What is the Delhi BOCW Maternity Benefit?

Maternity Benefit is a scheme of the Delhi Building and Other Construction Workers Welfare Board (DBOCWWB), the statutory board under the Labour Department, Government of NCT of Delhi, set up under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. According to the board's welfare schemes page, the scheme pays Rs 30,000 as maternity benefit to registered women members and to the wives of registered male members, up to two children, under Rule 271 of the Delhi BOCW Rules.

Maternity Benefit is one of the few board schemes that reaches women directly. Women make up a substantial share of Delhi's construction workforce, carrying head-loads, mixing mortar, breaking stone, and almost none of them have maternity leave, paid absence or employer cover. A woman who stops site work for even six weeks around a delivery loses her entire household income. Rs 30,000, paid from the board's fund built on the 1 per cent construction cess, is designed to bridge that gap and to cover hospital costs, nutrition and the first months of the child's care.

Key features

  • Rs 30,000 per delivery, limited to two children.
  • Available to a registered woman worker or the wife of a registered male worker.
  • Paid by Direct Benefit Transfer into an Aadhaar-seeded bank account.
  • Claimed on Form No. XXXIV under Rule 271.
  • No repayment, no interest, it is a grant, not a loan like the Rs 20,000 tool advance.

Who is eligible for the Delhi construction workers maternity benefit?

You can claim maternity benefit if:

  • You are a registered woman member of the Delhi Building and Other Construction Workers Welfare Board, with membership live and the Rs 20 annual subscription paid, or
  • You are the wife of a registered male member of the board, whose membership is live.
  • The delivery is your first or second child. The board's limit is two children.
  • You hold a bank account seeded with Aadhaar to receive the DBT credit.
  • You can produce the child's birth certificate from the municipal authority.

You are not eligible if:

  • Neither you nor your husband is registered with the board. Registration requires the worker to be aged 18 to 60 and to have done at least 90 days of building or construction work in the preceding 12 months, certified by a contractor, employer or a registered construction trade union.
  • The delivery is your third or later child. The two-child cap is firm.
  • The registration has lapsed and the missing annual subscriptions have not been regularised.
  • You work in Delhi but in a non-construction occupation. The board is funded by the construction cess and covers only building and other construction work.
  • Your household's registered member is a contractor or employer rather than a wage-earning worker.

Note that this scheme is separate from central maternity support such as the Pradhan Mantri Matru Vandana Yojana. The Delhi board's Rs 30,000 is its own benefit under Rule 271 and is claimed at the board, not at an anganwadi.

How to apply for the Delhi BOCW maternity benefit

  1. Confirm that the registration is live. Check that your own card, or your husband's card, is valid and the Rs 20 annual subscription is paid. Do this during pregnancy rather than after delivery, because regularising a lapsed card takes time.
  2. Register the birth with the municipal corporation and collect the child's birth certificate. This is the document the whole claim rests on.
  3. Download Form No. XXXIV, Maternity Benefit under Rule 271 to from the Forms section of bocw.delhi.gov.in, or collect it from the board office at A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054.
  4. Fill the form with the registration number, the date of delivery, the birth order of the child, and the claimant's bank account details, and attach the birth certificate, registration card copy, Aadhaar and passbook copy.
  5. Submit the claim online through edistrict.delhigovt.nic.in under the DBOCWWB services, or hand it in at the board office counter, and keep the application number or the dated receipt.
  6. Track the claim on the e-District portal, or by calling 011-23813773 or 011-23813845, and confirm the Rs 30,000 credit in the passbook.

How to apply offline

  1. Ask the Shramik Mitra for your ward to visit you. Under the Delhi Shramik Mitra Scheme launched on 9 November 2021, about 800 Shramik Mitras — three to four per ward: help workers file board claims free of charge. This is the practical route for a woman who has just delivered and cannot travel.
  2. Complete Form No. XXXIV and attach the documents listed above.
  3. Submit at the board office in Civil Lines and collect a dated acknowledgement.

How much do you get, and what else can you claim?

Maternity Benefit is Rs 30,000 per delivery, for a maximum of two children, credited by DBT. A family with two children can therefore draw a total of Rs 60,000 over the years, provided each claim was filed while membership was live.

