Medical Assistance for Registered Construction Workers (Delhi BOCW Welfare Board)
Delhi state government scheme
Medical Assistance under the Delhi Building and Other Construction Workers Welfare Board pays a registered construction worker up to Rs 10,000 when the worker is hospitalised for 5 or more days because of an accident or any disease. Membership costs Rs 5 registration plus Rs 20 a year, and claims are filed on Form XLII with the Board.
What is BOCW Medical Assistance in Delhi?
Medical Assistance is a welfare benefit of the Delhi Building and Other Construction Workers Welfare Board, a statutory board set up under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and functioning under the Labour Department, Government of NCT of Delhi. According to the Board's welfare schemes page, the benefit is governed by Rule 280 of the Delhi building workers rules and provides medical assistance up to Rs 10,000 where a registered worker has been "hospitalized for 05 or more days due to accident or any disease".
The Board runs on a cess collected from construction projects in Delhi, not on worker contributions alone. That is why the membership fee is tiny; Rs 5 to register and Rs 20 a year as subscription, while the benefits list runs to seventeen separate schemes covering pension, maternity, death, marriage, education, tools, housing and skill training.
Medical Assistance sits in that list as the everyday, high-frequency benefit. A construction worker who falls from a scaffold, contracts tuberculosis, or is admitted for a surgery loses daily wages for the whole admission period. The Rs 10,000 does not pretend to be health insurance; it is a one-time cash cushion against the out-of-pocket cost of a hospital stay.
Key facts at a glance
- Maximum benefit: Rs 10,000
- Governing rule: Rule 280
- Minimum hospitalisation: 5 days
- Cause of admission: accident or any disease: both are covered
- Claim form: Form No. XLII
- Administering body: Delhi BOCW Welfare Board, Vikas Bhavan-II, Civil Lines
Who is eligible for BOCW medical assistance in Delhi?
You can claim if:
- You are a registered member of the Delhi Building and Other Construction Workers Welfare Board and your membership is current on the date of admission.
- You were hospitalised for 5 days or more, either because of an accident or because of a disease.
- You hold documentary proof of the admission. A discharge summary and the hospital bills.
- Your annual subscription of Rs 20 has been paid, i.e. the membership has not lapsed for want of renewal.
Registration with the Board itself has its own conditions, set out on the Board's Registration page under Section 12 of the parent Act. A building worker must have completed 18 years of age but not 60 years, and must have been engaged in building or other construction work for not less than 90 days during the preceding 12 months. The registration form has to be verified by the contractor, the employer, or a registered trade union connected with the construction sector.
You are not eligible if:
- You are not registered with the Delhi BOCW Welfare Board. There is no route to claim medical assistance as an unregistered worker, however genuine the hospitalisation.
- Your membership has lapsed because the Rs 20 annual subscription was not paid. Renewal requires a fresh minimum of 90 days of construction work.
- The hospital stay was shorter than 5 days, including OPD treatment, day-care procedures and single-night observation admissions.
- You are a construction worker registered with another state's BOCW board and not with Delhi's.
- You are below 18 or above 60 at the time of registration, since the Board cannot enrol you in the first place.
Note that eligibility is tied to the worker's own hospitalisation. The Board's published scheme text for Rule 280 does not extend medical assistance to a dependant's treatment, so a claim on behalf of a spouse or child should be checked with the district labour office before it is filed.
What documents are required for the medical assistance claim?
| Document | Mandatory | Notes |
|---|---|---|
| Board registration / membership card | Yes | Must be valid on the date of admission |
| Form No. XLII | Yes | The prescribed claim form under Rule 280 |
| Hospital discharge summary | Yes | Must show admission and discharge dates covering 5+ days |
| Original medical bills, prescriptions, test reports | Yes | Basis for computing the amount, capped at Rs 10,000 |
| Aadhaar card | Yes | Identity and bank seeding |
| Bank passbook | Yes | Payment is credited electronically |
| Renewal / contribution receipt | No | Useful evidence that membership did not lapse |
Keep photocopies of everything you hand in. Construction workers routinely lose a claim because the only copy of a hospital bill went into a file at the district office and could not be produced again on appeal.
How to apply for BOCW medical assistance in Delhi
- Confirm your membership is live. Check that the Rs 20 annual subscription has been paid. If it lapsed, renew first: renewal is Rs 20 per year and, according to the Board, can be done at any district office, with the same 90-days-of-work condition.
- Download Form No. XLII from the Forms page at bocw.delhi.gov.in, or collect a printed copy from the district labour office. Form XLII is specifically the medical assistance form under Rule 280.
- Collect the hospital paperwork before you leave the hospital, discharge summary, itemised bills, prescriptions and test reports. The discharge summary is what proves the 5-day condition.
- Fill the form with your registration number, membership dates, hospital name, dates of admission and discharge, the illness or accident, and your bank account details with IFSC.
- Attach self-attested copies of the registration card, Aadhaar and bank passbook, along with the original bills.
- Submit the claim at your district labour office or at the Board's head office, A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054, and obtain a dated receipt or diary number.
- Follow up on the diary number by phone on 011-23813773 or 011-23813845, or in person at the district office, until the sanction is issued and the amount is credited.
How do you register with the Delhi BOCW Board first?
Registration is the gateway to every Board benefit, medical assistance included, and it is done through the Delhi e-District portal.
- Open edistrict.delhigovt.nic.in, which the Board names as the domain for online registration and renewal of construction worker data.
- Create a citizen login using Aadhaar or a voter ID, then select the labour department service for registration of a building and other construction worker.
- Fill in personal details, work details and the employer or contractor particulars, and get the 90 days of work verified by the contractor, employer or a registered construction trade union.
