What is the National Family Benefit Scheme in Gujarat?
National Family Benefit Scheme (NFBS) is the death-of-breadwinner component of the central National Social Assistance Programme, delivered in Gujarat by the Directorate of Social Defence in the Social Justice and Empowerment Department. In Gujarat the scheme is universally known by its local name, Sankat Mochan Yojana.
The idea is simple. When the person who earned a poor family's income dies, the family faces funeral costs and a sudden loss of livelihood at the same moment. NFBS pays a one-time grant of Rs 20,000 to bridge that shock. The Directorate of Social Defence lists the benefit on its scheme page as "Rs. 20,000/- to the family", payable whether the death was natural or accidental.
Two things follow from the design that applicants often miss. First, this is a one-time payment, not a pension, Gujarat has separate schemes such as the widow assistance scheme and the old-age pension for continuing support. Second, it is a BPL scheme, so being poor is not enough; the family must be on the Below Poverty Line list.
Who is eligible for Sankat Mochan Yojana?
Gujarat's Directorate of Social Defence publishes four conditions, and all four must be met.
You can apply if:
- Your family is on the BPL list maintained under the Government of India's criteria.
- The main income earner of the family has died, from natural or accidental causes.
- The deceased was more than 18 years old and less than 60 years old at the time of death.
- The application is made within 2 years of the death.
You are not eligible and cannot apply if:
- Your family is not on the BPL list. An income certificate alone does not substitute for BPL listing under this scheme.
- The person who died was under 18 or 60 or above. The upper limit exists because a person aged 60 and above is covered by old-age assistance rather than by a breadwinner-death grant.
- The deceased was not the main earning member, for example, a dependent spouse or an adult child who was not supporting the household.
- More than 2 years have passed since the date of death. This is a hard bar, not a discretionary one.
- The family has already been paid for the same death. One payment is made per death, to the household, not per surviving member.

The certificate that the deceased was the main earning member is the document most often missing at first submission. Get it from the Talati-cum-Mantri along with the death certificate, in the same visit, so the file is complete when it reaches the Mamlatdar.
How to apply for the National Family Benefit Scheme in Gujarat
- Register the death and collect the death certificate from the gram panchayat, municipality or municipal corporation registrar. Everything else depends on this document and on the date it carries.
- Get the supporting certificates from your Talati-cum-Mantri. The certificate that the deceased was the family's main earning member, and confirmation of the family's BPL status.
- Assemble the document set listed above, including the applicant's Aadhaar, the ration card, and a bank or post office passbook copy in the applicant's name.
- Submit the application to the Taluka Mamlatdar, at the Taluka Jan Seva Kendra. Applications are also accepted at the Gram Panchayat at village level, and an online submission route is available in many talukas through the state's digital services counter.
- Take a dated acknowledgement with an inward number. That number is what you will quote at every follow-up.
- Wait for the Mamlatdar's decision. The Taluka Mamlatdar has the authority to approve or disapprove the assistance.
- Receive the payment by DBT into the bank or post office account given in the form.
Do all of this well inside the two-year limit. Families that wait until the second year often lose the claim to a document that takes months to correct.
How to check the status of your application
- Quote your inward number at the Taluka Mamlatdar's Jan Seva Kendra, which holds the file until it is decided.
- Where the application was filed through the online route, check the application status on the same portal using the application number issued at submission.
- After sanction, check your passbook. Payment arrives by Direct Benefit Transfer, so a failed credit shows up as no entry rather than as a pending file.

What if the application is rejected?
Gujarat's Directorate of Social Defence gives a clear appeal route: appeal to the Prant Officer within 60 days of the disapproval. Take the rejection communication, your acknowledgement and the full document set with you, and set out in writing which condition the Mamlatdar considered unmet and why you believe it is met.
Why NFBS claims are rejected in Gujarat
- Family not on the BPL list. This is the most frequent reason and the hardest to fix, because BPL listing is a separate survey-driven process.
- Age of the deceased outside the 18 to 60 band, or an age proof that contradicts the death certificate.
- No "main earning member" certificate, or one that names someone else.
- Application filed after 2 years from the date of death.
- Name mismatch between the applicant's Aadhaar, the bank passbook and the ration card, which stops the DBT credit even after approval.
- Duplicate claim for the same death by two members of the family.
Most of these, apart from BPL listing and the two-year limit, are correctable. Fix the document and re-file rather than appealing, unless the Mamlatdar has formally rejected the case.

There is no fee for applying under Sankat Mochan Yojana. No agent can speed up a sanction, and no official is entitled to a share of the Rs 20,000.

How is the money paid?
By Direct Benefit Transfer into the applicant's bank or post office account. Keep the passbook name, Aadhaar name and the applicant's name on the form identical, because a mismatch is the most common cause of a failed credit after sanction.
Is this a central scheme or a Gujarat scheme?
