What is Mukhyamantri Bhavishyalakshi Kaushalya Vikas Yojana?

Mukhyamantri Bhavishyalakshi Kaushalya Vikas Yojana, written in Gujarati as મુખ્યમંત્રી ભવિષ્યલક્ષી કૌશલ્ય વિકાસ યોજના and shortened everywhere to MBKVY, is Gujarat's scheme for short-duration, future-facing skill training. It is implemented by the Gujarat Skill Development Mission (GSDM), the mission body under the state's Labour, Skill Development and Employment Department.

According to the official MBKVY guideline published on skills.gujarat.gov.in, the scheme's stated objective is to make the state's youth skilled through new age technology-based courses in manufacturing, service and other sectors. The guideline describes the trigger for the scheme plainly: GSDM was already running several skilling programmes, and a need was identified for short-duration, demand-based New Age Courses, digital training and future skill courses to be started through the mission.

The design point that separates MBKVY from an ordinary training grant is that the course list is not fixed once and frozen. The guideline gives the State Steering Committee the power to select courses based on industry requirement, allot sector-wise and course-wise training targets, and change the course list over time as industry demand shifts.

GSDM's own portal reports MBKVY running as three parallel streams. MBKVY General shows 30 training providers, 56 training centres, 12,661 candidates enrolled and 11,168 trained across 10 sectors and 32 job roles. MBKVY ITI shows 101 ITIs, 92 training centres and 2,254 candidates enrolled and trained across 11 sectors and 34 job roles. MBKVY KSU shows 1 training provider, 277 training centres and 16,107 candidates enrolled and trained across 8 sectors and 31 job roles.

Who is eligible for MBKVY?

The MBKVY guideline defines the beneficiary group in two lines, and both conditions must be met.

You can join MBKVY if:

• You are a domicile of Gujarat state.
• You have passed at least Standard 10, or Standard 12, or an ITI trade, or a diploma or degree.
• You clear the transparent selection process the guideline requires each training provider to follow when picking candidates for a batch.
• You are willing to have your Aadhaar number submitted by the training provider at the time of portal registration, which is how the enrolment is validated.

You cannot apply, or are not eligible, if:

• You are not a Gujarat domicile. MBKVY funds are state funds and the guideline restricts the benefit to state domiciles.
• You have not passed Standard 10. There is no lower entry point in the guideline, so a candidate below that qualification is not eligible even if a centre is willing to admit them.
• You do not meet the specific entry qualification of the job role you want. A job role framed for diploma or degree holders will not admit a Standard 10 pass, because assessment and certification follow the course's own norms.
• You are approaching MBKVY as an individual seeking cash assistance. MBKVY pays training providers, not candidates. There is no scholarship, loan or direct transfer to a trainee under this scheme.

How much does MBKVY cost a candidate, and who pays?

MBKVY carries no course fee for the trainee. The guideline's payment section is explicit about the money flow:

• For NSQF courses, the per-candidate training cost, worked out on the Common Skilling Norms, is paid directly into the training provider's bank account.
• The assessment fee for NSQF courses is paid to the relevant assessment agency at the notified rates.
• For new industry-demand courses outside NSQF, the training centre is paid at the training cost fixed by the State Steering Committee, and the assessment fee is paid at the rate fixed by GCVT or KSU.
• For special courses run by skill institutes, ITIs or KSU, the training cost and the method of payment are whatever the Steering Committee approves.
• ITIs may spend within the training cost ceiling on raw material, guest faculty, training of trainers, tools and equipment and office expenses, following the Directorate of Employment and Training's standing instructions.

Providers are not paid in one lump sum. The guideline sets three payment milestones: 30% after a training batch starts against validated candidates, 40% after certification of the trainees who pass out, and 30% on the basis of the placement result, with the final payment governed by PMKVY guidelines. The Mission Director of GSDM releases these instalments after reviewing the provider's work against the allotted target.

For a candidate this matters in one practical way: because a large slice of the provider's money depends on your certification and placement, an accredited centre has a direct financial reason to keep you in the batch, get you assessed and help you find work.

How to apply for MBKVY

MBKVY does not have a public "apply for the scheme" button of the kind used for a scholarship or a subsidy. Enrolment runs through an accredited centre.

1. Open skills.gujarat.gov.in and use the Find a Training Centre option to locate MBKVY-accredited centres, empanelled ITIs or Kaushalya, The Skill University campuses near you.
2. Check the job role and sector on offer at that centre against your own qualification. Confirm that the batch you are asking about is running under MBKVY and not another GSDM scheme, since centres often run several.
3. Visit the centre with your Aadhaar card, Gujarat domicile proof, Standard 10 or higher marksheet, photographs and mobile number, and ask to be counselled for the batch.
4. Go through the centre's candidate selection process. The guideline requires this to be transparent, so ask what the selection basis is if it is not explained to you.
5. Let the centre complete your registration on skills.gujarat.gov.in and submit your Aadhaar number. Your enrolment exists only once this portal entry is made — a name written in a centre's register is not an MBKVY enrolment.
6. Attend the training, complete the on-the-job training component if your course prescribes it, and appear for the assessment conducted by the Sector Skill Council, GCVT or KSU.
7. Collect your certificate after passing, and follow up with the centre on placement support, which is tied to the provider's last payment milestone.

How to check your MBKVY enrolment and training status

1. Ask the training centre for the candidate registration ID created for you on skills.gujarat.gov.in. Note it down at enrolment rather than later.
2. Use the Login / Register area of skills.gujarat.gov.in to see your candidate record, batch and course details.
3. If the record does not exist or your batch is not visible, raise it with the centre first, then with GSDM at Gandhinagar on 079-23245319.

Because the guideline states that monitoring is portal-based and that payment is made only on the strength of portal data, a candidate who is not on the portal is invisible to the scheme. This is the single most useful thing to verify early.

Why MBKVY enrolments and certificates go wrong

• The centre is not accredited for MBKVY. Providers other than ITIs and KSU must be selected through an Expression of Interest and must clear centre accreditation and affiliation on the portal. Training at a centre that has not done this does not produce an MBKVY certificate.
• Portal registration was never completed, so the candidate never entered the scheme records.
• The job role's entry qualification was not met, which surfaces at assessment stage rather than at admission.
• The candidate did not complete the compulsory on-the-job training, leaving the course requirement unfinished.
• Aadhaar details do not match the marksheet or domicile document, which holds up validation of the candidate against the batch.

MBKVY training is free to the trainee. If a centre asks you for a course fee for an MBKVY batch, that is a reason to check the centre's accreditation status with GSDM before paying anything.
