What is Dr. Ambedkar Awas Yojana?

Dr. Ambedkar Awas Yojana is the Gujarat government's individual housing assistance scheme for Scheduled Caste families. The Directorate of Scheduled Caste Welfare, which works under the Social Justice and Empowerment Department, runs the scheme and carries it in its scheme book under the codes BCK-50 (assistance for housing on an individual basis), BCK-51 (assistance for housing in urban areas) and BCK-52 (assistance for the most backward communities within the Scheduled Castes, such as Valmiki, Hadi, Nadiya, Senva, Vankar Sadhu, Dalit Bava, Turi-Turi Barot, Garo-Garoda, Tirgar/Tirbanda, Thori and Matang).

Dr. Ambedkar Awas Yojana, often written locally as Dr. Ambedkar Aavas Yojana, does not give land. The scheme starts from the assumption that the family already owns a plot or a kutcha dwelling made of mud and soil that is not fit to live in, and pays cash assistance so that a pucca house can be built on that land. According to the Government of India's myScheme portal, the current assistance under the scheme is Rs 1,20,000 per house. The Directorate's own scheme pages still display an older pattern of Rs 70,000 for rural areas and Rs 45,000 plus Rs 5,000 for the beneficiary's own work in urban areas, so the rate applicable to your sanction year must be confirmed at the district office before you commit to a building estimate.

• Assistance is a one-time benefit per family, released in stage-linked instalments, not as a lump sum.

Who is eligible for Dr. Ambedkar Awas Yojana?

You can claim assistance if:

• You belong to a Scheduled Caste notified for Gujarat and hold a valid caste certificate.
• You are a permanent resident of Gujarat.
• You own and possess a plot, or a kutcha dwelling erected with mud and soil that the Directorate describes as not fit for inhabitation.
• The plot area is at least 25 square metres.
• Your family income is within the ceiling notified for your area. The Directorate's published pages record an income limit of Rs 47,000 for the rural category and Rs 68,000 for the urban category under BCK-50, and Rs 6,00,000 under the urban housing head BCK-51. Because these ceilings have been revised over the years, ask the district office for the figure in force for the current financial year.
• In urban areas, priority goes to widows, persons with disabilities, deserted women and labourers, and BPL families are given preference.

You are not eligible, and cannot claim the benefit, if:

• You do not belong to a Scheduled Caste. Other categories are covered by separate schemes; developing castes and socially and educationally backward classes, for instance, apply under Pandit Deen Dayal Upadhyay Awas Yojana run by the Directorate of Developing Castes Welfare.
• Your family already owns a pucca house anywhere in Gujarat.
• Your family has already taken housing assistance under this scheme or under another government housing scheme.
• The plot is not in your name, or you hold only an occupancy claim without a recorded title.
• The plot is smaller than the notified minimum area or the land is under litigation.
• Your income exceeds the ceiling notified for your category.

How to apply for Dr. Ambedkar Awas Yojana

1. Confirm that this year's window is open. The Social Justice and Empowerment Department notifies its housing application windows on esamajkalyan.gujarat.gov.in and through district notices. Check the notification section of the portal before you start.
2. Register on the e-Samaj Kalyan portal. Go to esamajkalyan.gujarat.gov.in, choose citizen registration, and create a login using your mobile number and Aadhaar details. Keep the user ID safe, the same login is used later to track the application.
3. Fill the housing application form. Enter your personal details, caste certificate number, income certificate number, plot details from the 7/12 and 8-A extracts or the property card, and your bank account with IFSC code.
4. Upload the documents. Attach the caste certificate, income certificate, plot ownership record, the certificate confirming that the family owns no pucca house, Aadhaar, bank passbook copy and a photograph of the existing dwelling or vacant plot. Scanned copies must be legible; blurred uploads are a frequent reason for a file being sent back.
5. Submit and print the acknowledgement. Note the application number displayed after submission.
6. File the physical set at the district office. Submit the printed application and self-attested copies to the Deputy Director (Scheduled Caste Welfare) of your district. Applications are scrutinised, and where the number of eligible applicants exceeds the district target, selection is done by draw.
7. Wait for the sanction order and start construction. Begin building only after the sanction letter is issued, and call the district office for the plinth-level and lintel-level inspections that release the later instalments.

How is the money paid?

Dr. Ambedkar Awas Yojana pays through Direct Benefit Transfer into the beneficiary's own bank account, in instalments linked to verified stages of construction. The first tranche follows the sanction order, the next follows the plinth-level inspection, and the final tranche follows completion of the roof and the completion certificate issued by the field officer. If the house is not completed within the period written in the sanction order, the district office can stop the remaining instalments and, in cases where no construction has started at all, recover the amount already paid.

Because payment is stage-linked, an applicant needs some working capital of his or her own or from a bank loan to bridge the gap between stages. The Directorate does not release the full amount in advance.

How do I check my application status?

Log in to esamajkalyan.gujarat.gov.in with the same user ID used at the time of application and open the application status screen; the portal shows whether the file is pending at data entry, under scrutiny, sanctioned or rejected. For a file that has been sanctioned but not paid, the district Deputy Director (Scheduled Caste Welfare) office is the correct place to ask, since payment is released from there. Why do applications get rejected?

• Plot not in the applicant's name. The most common failure. A plot recorded in a parent's or sibling's name has to be transferred and mutated first.
• Income certificate above the ceiling or expired. Income certificates are valid for a limited period; an old certificate is treated as invalid.
• Family already holds a pucca house or has taken housing assistance before. Field verification and the state housing database both catch this.
• Caste certificate issued by an authority outside Gujarat. Only certificates issued by the competent authority in Gujarat are accepted.
• Plot smaller than the minimum area or land under dispute.
• Bank account not in the applicant's name or not Aadhaar-seeded, which blocks the DBT payment even after sanction.
• Construction started before sanction, which makes stage verification impossible.

Most of these can be fixed and the application filed afresh in the next window. Correcting the land record is the slowest step, so start it early.

Where do I complain if the file is stuck?

Take the grievance to the district Deputy Director (Scheduled Caste Welfare) first, in writing, quoting the application number. If there is no response, write to the Director, Scheduled Caste Welfare, Block 4, 2nd Floor, Dr. Jivraj Mehta Bhavan, Gandhinagar, or email dir-dscw@gujarat.gov.in. The Directorate also runs a Citizen Cell (Chh-Branch) on 079-23251655 for public grievances. Technical problems with the e-Samaj Kalyan portal itself, such as a login or upload failure, are handled by the portal's technical support page rather than by the district office.
