What is the Delhi Building and Construction Workers Health Scheme?

Delhi Building and Construction Workers Health Scheme is a health protection scheme of the Government of NCT of Delhi for workers registered with the Delhi Building and Other Construction Workers Welfare Board (DBOCWWB). The Delhi Cabinet approved it on 23 June 2026.

The scheme gives a registered construction worker cashless treatment of up to Rs 2 lakh, and extends cover of up to Rs 10 lakh to the worker's family, at hospitals empanelled under the scheme. The Delhi government has estimated the annual outlay at about Rs 200 crore and expects roughly 2.70 lakh registered workers and nearly 10 lakh people in their families to be covered.

The scheme is also referred to in Hindi as the Bhawan Nirman Shramik Swasthya Yojana, which is a direct translation of the same name.

What the scheme provides

  • Cashless treatment at empanelled hospitals, up to Rs 2 lakh per worker and up to Rs 10 lakh per family.
  • Annual health check-ups for the registered worker and the spouse.
  • Free OPD and IPD services, along with diagnostic and laboratory tests.
  • Emergency medical assistance and referral services.
  • Mobile medical units that travel to construction sites, so that workers do not lose a day's wage to visit a clinic.
  • Digital health records for each beneficiary.
  • A 24x7 toll-free helpline for beneficiaries, to be notified by the board.

Why it was created. Construction work carries occupational risk that ordinary health cover does not anticipate: silica dust from cutting and grinding, cement and chemical exposure, heat, height and heavy physical strain. Delhi's own justification for the scheme names dust and chemical exposure and the resulting respiratory disease, including silicosis, among the conditions it is aimed at.

Who is covered by the Delhi construction workers health scheme?

You are covered if:

  • You are registered with the Delhi Building and Other Construction Workers Welfare Board and your registration is live.
  • You are engaged in building or other construction work as defined under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996.
  • You are a resident of the National Capital Territory of Delhi.
  • You have kept your annual subscription of Rs 20 paid, so that membership has not lapsed.

Your family members covered: spouse, children and parents.

You are not eligible and cannot apply if:

  • You are not registered with the Delhi board. An unregistered construction worker gets nothing under this scheme, however long they have worked. This is the single largest gap in practice.
  • Your registration has lapsed because the annual subscription was not paid. Renew it before you need treatment, not after.
  • You are registered with another state's construction workers welfare board and not with Delhi's.
  • You are outside the definition of a building or other construction worker, for example a supervisor or an office employee of a construction company rather than a worker on site.

Registration with the board itself has its own gate: the worker must be aged between 18 and 60 years and must have been "engaged in any building or other construction work for not less than 90 days during the preceding 12 months", in the board's own words.

What documents are needed?

Delhi construction worker registration card Yes Live membership with subscription paid
Aadhaar card Yes Identification at the hospital and for the digital health record
Proof of relationship for family members Yes For spouse, children and parents claiming under the family cover
Proof of residence in Delhi Yes Registration is with the Delhi board
Subscription payment record Yes Shows registration has not lapsed
Bank account passbook No Not needed for cashless treatment

How to apply and get covered under the health scheme

  1. Register with the Delhi BOCW Welfare Board if you have not already. Go to the Delhi e-District portal at edistrict.delhigovt.nic.in, create a citizen login, and open the Labour Department service for construction worker registration.
  2. Get the form verified. The board requires the registration form to be verified by "the contractor, employer or the registered trade unions connected with the construction sector". Without this verification the application does not proceed.
  3. Pay Rs 25. A Rs 5 registration fee and a Rs 20 subscription for one year β€” and submit the application with proof of 90 days of construction work in the last 12 months, Aadhaar, residence proof and photographs.
  4. Collect the registration card issued by the board once the application is approved, and check that your name, age and address are correct on it.
  5. Add family details with the board, so that the spouse, children and parents can use the family cover.
  6. Renew the subscription every year. Renewal is available through the same e-District service, and the board publishes a step-by-step renewal guide with screenshots.
  7. Use the card at an empanelled hospital. Carry the registration card and Aadhaar. Treatment under the scheme is cashless, so the hospital bills the scheme rather than the worker.

At the time of this fact check the board had not yet notified the detailed enrolment and empanelment guidelines for the health scheme. What is certain is that board registration is the gateway, so a worker who registers now is in position when the guidelines are issued.

How to check your registration and status

  1. Log in to edistrict.delhigovt.nic.in with the credentials used for registration.
  2. Open Track Your Application and enter the application or registration number to see whether the registration is approved, pending verification or rejected.
  3. Check the subscription due date on the card and in the portal record. A lapsed subscription is treated as a break in membership.
  4. For anything the portal does not answer, call the board on 011-23813773 or 011-23813845, or visit the office at A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054.

Why construction workers lose out on this cover

  • Never registered. Migrant workers on short site postings often never register with any board, and no health cover follows.
  • Employer refuses to verify the 90-day work record. Registered trade unions in the construction sector can also verify, which is the route to use when a contractor will not sign.
  • Subscription lapsed. Rs 20 a year is a small amount, but a missed renewal breaks membership and with it the benefit chain.
  • Registered in another state. A worker who registered in their home state and then moved to Delhi is not automatically on the Delhi board's rolls.
  • Family members not recorded with the board, so the family cover cannot be invoked at the hospital counter.
  • Age above 60 at the time of first registration, which the board's eligibility rule does not permit.

What else the Delhi board provides

The health scheme sits alongside the board's older cash benefits, which continue. Registered Delhi construction workers can also claim a pension of Rs 3,000 a month after 60, disability pension of Rs 3,000 a month and disability ex-gratia of Rs 1,00,000, accidental death benefit of Rs 2,00,000, normal death benefit of Rs 1,00,000, funeral assistance of Rs 10,000, maternity benefit of Rs 30,000 for up to two children, marriage assistance and educational assistance for children, along with medical assistance of up to Rs 10,000 for hospitalisation of five days or more.

One registration unlocks all of them, which is why the registration card matters more than any single benefit.

Where to complain or get help

  • Delhi Building and Other Construction Workers Welfare Board, A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054.
  • Board phone numbers: 011-23813773 and 011-23813845.
  • Board email: bocwhq.del@gmail.com.
  • e-District Delhi at edistrict.delhigovt.nic.in for registration, renewal and application tracking.

Register on the Delhi e-District portal at edistrict.delhigovt.nic.in under the Labour Department services. You must be between 18 and 60 years of age and have worked at least 90 days in construction in the preceding 12 months, and the form must be verified by the contractor, employer or a registered trade union.

Is silicosis or a dust-related lung disease covered?

Occupational illness is the reason the scheme exists, and the government has cited dust, chemical exposure and silicosis among construction workers as its rationale. The exact list of covered treatments will be set out in the empanelment and package guidelines from the board.

How much is the Delhi government spending on the scheme?

The Delhi government has estimated the annual cost at about Rs 200 crore. The Cabinet chaired by the Chief Minister approved the scheme on 23 June 2026.
