the prescribed form for financial assistance for education under Rule 281. It is listed on the Forms page at bocw.delhi.gov.in along with Form XLIV for marriage assistance and Form XLII for medical assistance.
Is the education assistance limited to two children?
The Board's published text for Rule 281 does not state a two-child cap, which is different from marriage assistance under Rule 282 and maternity benefit under Rule 271, where the up-to-two-children limit is stated expressly. Confirm the current position at your district labour office before applying for a third child.
Do the parents have to be registered construction workers?
Yes. Education assistance is a members-only benefit of the Delhi BOCW Welfare Board, so the parent must be a registered building worker with a live membership. Registration requires age 18 to 60 and at least 90 days of construction work in the preceding 12 months.
Can a registered worker claim education assistance for his or her own studies?
The Board describes Rule 281 as financial assistance for education and lists the class and course slabs without restricting it to children only, and it separately runs vocational training for registered workers and their family members under Rule 283A. Ask the district office which route fits an adult worker's own course.
Where is the education assistance claim submitted?
Submit Form XLIII with the bonafide certificate and mark sheet at your district labour office or at the Board's headquarters, A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054. The Board's numbers are 011-23813773 and 011-23813845.
What is the most common reason an education claim fails?
A lapsed membership is the most common reason, followed by a missing bonafide certificate. The Rs 20 annual renewal keeps the membership alive, and the bonafide certificate is what fixes the correct slab of assistance for the year.
