What is the Chief Minister Scholarship Scheme?

Chief Minister Scholarship Scheme (CMSS) is a Gujarat Education Department scholarship that has been running since the academic year 2014-15. According to the Education Department's own scheme page, CMSS exists "to provide financial assistance for higher education to students from the most economically weaker sections of Gujarat": students who clear Class 10 or Class 12 and secure admission to a diploma, degree or professional course but whose families cannot fund the fees.

The scheme is often called Mukhyamantri Shishyavrutti Yojana in Gujarati, and the online portal carries the title Hon. Chief Minister Scholarship Scheme. Day-to-day operation, the portal, verification and the helpdesk, is handled by the Knowledge Consortium of Gujarat (KCG) on behalf of the department.

Two features define CMSS and separate it from every other Gujarat scholarship:

• It is category-targeted, not caste-targeted. A student qualifies by belonging to one of 7 defined weaker-section categories, and General, SEBC, SC and ST students are all accepted on the portal.
• It is capped and competitive. The Education Department states a maximum of 2,500 scholarships per year, awarded on merit. Meeting the criteria makes you eligible; it does not make an award automatic.

Award sizes are tied to the course, running from Rs 10,000 up to Rs 5,00,000.

Who is eligible for the Chief Minister Scholarship Scheme?

You can apply if:

• You are a resident of Gujarat and have passed Class 10 or Class 12 (or a diploma, where you are progressing to a degree).
• You have secured admission to a diploma, degree or higher-education course. The portal covers technical degree, technical diploma, medical, agriculture, veterinary, ayurved and general higher education streams.
• Your family's annual income does not exceed Rs 4,50,000.
• You fall into one of the 7 categories the scheme targets:

1. Girls from talukas where female literacy is below 50 per cent
2. Children of armed forces personnel killed or disabled in combat
3. Children of labourers
4. Persons with 40 per cent or greater disability
5. Children of widows
6. Children of separated or divorced women
7. Orphaned children

• Your board is recognised by the portal; Gujarat Board, CBSE, ICSE, NIOS or IB results can all be entered.
• You have an Aadhaar number and a bank account in your own name, because the scholarship is paid by Direct Benefit Transfer.

You cannot apply, or are not eligible, if:

• Your family income exceeds Rs 4,50,000 a year.
• You do not belong to any of the 7 categories. A low income alone does not qualify a student under CMSS.
• You are applying for a year other than the first year of the course. The portal specifically asks for the college admission year and instructs students to enter the first year.
• You have no confirmed admission at the time of applying.
• You cannot produce a valid income certificate dated on or before 31 March of the relevant year. The portal states that documents must reflect the position as on that date and not later.
• You do not have Aadhaar, or refuse Aadhaar authentication, since DBT cannot be processed without it.

How much scholarship does CMSS pay?

The spread between the top and bottom slab is 50 times, which reflects the real fee gap between an MBBS or BDS seat and a general BA or BCom seat. The Education Department describes the awards as merit-based within the eligible pool, with a ceiling of 2,500 awards a year across all slabs.

Payment is made by Direct Benefit Transfer into the student's Aadhaar-seeded bank account. There is no cash or cheque route.

How to apply for the Chief Minister Scholarship Scheme

1. Open the official portal at scholarships.gujarat.gov.in and read the instructions block on the home page, which lists the current year's dates and the cut-off date for document validity.
2. Click the student data entry / registration link and enter the seat number or enrolment number of your last passed examination, Class 10, Class 12 or diploma — along with your date of birth. The portal validates this against board records.
3. Fill the application form: full name exactly as on the marksheet, percentage and percentile, gender, mobile number, email ID, full address, Aadhaar number and name as per Aadhaar.
4. Enter the passing year exactly as the year of your last passed exam and the college admission year as the first year of your current course. The portal warns explicitly about these two fields, and a mismatch is the single most common data error.
5. Select your department and course from the department-wise course list published on the portal. Each student must pick the department that matches the course actually joined.
6. Give Aadhaar consent for authentication and DBT, then upload the scanned documents: marksheet, admission proof, income certificate, category proof and bank details.
7. Submit before the published deadline and print the acknowledgement. For the 2025-26 cycle the portal listed the online cut-off as 14 August 2026 at 6 pm.
8. Attend physical document verification at the designated centre by the verification deadline to 21 August 2026 for the 2025-26 cycle. An online application that is never verified in person does not proceed.

How do I check my CMSS application status?

Chief Minister Scholarship Scheme applicants can check status on the same portal, scholarships.gujarat.gov.in, using the credentials created at registration. The portal shows whether the application has been received, whether document verification is complete and whether the file has moved for payment. Because payment is by DBT, the final step is visible only in the bank account, keep the Aadhaar-seeded account active and do not close it mid-year.

If the status has not changed for several weeks after the verification date, use the helpline rather than reapplying. A duplicate application against the same seat number causes both files to be held.

Why do CMSS applications get rejected?

• Income certificate above Rs 4,50,000, or issued after the cut-off date the portal specifies.
• No qualifying category, which is the most frequent misunderstanding; applicants assume low income alone is enough.
• Wrong passing year or wrong admission year entered, which breaks the match with board and college records.
• Name mismatch between the marksheet, Aadhaar and the bank account.
• Bank account not Aadhaar-seeded, so the DBT credit fails even after sanction.
• Applying for a later year of the course rather than the first year.
• Skipping physical verification after submitting online.
• Merit cut-off, with a cap of 2,500 awards, a complete and correct application can still miss out.

Key dates to watch

CMSS has no permanent annual calendar; the Education Department and KCG publish the window each year on the portal. The published 2025-26 cycle set 14 August 2026, 6 pm as the online application cut-off and 21 August 2026 as the document verification cut-off. The portal also specifies the document validity date, for the 2024-25 cycle, documents had to reflect the position as on 31 March 2025, and for 2025-26, as on 31 March 2026.

Check the portal at the start of each academic year rather than assuming last year's dates will repeat.

There is no application fee for the Chief Minister Scholarship Scheme, and no agent can secure an award. The Education Department publicises beneficiary lists in newspapers and runs information stalls at government exhibitions, so verified information is always available free from the department itself.
