What is the Goa Registration & Stamp Duty Subsidy Scheme?

Registration & Stamp Duty Subsidy Scheme is an incentive of the Department of Information Technology, Government of Goa, framed at clause 6.B.5 of the Information Technology Policy 2018. Its object is to provide a registration and stamp duty subsidy to eligible Information Technology units in the state of Goa.

The mechanism is unusually clean. The policy states that all New and Existing Units shall be eligible for reimbursement of the stamp duty, such that the registration and stamp duty charges will not exceed Rs 100, and the excess amount paid to the authorities concerned will be reimbursed.

In practical terms an IT unit that pays, say, Rs 6,00,000 in stamp duty and registration charges on its office premises ends up bearing Rs 100 and gets the remaining Rs 5,99,900 back, subject to the policy's employment condition.

Key features

  • Reimbursement such that registration and stamp duty charges do not exceed Rs 100 in total.
  • Available to all New Units and Existing Units of the IT industry in Goa.
  • Provided in full, not in tranches.
  • Paid at the end of two years from the start of commercial operations, or from the date of notification of the policy, whichever is later.
  • Routed through the state's single-window system, with the supported Committee deciding.
  • Decisions on approvals and payments are committed within 90 working days.

Who is eligible and who is not eligible?

Your unit can claim if:

  • It is a unit of the IT industry in Goa; development, production and services relating to IT products, IT software, IT services and ITeS.
  • It is a New Unit or an Existing Unit as defined by the policy.
  • It has actually paid stamp duty and registration charges to the authorities concerned and can produce the receipts.
  • It has commenced commercial operations, meaning it started its first commercial activity and produced its first bill of sale or service.
  • Two years have passed since the start of commercial operations, or since the notification of the policy, whichever is later.

You cannot apply, or are not eligible, if:

  • You are an individual, homebuyer or non-IT business. There is no citizen route; the applicant is always an IT industry unit.
  • Your unit is availing similar financial incentives under any other policy of the Government of Goa. Clause 7.A.2 bars that overlap.
  • Your unit has not yet completed two years from the start of commercial operations or from the policy notification, whichever is later. This is a timing bar rather than a permanent disqualification, the claim simply matures later.
  • Your business falls outside the policy's definitions of IT Service, IT Enabled Service or IT Industry. ITeS is defined by an enumerated list of business process outsourcing services and expressly excludes research and development services, whether or not in the nature of contract R&D.

Under the policy, an Existing Unit is one registered or established in Goa that had already commenced operations three years before the date of notification of the policy. A New Unit is one that plans to commence, or commenced, operations after notification; a unit that started before notification but does not qualify as an Existing Unit is also treated as a New Unit.

How much do I actually get?

There is no rupee cap on this incentive. The formula is a floor rather than a ceiling. The unit's own liability is fixed at Rs 100 and everything above that is returned.

What does vary is the share released, under clause 6.B.1(a):

Employees of Goan origin or Goan graduates Share of incentive
Up to 30% of employees on rolls at the end of the financial year 50%
30% to 60% 75%
More than 60% 100%

To be counted, employees must have been on the payroll of the unit for at least 12 months. A "Resident of Goa" or person of "Goan Origin" is a person born in Goa, or resident in the state for 10 years or more, or with at least one parent born in Goa, or the spouse of such a person. A "Goan Graduate" is a person of Goan origin who completed an IT-related degree or diploma anywhere, or anyone who completed an IT-related degree or diploma at an institute located in Goa.

What documents are required?

Document Mandatory Notes
Registered sale, lease or transfer deed Yes The instrument stamped and registered
Stamp duty and registration receipts Yes Excess over Rs 100 is reimbursed
Incorporation or registration in Goa Yes Establishes New or Existing Unit status
Proof of commencement of operations Yes First bill of sale or service
Employee list with Goan origin details Yes Sets the 50%, 75% or 100% slab
Declaration on other Goa incentives Yes Clause 7.A.2 bar on overlap

How to apply for the registration and stamp duty subsidy

  1. Register and stamp the instrument properly, paying the stamp duty and registration charges due to the authorities concerned, and keep the receipts. The claim is on what was actually paid.
  2. Start commercial operations and record the date of the first bill of sale or service, which is the policy's test for the Commercial Operation Date.
  3. Wait out the two-year period. The subsidy is provided at the end of two years from the start of commercial operations, or from the date of notification of the policy, whichever is later, so filing earlier is premature.
  4. Register the unit on the Goa single-window system at goaonline.gov.in. The policy commits the IT Department to supporting a web-based single-window portal that enables registration of IT units and two-way communication with the Government on incentives.
  5. File the claim with the registered deed, the payment receipts, proof of the commencement of operations, and the employment statement identifying employees of Goan origin and Goan graduates with at least 12 months on the payroll.
  6. Attach the declaration that the unit is not availing similar financial incentives under any other policy of the Government of Goa.
  7. Await the supported Committee's decision, which is the authority deciding incentives under the policy, with a commitment of 90 working days for approvals and payments through the single window system.

