Police Verification Certificate (Character Certificate) in Gujarat
Gujarat state government scheme
Police Verification Certificate in Gujarat is issued by Gujarat Police through the Home Department Citizen Portal at gujhome.gujarat.gov.in, where it is one of 16 listed citizen services. Gujarat Police lets you register, fill the form, upload a photograph and identity proof and submit online, after which the jurisdictional police station verifies you before the certificate issues.
What is a police verification certificate in Gujarat?
A police verification certificate in Gujarat is Gujarat Police's written statement that its records show nothing adverse against a named person at the address that person declared. Gujarat Police delivers the service through the Home Department Citizen Portal at gujhome.gujarat.gov.in, the online platform the Home Department, Government of Gujarat built so citizens can reach police services across the state without going station to station.
Gujarat labels the service Police Verification Certificate, not "character certificate". Readers searching the portal for the words "character certificate" will not find a matching heading, and that mismatch sends a lot of people to the wrong counter. The Citizen Portal home page lists 16 services; Get a Copy of FIR, e-Complaint, Report Missing/Lost Property, eFIR for vehicle and mobile theft, Report Missing Person, Domestic Servant Registration, Driver Registration, Senior Citizen Registration, Tenant Registration, Apply for NOC, Police Verification Certificate, and the search and grievance utilities, and the certificate service sits in that list.
This is a police document rather than a revenue one. Gujarat's Digital Gujarat portal and the district Jan Seva Kendras issue income, caste, domicile and residence certificates, but no mamlatdar or collector can issue a police verification certificate, because only the police hold the records it reports on.
Who can and who cannot apply?
You can apply for a Gujarat police verification certificate if you have a Gujarat address that a police station can verify. Gujarat's portal is used by Indian citizens resident in Gujarat, by people living abroad who hold property in Gujarat, and by hotel, restaurant, cafe and bar operators and liquor-licence applicants who need police clearance for an approval to run an eating house or a licensed premises. There is no income limit, no caste criterion and no age bar. This is a records check, not a welfare benefit, so none of the eligibility tests that govern Gujarat's income or caste certificates apply here.
You cannot apply on the Gujarat portal to have an address outside Gujarat verified. Gujarat Police reports only on its own jurisdiction; a previous address in Maharashtra or Rajasthan has to be verified by that state's police, and leaving that period off the form causes trouble later rather than avoiding it.
You are also not eligible to receive a clean certificate while an FIR or a criminal case is pending against you. Gujarat Police reports what its register shows, so a pending case surfaces in the verification rather than being quietly dropped.
What documents are required?
Gujarat's online flow is built around identity, photograph and a verifiable address:
- A passport-size photograph of the applicant, uploaded in the size and format the upload screen states. The portal names the photograph explicitly.
- Identity proof of the applicant, also named explicitly by the portal. An Aadhaar card, Voter ID, PAN card or passport in your own name.
- Proof of the Gujarat address to be verified — a light bill, property tax receipt, ration card or registered rent agreement.
- A document showing the purpose, where you have one: an employer's letter, a copy of the licence application, a tenancy agreement or a business registration reference.
Keep the originals at home as well as uploading scans. The officer who comes from the local police station will want to see something physical that ties you to the address, and producing it on the first visit is the single thing that shortens the enquiry most.
How to apply for a police verification certificate in Gujarat online
- Register on gujhome.gujarat.gov.in. Gujarat Police requires citizens to register or log in before any Citizen Portal service can be used. Register with a mobile number you actually hold, because that number carries the OTP and the later intimations.
- Log in and open Police Verification Certificate from the Citizen Services list on the portal home page. It sits in the same list as Tenant Registration and Apply for NOC, so make sure you have picked the certificate service and not one of its neighbours.
- Fill the form. Enter your name exactly as it appears on the identity document you are uploading, your father's name, date of birth, the complete Gujarat address with the district and the police station covering it, and the purpose: employment, licence, tenancy, property or business approval.
- Attach the documents. Upload the photograph and the identity proof, which are the two the portal names, plus the address proof and any purpose document.
- Pay whatever the portal's payment screen displays and submit. Save the acknowledgement and the application reference number the portal returns.
- Stay available for the police station's verification. Your file goes to the station covering the address you entered, and its staff verify you at that address before the certificate issues.
Gujarat Police says the processing of the application and the intimation are both online, so watch the registered mobile number and email as well as the portal.
