What is Manav Garima Yojana?

Manav Garima Yojana is a Gujarat self-employment scheme run by the Director of Scheduled Caste Welfare in the Social Justice and Empowerment Department. On the Directorate's own website the scheme carries the code BCK-31 and sits under the Economic Upliftment group of schemes, where it is listed first.

The Directorate's stated purpose is narrow and useful: financial assistance for Scheduled Caste persons who want to start a cottage industry for self-employment without obtaining a bank loan. The benefit is described as equipment assistance, in practice a ready-made toolkit for a specific trade, handed over rather than paid out. The Government of India's myScheme repository, which lists the scheme as Manav Garima Yojna SCW (EBC), values the toolkit at about Rs 4,000 and describes the objective as helping the economically backward class become self-employed through the distribution of tools.

The scheme is often confused with Manav Kalyan Yojana, a similar toolkit scheme run by the Cottage and Rural Industries Commissionerate on the e-Kutir portal, and with the Manav Garima Yojna (NT-DNT) variant for Nomadic and Denotified Tribes run by the Developing Castes Welfare directorate. They are separate schemes with separate portals and separate application windows.

Who is eligible for Manav Garima Yojana?

You can apply if:

• You belong to a Scheduled Caste notified in Gujarat and hold a caste certificate from the competent authority.
• You are a resident of Gujarat.
• Your annual family income is within the published ceiling: Rs 47,000 for rural applicants and Rs 68,000 for urban applicants, as recorded on the Directorate's BCK-31 page.
• You are an adult who wants to run a small trade or cottage industry yourself. Applicants are generally expected to be at least 18 years old.
• You want to start the activity without a bank loan. The scheme exists specifically for people who cannot or do not want to borrow.

You are not eligible and cannot apply if:

• You are not from a Scheduled Caste notified in Gujarat. Applicants from SEBC, Nomadic and Denotified Tribe or general categories are covered by other directorates' schemes, not this one.
• Your annual income exceeds the ceiling for your area.
• You live outside Gujarat, even if you hold an SC certificate from another state.
• You have already received a toolkit under this scheme. The benefit is given once.
• You have taken a subsidised self-employment loan for the same trade from the Gujarat Scheduled Caste Development Corporation. Double benefit for one activity is not allowed.
• You are applying for someone else's trade, the toolkit is issued in the name of the person who will actually use it.

One honest caution on the income limit. The Rs 47,000 and Rs 68,000 figures are what the Directorate publishes on its own scheme page. Several non-government websites quote much higher revised ceilings, and the Social Justice and Empowerment Department has raised income limits in other schemes over the years. Because an income certificate is issued against a specific figure, ask the district Deputy Director (Scheduled Caste Welfare) office what ceiling applies in the current year before you get the certificate made.

What documents are required for Manav Garima Yojana?

Scan every document as a clear PDF or JPEG before you begin, because the portal times out if you leave a part-filled form open while you hunt for papers.

How to apply for Manav Garima Yojana online

1. Open esamajkalyan.gujarat.gov.in and register as a citizen if you do not already have a login. Registration needs a mobile number and an email address, and the password is set at that stage.
2. Sign in and open the Director, Scheduled Caste Welfare section. The portal splits schemes by directorate, Scheduled Caste Welfare, Developing Castes Welfare and Social Defence — and Manav Garima Yojana sits under the first.
3. Select Manav Garima Yojana from the list of open schemes. If it is not listed, the window for the year has not opened or has already closed.
4. Fill the application form with your personal details, address, caste, annual income and the trade for which you want the toolkit.
5. Upload the documents: caste certificate, income certificate, Aadhaar, residence proof, bank passbook page and photograph.
6. Submit the form and print the acknowledgement. The application number on it is what you quote at every follow-up.
7. Take the originals to the district Deputy Director (Scheduled Caste Welfare) office when called for verification.
8. Watch for the computerised draw result on the portal. Where applications exceed the sanctioned number of toolkits, the department publishes selected beneficiaries as a draw list.

How to apply offline

Not everyone can complete an online form, and district offices do accept help requests:

1. Visit the district Deputy Director (Scheduled Caste Welfare) office or the taluka Mamlatdar's Jan Seva Kendra and ask for guidance on the current Manav Garima window.
2. Carry the full document set. Staff or a nearby common service point will complete the online submission on your behalf.
3. Collect the printed acknowledgement with the application number.

There is no fee for the application. If someone asks for money to "get your name in the list", that is not a government charge.

How to check your application status

1. Sign in at esamajkalyan.gujarat.gov.in and open Application Status.
2. Enter your application number from the acknowledgement.
3. If the status has not moved for weeks, call the Directorate on 079-23253229 or 079-23253235, or visit the district Deputy Director's office with your acknowledgement.

Toolkit distribution is usually done at a district-level camp, and selected beneficiaries are called by phone or letter, so keep the mobile number you registered with active.

Why Manav Garima applications get rejected

• Income certificate above the ceiling. The single most common reason.
• Caste certificate in the wrong format, or issued by an authority the department does not accept.
• Income certificate too old. Most districts want one issued within the current or previous financial year.
• Documents uploaded unreadable. A dark photograph of a certificate is rejected as illegible.
• Duplicate application by the same person or the same household for the same trade.
• Not selected in the draw. This is not a rejection on merit. Reapply in the next window; the case does not carry forward automatically.

Manav Garima Yojana costs nothing to apply for and nothing to receive. The toolkit is a grant, so there is no repayment, no interest and no instalment.
