Coaching Assistance to Scheduled Castes Students for Preparation of Examination Like IIM, NIFT, NLU, CEPT is an educational scheme of the Director, Scheduled Caste Welfare, under the Social Justice and Empowerment Department, Government of Gujarat. It appears in the directorate's list of educational schemes with the code BCK-355.

The scheme pays a Scheduled Caste student Rs 20,000, or the actual coaching fee if that is lower, towards the cost of private coaching for the entrance examinations of four groups of institutions:

• IIM, the Indian Institutes of Management, entered through CAT.
• NIFT, the National Institute of Fashion Technology.
• NLU, the National Law Universities, entered through CLAT.
• CEPT, CEPT University, Ahmedabad, for architecture and planning.

The logic behind the scheme is narrow and deliberate. Entrance tests for these institutions are not tests of the school syllabus. CAT, CLAT, the NIFT entrance and the CEPT design tests reward a kind of preparation that is bought rather than taught in school, and coaching for them costs tens of thousands of rupees. A Scheduled Caste student with strong school marks and no money for a coaching class is filtered out before the exam, not by it. BCK-355 puts the fee within reach.

Two design choices are worth noting. First, there is no income limit, the directorate's own page says so. The scheme is targeted purely by caste category and academic merit, so a student with 70% marks is not disqualified by family income. Second, the scheme places conditions on the coaching institute, not just on the student, so the money cannot be routed to a briefcase operation.

Who is eligible for the IIM, NIFT, NLU and CEPT coaching assistance?

You can claim the assistance if you meet the student conditions:

• You belong to the Scheduled Caste category and hold a caste certificate issued by the competent authority in Gujarat.
• For CEPT, NIFT or NLU coaching: you scored 70% or more in Class 10 and are currently studying in Class 12 in any stream — science, commerce or arts.
• For IIM coaching: you scored 70% or more in Class 12 in any stream, and you are either in the third year of a bachelor's degree or have completed graduation with 70% or more.
• Your coaching institute meets the institutional conditions set out below.

The coaching institute must:

• Have at least three years of operating experience.
• Hold a valid GST number or PAN.
• Run a biometric (fingerprint) attendance system.
• Be registered under the Mumbai Public Trust Act 1950, the Companies Act 1956, or the Shops and Establishments Act 1948.

You are not eligible, and cannot apply, if:

• You are not a Scheduled Caste student. Other categories are covered by separate directorates and separate schemes.
• Your marks are below 70% on the relevant qualifying examination; Class 10 for the CEPT, NIFT and NLU streams, Class 12 for the IIM stream.
• You are not at the stage the scheme covers: for the school-level streams the student must be in Class 12, and for the IIM stream in the third year of graduation or a graduate.
• Your coaching institute does not meet the four institutional conditions. A class without three years of history, without registration under one of the three named Acts, or without biometric attendance cannot support a valid claim, however good its teaching.
• You are preparing for an examination outside the scheme's list. Coaching for NEET and JEE, and coaching for government recruitment examinations, are covered by other Scheduled Caste Welfare schemes, not by BCK-355.
• You are not a resident of Gujarat, or your caste certificate is from another state.

How to apply for the coaching assistance

1. Confirm which stream you fall in. Check whether you are applying under the CEPT, NIFT and NLU condition (70% in Class 10, currently in Class 12) or under the IIM condition (70% in Class 12, third year of graduation or graduate). The marksheet you need to upload differs between the two.
2. Confirm your coaching institute qualifies. Ask the institute in writing for its registration details under the Mumbai Public Trust Act 1950, the Companies Act 1956 or the Shops and Establishments Act 1948, its GST number or PAN, and confirmation that it runs biometric attendance. An institute that cannot supply these will cost you the claim.
3. Create your portal account. Register on the state's online scheme portal using your Aadhaar number, name, date of birth, email and caste details, then log in and complete your profile fully. The directorate's scheme page routes applications through the Digital Gujarat portal (digitalgujarat.gov.in); the scheme is also listed on e-Samaj Kalyan (esamajkalyan.gujarat.gov.in). Confirm the live route for the current year before starting.
4. Select the coaching assistance scheme from the scheme list and open the application form.
5. Fill the form completely, personal details, caste certificate details, academic marks, the coaching institute's name and registration details, and your bank account.
6. Upload the documents listed above, including the photograph of the institute's name board and the attendance certificate.
7. Accept the terms and submit. Print the submitted form and note the application number, which is what you will use to track the file.

How much is paid and when?

The scheme pays Rs 20,000 or the actual fee charged by the coaching institute, whichever is lower. A student paying Rs 14,000 for a CLAT class receives Rs 14,000, not Rs 20,000; a student paying Rs 45,000 for a CAT class receives the Rs 20,000 ceiling.

Payment is made to the student's own bank account by direct benefit transfer, not to the coaching institute, which is why an active account and a clean passbook copy are non-negotiable parts of the file. Approval sits with the Deputy Director (Scheduled Caste Welfare) of the district, whose office is also the place to ask when a file has not moved.

How do I check my application status?

1. Log in to the portal where you filed the application, using the credentials you created.
2. Open the application status or "my applications" section and enter your application number.
3. If the status has not changed for a long period, contact the district Deputy Director (Scheduled Caste Welfare) office, quoting the application number and the scheme code BCK-355.

Common reasons applications are rejected

• Marks below the 70% threshold on the relevant qualifying examination.
• Wrong marksheet uploaded; Class 10 for an IIM claim, or Class 12 for a CEPT, NIFT or NLU claim.
• Coaching institute does not meet the four conditions, most often because it has fewer than three years of operation or no registration under one of the three named Acts.
• No biometric attendance record, so regular attendance cannot be certified.
• Caste certificate missing, expired or from outside Gujarat.
• Bank account details wrong, which blocks the DBT after sanction.
• Institute board photograph not uploaded, a small omission that is a frequent cause of a file being returned.