How to apply offline at a police station
- Download the Police Verification Certificate form from the Home Department Citizen Portal, which Gujarat Police offers precisely for citizens who prefer paper.
- Fill it in full, in the same detail the online form asks for, and attach photocopies of the photograph, identity proof and address proof.
- Submit it at the nearest police station covering your Gujarat address and take a receipt or diary number.
- Stay reachable for the verification visit, and collect the certificate from the station once the enquiry is complete.
District Jan Seva Kendras in Gujarat collectorates also handle certified true copies of a police clearance certificate once one exists, which is a separate service from getting the certificate issued in the first place.
How do you check the application status?
Log in to gujhome.gujarat.gov.in with the credentials you used to file the application and open it by reference number. Because the middle of the process sits with a police station rather than the software, an application that looks static for several days is usually waiting on the station's report. If nothing has moved for well over a fortnight, visit the station named on your acknowledgement with the reference number in hand.
Why do Gujarat applications get delayed or rejected?
- The applicant was not found at the declared address when the officer visited, and no neighbour could confirm residence.
- The address entered falls outside the jurisdiction of the police station selected.
- Name, father's name or date of birth on the form does not match the identity document uploaded.
- The photograph or identity proof upload is unreadable or in the wrong format, these are the two uploads the portal insists on.
- A previous Gujarat address was left off the form and surfaced during enquiry.
- An FIR or criminal case is pending, which the verification then has to record.
What does it cost, and what about agents?
Gujarat's Citizen Portal displays the applicable charge on its own payment screen at the time of application rather than publishing one figure on the home page, and that displayed amount is the entire legitimate government cost. Where you go through a Jan Seva Kendra or a Common Service Centre, the operator's notified service charge is on top of it and nothing else is.
Nobody at a police station is entitled to a rupee beyond that. Agents who promise a "three-day police verification" for a few thousand rupees are selling a queue position that does not exist, the file still goes to the same police station and the same verifying officer, and the enquiry still takes as long as it takes. Pay on the portal yourself and keep the receipt it generates; it is your proof of exactly what the government charged and the first document to produce if anyone asks you for money on the side.
If verification has not started at all, or if money is demanded, the Superintendent of Police for the district or the Commissioner of Police for the city is the right escalation, and the Home Department's Citizen Portal carries the department's own contact route for grievances.

Frequently asked questions
Who issues a character certificate in Gujarat?
Gujarat Police issues it as a Police Verification Certificate, and the application runs through the Home Department's Citizen Portal at gujhome.gujarat.gov.in. The police station whose jurisdiction covers your Gujarat address carries out the verification.
Where is the service on the Gujarat Citizen Portal?
"Police Verification Certificate" is one of the 16 citizen services listed on the Gujarat Police Citizen Portal home page, alongside e-Complaint, FIR copy, tenant registration, domestic servant registration and Apply for NOC. You must register or log in before you can use it.
Can I apply for a Gujarat police verification certificate online?
Yes — Gujarat Police lets you register on gujhome.gujarat.gov.in, fill the form, attach documents and submit it on the website, and the processing and intimation are online too. The physical verification is still done by your local police station.
Can I still use the paper form instead?
Yes, Gujarat Police also lets citizens download the Police Verification Certificate form from the Home Department Citizen Portal and submit it at the nearest police station. That route suits applicants who cannot scan documents or complete an online payment.
Is a Police Verification Certificate the same as a PCC for a visa?
No. A Police Verification Certificate from Gujarat Police covers local purposes such as employment, tenancy and licences, whereas a Police Clearance Certificate for immigration or a foreign visa is issued through the Passport Seva route by the Regional Passport Office. Check which one the person asking actually wants before you apply.
Which police station will verify my Gujarat application?
The police station in whose jurisdiction the address on your application falls does the verification, which is why that address must be where you genuinely reside. Being unreachable when the officer visits is the most common cause of delay in Gujarat.
What does a Gujarat police verification certificate cost?
The Gujarat Citizen Portal displays the applicable charge on its own payment screen at the time of application rather than publishing a single figure on the home page, so check the amount shown to you before paying. Whatever that screen shows is the entire government charge.
Can someone who lives outside Gujarat apply?
Gujarat Police verifies only the Gujarat address and the period spent there, so an applicant living elsewhere must get that state's police to verify the outside period. Non-residents who own property or run a business in Gujarat commonly need the Gujarat certificate for that Gujarat address alone.