- Pay Rs 5 registration fee and Rs 20 subscription for one year.
- Collect the registration card once the application is approved. The Board publishes step-by-step screenshot guides for both online registration and online renewal on its Registration page.
The scale of the exercise is worth noting: the Board's own figures record registration rising from 1,558 workers up to 31 March 2007 to a cumulative 5,52,843 workers by 2019-20. A large membership means district offices process claims in batches, so a complete file moves considerably faster than one that has to be sent back for a missing bill.
How much does BOCW membership cost and when does it lapse?
Membership costs Rs 5 as registration fee plus Rs 20 as subscription for one year. Renewal is Rs 20 per annum, and the Board states plainly that every registered member "needs to renew himself or herself after every one year", with a minimum of 90 days of work as a construction worker in the qualifying period. Renewal can be done at any district office as well as online.
A lapsed membership is not a technicality. Medical assistance, funeral assistance, death benefit, maternity benefit and the housing advance all key off the membership being alive on the relevant date. Paying Rs 20 on time is the cheapest insurance a Delhi construction worker can buy.
How do you check the status of a medical assistance claim?
The Delhi BOCW Welfare Board does not publish a public online claim tracker for Rule 280 medical assistance. In practice, status is checked in three ways:
- The diary or receipt number given at the time of submission โ quote it at the district labour office counter.
- Telephone follow-up with the Board on 011-23813773 or 011-23813845.
- Bank account credit. The sanctioned amount reaches the worker's own account, so the passbook entry is the final confirmation.
If the application was routed through the e-District portal for registration or renewal, the portal shows the status of that registration request separately from the benefit claim.
Why are medical assistance claims rejected, and how do you fix them?
- Membership lapsed, the Rs 20 subscription was not renewed. Fix: renew and keep the receipt; a claim for a period when membership was dead cannot be revived retrospectively.
- Hospitalisation under 5 days, the discharge summary shows a 2 or 3 day stay. There is no fix; the rule sets a 5-day floor.
- Missing discharge summary; bills alone do not establish the length of stay. Fix: obtain a duplicate discharge summary from the hospital's medical records department.
- Name mismatch between the registration card, Aadhaar and the hospital record. Fix: get the hospital to correct the record, or file an affidavit that both names refer to the same person.
- Bank account not in the worker's name or inactive. Fix: give a live, Aadhaar-seeded account in the worker's own name.
- Unverified employment, the 90-day condition was never certified by a contractor, employer or trade union at the registration stage, so the membership itself is questioned.
Which other Delhi BOCW benefits should a member know about?
Medical assistance is one item on a long list. From the same Board and the same membership, a registered Delhi construction worker can also claim pension of Rs 3,000 per month after 60 years of age under Rule 273, disability pension of Rs 3,000 per month and ex-gratia of Rs 1,00,000 for permanent disability under Rule 275, maternity benefit of Rs 30,000 under Rule 271, funeral assistance of Rs 10,000 under Rule 277, death benefit of Rs 1,00,000 for normal death and Rs 2,00,000 for accidental death during employment under Rule 278, marriage assistance of Rs 51,000 or Rs 35,000 under Rule 282, and education assistance from Rs 500 to Rs 10,000 per month under Rule 281.
A worker admitted to hospital after a site accident is often eligible for more than one of these at once: medical assistance for the hospital stay, and disability pension or ex-gratia if the injury turns out to be permanent. Ask at the district office which combination applies before closing the file.

Frequently asked questions
How much medical assistance does the Delhi BOCW Board give?
The Delhi BOCW Welfare Board pays up to Rs 10,000 as medical assistance. The Board's welfare schemes page records the benefit under Rule 280 as "Medical Assistance upto Rs. 10,000", payable where the worker was hospitalised for 5 or more days because of an accident or any disease.
Is a minimum period of hospitalisation needed?
Yes, the worker must have been hospitalised for 5 or more days. A one-day or two-day admission, an OPD visit or day-care treatment does not meet the condition, so the discharge summary showing admission and discharge dates is the single most important document in the claim.
Which form is used to claim medical assistance?
Form No. XLII is the prescribed form for medical assistance under Rule 280. The Board's Forms page lists it alongside Form XLI for funeral benefit and Form XXXVIII for death benefit; all of them can be downloaded free from bocw.delhi.gov.in.
Do I have to be registered with the Board before falling ill?
Yes. Medical assistance is a members-only benefit, so registration with the Delhi BOCW Welfare Board has to be in place and current. Registration requires that you are aged 18 to 60 and have worked at least 90 days in building or construction work in the preceding 12 months.
How much does BOCW membership cost in Delhi?
Registration costs Rs 5 as the registration fee plus Rs 20 as subscription for one year. Renewal is Rs 20 per year and can be done at any district office, and the renewal condition is again a minimum of 90 days of work as a construction worker.
Can a family member claim medical assistance for the worker's illness?
Medical assistance under Rule 280 is framed around hospitalisation of the registered member. Treatment costs of dependants are not listed as covered on the Board's welfare schemes page, so confirm the position at the district labour office before spending on a claim for a family member.
Where do I submit the medical assistance claim in Delhi?
Submit the completed Form XLII with bills and the discharge summary at the district labour office or at the Board's headquarters, A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054. The Board can be reached on 011-23813773 or 011-23813845.
What is the most common reason a medical assistance claim is rejected?
Lapsed membership is the most common reason. Renewal costs only Rs 20 a year, but a worker whose subscription was not renewed is treated as a non-member on the date of hospitalisation, and the claim fails regardless of how large the hospital bill was.
