What is the Mama Saheb Fadke Ideal Residential Schools scheme?

The Mama Saheb Fadke Ideal Residential Schools for Scheduled Caste Scheme, numbered BCK-28 in the Gujarat scheme list and known locally as the Mamasaheb Phadke Adarsh Nivasi Shala scheme, is run by the Director, Scheduled Caste Welfare, under the Social Justice and Empowerment Department, Government of Gujarat. Its purpose is to give bright Scheduled Caste children a full residential secondary and higher secondary education at government cost.

According to the Director of Scheduled Caste Welfare, 28 Ideal Residential Schools run in the state and accommodate 2,229 students. The Directorate's statement of the scheme is short and precise: the pattern of assistance is to provide free lodging, boarding and education facilities to brilliant Scheduled Caste students of Standard 9 to Standard 12, and approval has been granted for starting three new schools for girls, at Palanpur, Nadiad and Anand.

An Adarsh Nivasi Shala is not a hostel attached to an outside school. It is a single institution where the child studies and lives, so the state carries the whole cost of the four years, tuition, textbooks, accommodation, three meals a day and supervision. That combination is what makes the scheme valuable to families whose children would otherwise drop out after Standard 8 because the nearest secondary school is too far, or because a bright child's schooling competes with household earning.

Who is eligible for admission to an Adarsh Nivasi Shala?

Your child can apply if:

• The student belongs to a Scheduled Caste notified in Gujarat and holds a valid caste certificate from the competent authority.
• The student is a resident of Gujarat.
• The student has passed Standard 8 with at least 50 percent marks.
• The student is entering Standard 9 in the coming academic year.
• The family is willing to place the child in a residential school away from home for the school year.

Your child cannot apply, or is not eligible, if:

• The student is not from a Scheduled Caste. These schools are run specifically by the Director of Scheduled Caste Welfare. SEBC, EBC, minority and nomadic and denotified tribe students go through the Director of Developing Castes Welfare's own Adarsh Nivasi Shala admissions instead.
• The student scored below 50 percent in Standard 8. That is the stated floor for merit admission.
• The student is applying for a standard other than 9 outside a vacancy round. Entry is designed at the Standard 9 point and later entry depends entirely on whether a vacancy round is announced.
• The student is not a resident of Gujarat.
• The application was not submitted online during the advertised window, or the student did not report for physical document verification after the merit list was published.

Family income is deliberately not a bar. The Directorate's own eligibility line for this scheme is "No income limit", which distinguishes BCK-28 from most other Scheduled Caste education schemes in Gujarat.

What does the scheme provide?

No cash is paid to the student or the family under BCK-28. The benefit is in-kind: a seat in the school and everything that goes with living and studying there. Families sometimes confuse this with the Directorate's separate cash schemes, the pre-SSC and post-SSC scholarships, the food bill assistance (BCK-10) and the uniform assistance, which are different schemes with their own applications.

How to apply for admission to a Mama Saheb Fadke Adarsh Nivasi Shala

1. Watch the News/Notification list on esamajkalyan.gujarat.gov.in for the Adarsh Nivasi Shala admission advertisement. In recent years the Directorate has published the admission notice around May and run the merit rounds through June.
2. Open esamajkalyan.gujarat.gov.in and register a citizen account using New User? Please Register Here. Save the registration number the portal issues, it is your login ID.
3. Log in and update the profile with the student's personal, caste, residence and school details. The portal's own sequence is: register, log in and update profile, apply for the scheme, submit.
4. Choose Director, Scheduled Caste Welfare and then the Adarsh Nivasi Shala admission application, and select the schools in order of preference where the form allows it.
5. Upload the caste certificate, Standard 8 marksheet, Aadhaar, residence proof and photograph, then submit the application and print the acknowledgement. A saved-but-unsubmitted form is not in the merit pool.
6. Wait for the merit list to be published on esamajkalyan.gujarat.gov.in. The Directorate publishes a first merit list and, if seats remain, a second and sometimes a third round.
7. If your child's name appears, report to the allotted Adarsh Nivasi Shala within the dates stated in the notice, produce all original certificates for verification, and confirm the admission. The published notices state this in as many words, a student on the merit list must get the certificates verified at the school and confirm the admission, or the seat lapses.

How to check your application and merit status

1. Log in at esamajkalyan.gujarat.gov.in and open Your Application Status using your registration number.
2. Check the News/Notification section on the same portal for the merit list PDFs, which are published as attachments round by round.
3. If your name is on the list but the school has no record of it, take the printed merit list and your acknowledgement to the school and then to the Assistant Social Welfare Officer for that district.

Why admissions to Adarsh Nivasi Shalas fall through

• Applied after the window closed. The Directorate advertises fixed dates and does not accept late applications.
• Form saved but not submitted, so it never entered the merit pool.
• Standard 8 marks below 50 percent, or a marksheet that does not compute to 50 percent on the total the Directorate uses.
• Merit cut-off higher than expected. With 2,229 seats statewide, a student who clears 50 percent still may not make the list in a competitive district.
• Did not report for verification within the dates in the merit notice, in which case the seat passes to the next student.
• Caste certificate defective; issued by the wrong authority, expired, or in a spelling that does not match the marksheet.
• Applied to the wrong directorate. SEBC and developing-caste students applying to the Scheduled Caste Welfare schools are rejected on category.