Why registration and stamp duty claims get rejected

  • Filed before the two-year point from commencement of commercial operations or policy notification, whichever is later.
  • Receipts missing, so the amount paid to the authorities cannot be established.
  • A similar incentive already taken under another policy of the Government of Goa.
  • The business is not an IT industry unit within the policy's definitions, most often where the activity is really research and development.
  • Employees counted with fewer than 12 months on the payroll, which drops the unit into a lower release band.
  • Commercial Operation Date not evidenced by a first bill of sale or service.

What are the related incentives under the same policy?

The Information Technology Policy 2018 carries several other incentives, each claimed separately through the same route:

  • Land and Built-Up Area Rebate: Rs 40,000 per male employee and Rs 50,000 per female employee up to 60% of land cost, capped at Rs 1.5 crore, or up to 20% of the cost of built-up office space, capped at Rs 1 crore.
  • Lease Rental Subsidy: up to 50% of annual lease rentals, or 60% where 30% or more of employees are women, for 2 years.
  • Capital Investment Subsidy — up to 20% of capital investment, capped at Rs 10 lakh, Rs 50 lakh or Rs 1 crore by unit size.
  • Power Subsidy to 20% on power charges up to Rs 5 lakh a year for 3 years, plus 10% of the capital cost of a solar generation unit up to Rs 50 lakh.
  • Internet Subsidy to 25% on high-speed bandwidth up to Rs 5 lakh a year.
  • Salary Subsidy. A matching grant up to Rs 10,000 per fresher per month, Rs 12,500 for a female fresher, for 2 continuous years.
  • Patent Filing Reimbursement; up to Rs 25 lakh per unit.
  • Quality Certification Reimbursement; capped at Rs 5 lakh per unit.

Governance benefits sit alongside the money. IT units in Goa may function 24x7x365 in three shifts and are exempted from inspections under all labour laws other than inspections arising from specific complaints, filing self-certifications to demonstrate compliance instead.

Where to get help and one caution

  • Department of Information Technology, Government of Goa, which issues detailed implementation guidelines in consultation with the departments concerned.
  • Goa single-window portal, goaonline.gov.in.
  • supported Committee, chaired by the Chief Minister with the Minister for Information Technology as Vice-Chairman and the Director of the Department of Information Technology as Member Secretary. In case of any disagreement on the meaning or implementation of a provision, the Committee decides and the Government's decision is final and binding.

One timing caution. Clause 7.A.1 states that the policy shall remain in operation for a period of five years from the date of notification in the official gazette. Confirm the current status with the Department of Information Technology before preparing a claim, since both the eligibility date and the two-year reference point depend on it.

How to check your application status

Because the claim is filed and processed through Goa's single-window system rather than a walk-in counter, tracking progress is mostly an online exercise, with the IT Department as the offline fallback.

  • Log in to the single-window portal. Visit goaonline.gov.in and sign in with the credentials used to register the unit and file the incentive claim. The dashboard for a registered IT unit lists every application submitted through the portal along with its current stage.
  • Open the specific claim. Since a unit may file separately for the registration and stamp duty subsidy as well as other Information Technology Policy 2018 incentives such as the land and built-up area rebate, locate the claim by its application or reference number rather than by scheme name alone.
  • Read the stage shown against the claim. A single-window application typically shows whether it is pending scrutiny for completeness, referred to the supported Committee for a decision, approved, or sent back for missing documents. The 90 working day commitment for approvals and payments runs from the date the claim is complete on the portal, so an application still shown as awaiting documents has not started that clock.
  • Watch for a deficiency or query notice. If the portal marks the claim as returned or queried, the Department is usually asking for a missing receipt, an updated employee list, or the declaration on other Goa incentives. Responding through the same portal restarts scrutiny rather than filing a fresh claim.
  • Call or write to the Department of Information Technology, Government of Goa if the portal status has not moved for an unreasonably long stretch beyond the 90 working day window, quoting the application reference number so the desk officer can locate the file without re-explaining the unit's history.
  • Check the linked bank account for the credited amount once the portal shows approval, since the subsidy is released in full rather than in instalments, and the credit itself is the final confirmation that the claim has closed.
