What is Mukhyamantri Yuva Swavalamban Yojana?

Mukhyamantri Yuva Swavalamban Yojana (MYSY) is a scholarship run by the Education Department, Government of Gujarat, and administered day to day by the Knowledge Consortium of Gujarat (KCG). MYSY was introduced by an Education Department resolution dated 7 October 2015 and has been amended several times since, including a resolution of 4 June 2016 relaxing income and percentile norms, separate resolutions for diploma-to-degree (D2D) students and for children of martyrs, and later resolutions in 2017, 2018, 2019, 2020 and 2022. The scheme is commonly written as "Mukhya Mantri Yuva Swavalamban Yojana" and is almost always referred to simply as MYSY.

MYSY exists to stop a meritorious student from dropping out of professional education because the family cannot pay tuition, hostel and book costs. Unlike a caste-based scholarship, MYSY is open to every category; the two tests are merit and family income. The scheme covers only graduate-level study. The Education Department's own FAQ document for 2025-26 states that MYSY is for graduate courses and not for post-graduate courses.

Three separate benefits sit inside MYSY: tuition fee assistance, hostel (living and food) assistance, and a one-time book and equipment grant. A student can receive all three in the same year if they meet each condition.

Who is eligible for Mukhyamantri Yuva Swavalamban Yojana?

You can apply if you are a fresh applicant and:

• You scored 80 or more percentile in the Class 12 science or general stream examination and have taken admission in the first year of a notified degree course.
• Or you scored 80 or more percentile in Class 10 and have taken admission in the first year of a notified diploma course.
• Or you passed the diploma examination with 65 per cent or more and have taken admission to the first or second year of a degree course as a D2D student.
• Or you obtained admission to MBBS on the basis of NEET.
• Your parents' family annual income is up to Rs 6 lakh.

You can apply as a renewal applicant if:

• You received MYSY as a fresh beneficiary earlier and passed the year in which you drew the scholarship with at least 50 per cent marks.
• Your attendance in that academic year was at least 75 per cent, certified by your institution on the prescribed format.
• Your family annual income is still within Rs 6 lakh.

You are not eligible and cannot apply if:

• Your family annual income exceeds Rs 6 lakh.
• You are enrolled in a post-graduate course: MYSY does not fund PG study.
• You fall below the 80 percentile (or 65 per cent D2D) merit cut-off and are not covered by a specific relaxation resolution.
• You are already drawing another central or state government scholarship for the same purpose. The FAQ allows one exception: MYSY beneficiaries may also claim the Mukhyamantri Shishyavrutti Yojana (CMSS) benefit through scholarships.gujarat.gov.in.
• You did not get your documents verified at a help centre within 7 days of the online application, in which case the application is cancelled.

How much assistance does MYSY pay?

Tuition fee assistance is 50 per cent of the tuition fee actually paid or the ceiling below, whichever is lower.

Hostel (living and food) assistance is a lump sum of Rs 1,200 per month for 10 months, that is Rs 12,000 a year, for the prescribed duration of the course. It is meant for eligible students studying outside their home taluka who could not get admission to a government hostel. A student who could not get hostel admission and instead rents a house with other students can still claim it by submitting a rent agreement.

Book and equipment assistance is paid only once during the whole course, to students in government and self-financed colleges: Rs 10,000 for medical and dental, Rs 5,000 for engineering, technology, pharmacy, architecture, agriculture, ayurveda, homeopathy, nursing, physiotherapy, para-medical, veterinary, interior design, planning and hotel management, and Rs 3,000 for diploma. The department's FAQ notes that higher (general) education students do not get the book grant.

All approved amounts are credited straight to the student's bank account by Direct Benefit Transfer, and the student is informed by SMS.

What documents are required for MYSY?

Renewal applicants replace the admission letter and Class 10/12 marksheet with the institution's renewal certificate (annexure-5) and the previous year's marksheet. Where results are delayed, the portal permits a self-declaration in annexure-9, with the original marksheet to be uploaded within 7 days.

Uploaded files must be under 1 MB in PDF format or under 512 KB in JPG or JPEG format.

How to apply for MYSY online

1. Open mysy.gujarat.gov.in and read the Notice Board items, especially the Important Instructions PDF for the current year.
2. Fresh and delayed applicants click Student Registration; already registered and renewal students click Student Login. Login is by OTP only; password-based login is not available.
3. Fill in the personal, course, admission, income and bank details asked for, and upload the scanned documents within the size limits.
4. Complete Aadhaar biometric e-KYC. The portal publishes a list of e-gram centres where this can be done, along with an explanatory video.
5. Submit the application and take a printout of it.
6. Within 7 days, visit one of the 350-plus help centres listed on the portal with the printout and the original and self-attested documents, and get them verified. This step is compulsory.
7. Track progress under Student Status; if a document shows pending, use "Upload pending document now".

Students who cannot register because of a technical problem, for example some first-year medical students, are asked to email the admission letter, Aadhaar card and marksheet to mysy-kcg@gujgov.edu.in.

How to apply for MYSY offline

MYSY has no purely offline route: the application itself must be filed on mysy.gujarat.gov.in. The offline half of the process is document verification.

1. Print the submitted online application.
2. Carry it, with originals and self-attested copies, to the nearest listed help centre — usually a college or university: within 7 days.
3. Collect the acknowledgement of verification.

If you do not have your own device or internet connection, a common service centre or cyber café can fill the online form for you, but the mobile number entered must be your own and must stay the same for the whole course.

What are the key dates for MYSY?

For the academic year 2025-26, the portal notice states that the last date for fresh, renewal and delayed online applications for all courses was 10 June 2026 up to 6:00 pm, and the last date for help-centre document verification was 17 June 2026. The notice adds that no application would be accepted after that.

Two further timing rules matter. Students still going through reshuffling in the state's centralised admission process may apply within 15 days after the last admission round. And an income certificate issued in 2022-23 was valid only up to 31 March 2025, so students needing assistance in 2025-26 had to obtain a new certificate by the application deadline or by 31 March 2026, whichever was earlier.

Why do MYSY applications get rejected?

• No help-centre verification within 7 days, the application is cancelled and must be filed afresh.
• Expired income certificate, because the certificate is valid only for three financial years including the year of issue.
• Income certificate from the wrong authority; Talati-cum-Mantri only up to Rs 5.30 lakh, Mamlatdar above that.
• Wrong or unreadable uploads. The instructions warn that a student who uploads incorrect documents three or more times, despite being given three chances, will not be considered further.
• Attendance below 75 per cent or marks below 50 per cent for renewal.
• Bank account not in the student's own name, which blocks the DBT credit.
• Wrong department selected. Applications are approved or rejected by different departments depending on the course, and the portal publishes a department-wise course list to help you choose correctly.

Applying for MYSY is free. No agent can charge you for "getting your name added" to the beneficiary list, and no official will ask you for the OTP sent to your mobile number.
