Food Bill Assistance to SC Students is a Gujarat state scheme carried in the Directorate of Scheduled Caste Welfare's scheme book as BCK-10. The Directorate functions under the Social Justice and Empowerment Department, Government of Gujarat, and the scheme's purpose is narrow and practical: to pay part of the mess or food bill of a Scheduled Caste student who has to live in a hostel to attend college.

The reason the scheme exists is that hostel costs split into two very different bills. Tuition and hostel rent are covered in large part by post-matric scholarship and hostel schemes, but the mess bill is a monthly recurring cash outgo that a low-income family finds hardest to meet, and it is the bill that most often forces a student to move back home and drop the course. Who is eligible for BCK-10 food bill assistance?

You can claim the assistance if:

• You belong to a Scheduled Caste notified for Gujarat and hold a caste certificate issued by the competent authority in Gujarat.
• You reside in a hostel affiliated to your college. This is the defining condition of the scheme.
• Your family's annual income does not exceed Rs 6,00,000.
• You are currently enrolled and can produce a bonafide certificate from the institution and a hostel certificate from the rector or principal.
• You hold a bank account in your own name that is Aadhaar-seeded, because the payment is made by Direct Benefit Transfer.

You are not eligible, and cannot claim, if:

• You do not belong to a Scheduled Caste of Gujarat. Students of other reserved and unreserved categories have separate directorates and separate schemes.
• You are a day scholar living at home or in private accommodation that is not a hostel affiliated to the college.
• Your family income exceeds Rs 6,00,000 a year.
• You are already receiving free boarding in a government hostel for the same period, which would amount to claiming the same benefit twice.
• You have discontinued the course, or your attendance record does not support the months claimed.
• Your caste certificate was issued outside Gujarat.

How to apply for food bill assistance

1. Get the hostel certificate first. Ask the rector or principal for a certificate stating that you reside in the hostel affiliated to the college and the number of months of stay in the academic year. Without this the application cannot succeed, and it is the document students leave until last.
2. Create or reuse your Digital Gujarat citizen account. Register at digitalgujarat.gov.in with your mobile number and email, verify by OTP and complete the profile. Reuse last year's login if you have one; duplicate profiles cause verification failures.
3. Enter Aadhaar and bank details in the profile. Type the account number and IFSC exactly as printed on the passbook. Mismatches here are the main reason sanctioned money does not arrive.
4. Open the scholarship section and select the food bill assistance scheme under the Director, Scheduled Caste Welfare for the current financial year.
5. Fill the form and upload documents. Attach the caste certificate, income certificate, hostel certificate, bonafide certificate, previous year marksheet, Aadhaar and bank passbook copy, all as clear scans within the size limit shown.
6. Submit and save the application number from the acknowledgement.
7. Follow up with the college for verification. Digital Gujarat scholarship applications route through the institute's login before reaching the District Deputy Director (Scheduled Caste Welfare). A file that the college has not forwarded will simply sit there until the window closes.

When can I apply?

The Directorate has not published a single statewide last date for BCK-10. The Digital Gujarat scholarship window opens for each academic year after admissions are complete and is announced on the portal, with district offices circulating notices to colleges and hostels. Because the benefit is calculated month by month, applying early in the academic year, once you have a hostel certificate covering your stay, is better than waiting for the year to end.

How do I check my application and payment status?

Log in to digitalgujarat.gov.in and open the application status screen, which shows whether the file is with the institute, under scrutiny at the district office, sanctioned or rejected. After sanction, the amount is credited by DBT to the account in your profile. If the status reads sanctioned but no credit appears, check the passbook entry for the exact amount and then take the application number to the District Deputy Director (Scheduled Caste Welfare) office; nearly all such cases turn out to be a bank account or Aadhaar seeding problem rather than a shortage of funds.

Why do food bill claims get rejected?

• No hostel certificate, or a certificate that does not name the college affiliation. The certificate has to establish that the hostel is affiliated to the college.
• Day-scholar status. Living at home disqualifies the claim outright.
• Income certificate above Rs 6 lakh, or an expired certificate. Get a fresh Mamlatdar certificate before applying.
• Months claimed do not match the hostel record. Claim only the months the rector certifies, up to the 10-month cap.
• Institute did not verify the online application. Chase the college scholarship clerk with the application number.
• Bank account in a parent's name, or not Aadhaar-seeded. Open an account in the student's own name and complete seeding at the branch.
• Duplicate claim where the student is also getting free boarding in a government hostel.

Most of these are correctable. A rejection for a missing or defective document can usually be refiled in the same window if time remains, so read the rejection remark on the portal carefully rather than waiting for the next year.

Approach the District Deputy Director (Scheduled Caste Welfare) of the district where your college is located, in writing and quoting the application number.
