What is Financial Assistance to Destitute Elderly and Disabled Person?

Financial Assistance to Destitute Elderly and Disabled Person, known in Gujarati as Niradhar Vruddh Sahay Yojana, is a state pension scheme of the Director, Social Defence, under Gujarat's Social Justice and Empowerment Department. The scheme pays a monthly cash pension to older people and to disabled people who have no family member able to support them.

The rates published for the scheme are Rs 1,000 per month for beneficiaries aged 60 to 79 years and Rs 1,250 per month from the age of 80 onwards. Who is eligible for this Gujarat pension?

You can claim the pension if:

  • You are aged 60 years or above, or you are a disabled person aged 45 years or above with a disability certificate.
  • You are destitute, you have no son or grandson aged 21 or above, or the son or grandson you have is himself disabled or unable to support you.
  • Your annual family income does not exceed Rs 1,20,000 in a rural area or Rs 1,50,000 in an urban area; or your household is on the BPL list with the score prescribed for the scheme.
  • You have lived in Gujarat for at least 10 years, on the income route.
  • You hold a bank or post office account in your own name for the transfer.

You cannot apply, or will not be eligible, if:

  • You are below 60, and are not a disabled person aged 45 or above.
  • You have a son or grandson aged 21 or above who is able to support you. This is the condition that decides most cases.
  • Your income exceeds the rural or urban ceiling and you are not on the BPL list.
  • You have not completed 10 years of residence in Gujarat and are applying through the income route.
  • You are not a resident of Gujarat.

Where an elderly applicant has no documentary age proof at all — common among people born before birth registration was routine, a medical age certificate issued by a government hospital is accepted. Ask the Mamlatdar office to refer you for one rather than abandoning the application.

How to apply for the destitute elderly and disabled assistance

  1. Collect the documents first: age proof, the income certificate or BPL proof from the Mamlatdar or Taluka Development Officer, Aadhaar, the ration card, the bank or post office passbook, and the disability certificate if you are applying on the disability route.
  2. Go to a Jan Seva Kendra, the Mamlatdar office or your gram panchayat with the originals and one set of photocopies, and ask for the application form for Niradhar Vruddh Sahay. Applications can also be filed online on digitalgujarat.gov.in.
  3. Fill the form with your personal details, age, family details including the position on sons and grandsons, income, and your bank or post office account number with IFSC code.
  4. Submit the form with the documents and collect the acknowledgement carrying your application number. Do not leave without it.
  5. Cooperate with the local inquiry. The talati and the Mamlatdar's staff verify the destitution claim and residence on the ground, and a case where nobody is found at home twice tends to stall.
  6. Once sanctioned, check that the first credit reaches your account, and report a non-credit to the Mamlatdar office rather than waiting.

How is the pension paid?

The pension is credited monthly by direct transfer into the beneficiary's own bank or post office account. Post office accounts are expressly allowed, which matters in villages without a convenient bank branch. The rate steps up automatically from Rs 1,000 to Rs 1,250 a month when the beneficiary turns 80, so the age recorded on the file should be correct at the outset.

Beneficiaries should keep the account active and Aadhaar-seeded. A dormant account is the most common reason a sanctioned pension stops reaching someone who is otherwise perfectly eligible.

  3. If the file has been sanctioned but no money has arrived, check the bank or post office passbook first, then ask the Mamlatdar office to confirm the account details on record.

Why applications get rejected, and what to do

  • A son or grandson aged 21 or above is found on record and is not shown to be unable to support the applicant. Where he is disabled or himself destitute, produce that evidence explicitly.
  • Income above the ceiling on the income certificate.
  • Age proof weak or inconsistent across Aadhaar, ration card and school records. Get a government hospital age certificate where no document exists.
  • Residence of less than 10 years in Gujarat on the income route.
  • Bank or post office account in another person's name, typically a relative's. The account must be the applicant's own.
  • Local inquiry could not be completed because the applicant was not available for verification.

A rejected applicant has a clear remedy: appeal within 60 days of the rejection order to the prescribed appellate authority above the Mamlatdar. Carry the rejection order and the corrected document. Sixty days is a hard limit, so do not let a rejection sit.