The board's other schemes are worth checking at the same time, since the same registration unlocks all of them:

  • Medical assistance of Rs 10,000 under Rule 280 where hospitalisation from accident or illness lasts five days or more.
  • Education allowance under Rule 281 as the child grows; Rs 500 a month in classes I to VIII, rising to Rs 1,000 in classes XI and XII, Rs 3,000 for graduation and Rs 10,000 a month for technical, engineering, medical or MBA courses.
  • Marriage assistance under Rule 282 to Rs 51,000 for a female member or a daughter and Rs 35,000 for a male member or a son, after three years of continuous membership.
  • Old age pension of Rs 3,000 a month after 60 under Rule 273.

That list is the argument for keeping the Rs 20 subscription running for decades, not just around a delivery.

How to check your maternity claim status

  1. Sign in to edistrict.delhigovt.nic.in with the citizen account used to file and open Track your application.
  2. For an offline claim, quote the acknowledgement number to the board on 011-23813773 or 011-23813845.
  3. Confirm the credit in the bank passbook once the claim is sanctioned. The board pays only by DBT; there is no cash counter payment.

Common reasons maternity claims are rejected

  • Registration lapsed because the Rs 20 annual subscription was unpaid at the time of the delivery.
  • Birth certificate not obtained, or obtained with a different spelling of the mother's name than the one on the registration card.
  • Third child. The two-child cap is applied strictly, and earlier registrations of births are checked.
  • Bank account not Aadhaar-seeded, so the DBT credit fails after sanction.
  • Claim filed in the husband's name where the account details belong to someone else, or the marriage proof is missing for a wife's claim.
  • Wrong form. Form XXXIV is the maternity benefit; Form XXXV is pension, Form XXXVIII death benefits and Form XXXIX disability pension.
  • 90-day work certificate never properly verified at the original registration, leaving the membership itself open to question.

Where a claim comes back, take the corrected document to the same counter and have it recorded against the original application number rather than filing afresh.

Key dates and current position

Maternity Benefit is open all year. The board announces no window and no closing date, and there is no seasonal cycle. What decides timing is the birth certificate: apply as soon as it is issued. Equally important, get registered with the board; or renew a lapsed card: before the delivery, because a registration created after the birth will not support a claim for that birth.

How to raise a grievance

  • Delhi Building and Other Construction Workers Welfare Board: 011-23813773 or 011-23813845.
  • Email: bocwhq.del@gmail.com
  • Office: A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054.
  • Shramik Mitra in your ward, for free help with the form and follow-up.
  • Labour Department, GNCTD, for escalation beyond the board.

No agent may charge you for a maternity claim. The board's only official charges are Rs 5 for registration and Rs 20 as the annual subscription, and no official will ask for your OTP or your bank password.

Frequently asked questions

How much is the Delhi BOCW maternity benefit?

The Delhi Building and Other Construction Workers Welfare Board pays Rs 30,000 as maternity benefit under Rule 271, for up to two children. The amount is credited by Direct Benefit Transfer into the claimant's Aadhaar-seeded bank account.

Can the wife of a male construction worker claim maternity benefit?

Yes. The board extends the Rs 30,000 maternity benefit to registered women members and to the wives of registered male members, subject to the same limit of two children. The husband's registration card is the basis of that claim.

How many times can maternity benefit be claimed?

Maternity benefit is limited to two children. A third delivery does not attract the Rs 30,000, so families should claim for the first two births and keep the birth certificates safe.

Which form is used for the maternity claim?

Form No. XXXIV, titled Maternity Benefit under Rule 271, is the prescribed form and is available on the Forms page of bocw.delhi.gov.in or at the board office at Vikas Bhavan-II, Civil Lines.

Is the maternity benefit paid before or after delivery?

The claim is filed with the child's birth certificate, so in practice the Rs 30,000 is paid after delivery. Apply as soon as the municipal birth certificate is issued rather than waiting.

Does the woman worker have to be registered herself?

Not necessarily. A woman registered with the board in her own right can claim, and so can the wife of a registered male member. What is essential is that a live board registration exists on one side of the couple.

What if the registration lapsed during pregnancy?

A lapsed card is a common reason for rejection because benefits attach to live membership. Pay the Rs 20 annual subscription and ask the board to regularise the record before filing the maternity claim.

Is there any charge for filing the maternity claim?

No. Filing is free, and help from the ward Shramik Mitra is free. The only official charges connected to the board are Rs 5 for registration and Rs 20 as the annual subscription.
