What is a caste certificate in Gujarat?

A caste certificate in Gujarat is the Revenue Department's proof, signed by the Mamlatdar of the taluka, that a named person belongs to a caste notified for Gujarat. The District Administration of Ahmedabad states plainly that in rural areas the concerned Mamlatdar, the head of the taluka, is responsible for issuing and verifying Scheduled Caste and Scheduled Tribe certificates.

Gujarat does not issue one certificate for everything. Three distinct documents come out of the same counter, and applicants routinely apply for the wrong one:

  • SC / ST caste certificate, for castes and tribes on the Presidential lists for Gujarat.
  • SEBC certificate, for Socially and Educationally Backward Classes on Gujarat's own state list.
  • Non-Creamy Layer certificate. The income-and-status certificate an SEBC candidate needs alongside the caste certificate for most reserved seats and posts.

District Surat lists all three as separate online services, and confirms that "public user can apply for these services online" through the common service portal, Digital Gujarat.

Who can and who cannot apply?

You can apply if you ordinarily reside in Gujarat and your paternal family belongs to a caste, tribe or backward class notified for Gujarat. Descent is normally traced through the father, so the Mamlatdar's enquiry rests on the oldest surviving paternal record. A school register entry, an ancestor's caste certificate or a revenue record.

You cannot apply in Gujarat if your family's caste record belongs to another state. A person whose family is recorded as Scheduled Caste in Rajasthan or Maharashtra and who has since moved to Ahmedabad or Surat is not eligible for a Gujarat caste certificate; that certificate must come from the home state, and it does not carry Gujarat's reservation. You are also not eligible if the caste claimed is not on any Gujarat notification, or if no record of any kind connects your family to the caste.

For the SEBC route there is one further test: the Non-Creamy Layer certificate applies an income and status ceiling to the family, so an SEBC family above the creamy layer limit keeps its caste certificate but loses the reserved-seat benefit that depends on the NCL certificate.

What documents are required?

Assemble four kinds of proof before you open the portal:

  • Identity: Aadhaar, election card, PAN card or driving licence.
  • Residence: ration card, election card or a utility bill for the Gujarat address.
  • Caste — the father's, grandfather's or another paternal relative's caste certificate, or an old school record showing the caste entry. Where no record exists, the family tree attested by the talati, sarpanch or the nagarpalika officer is the fallback.
  • Relationship, an affidavit or family tree connecting you to the relative whose caste record you are relying on.

Add the applicant's school leaving certificate and a passport-size photograph. Married women applying against a father's record should attach the marriage certificate so the surname change is explained on file rather than at enquiry stage.

Scan everything before you start. The Digital Gujarat upload screen enforces a per-file size limit, and an oversized or unreadable scan is the commonest reason an application is sent back rather than rejected outright.

How to apply for a Gujarat caste certificate online

  1. Register on Digital Gujarat. Open digitalgujarat.gov.in, create a citizen account with your mobile number and email, and verify the OTP. One registration covers every service on the portal.
  2. Open Citizen Services → Revenue Services. From the citizen services list, choose the certificate you actually need, SC/ST caste certificate, SEBC certificate or Non-Creamy Layer certificate. They are separate applications with separate forms.
  3. Fill the application form. Enter your name as it appears on Aadhaar, the father's and grandfather's names, the caste and sub-caste claimed, the taluka and district, and the purpose for which the certificate is required.
  4. Upload the documents. Attach identity, residence, caste proof, relationship proof, the school leaving certificate and the photograph, each within the stated file size.
  5. Pay the fee shown on the portal through the online payment option, if a fee is charged for the service you selected, and submit the application.
  6. Save the application reference number printed on the acknowledgement. It is what you need to track the file and to download the certificate.

How to apply offline at a Jan Seva Kendra

  1. Go to the Jan Seva Kendra at your Mamlatdar office. District Dahod describes the Jan Seva Kendra as a one-stop counter operating at every Mamlatdar office in the district, and Surat runs one opposite the District Court at Athwalines.
  2. Carry originals and self-attested photocopies of the identity, residence, caste, relationship and school documents, plus photographs.
  3. Ask the operator to file the application on Digital Gujarat in your name, the offline counter feeds the same online system, so the file is tracked the same way.
  4. Collect the acknowledgement with the reference number and keep it until the certificate is delivered.

How do you check the application status?

Log in to your Digital Gujarat account and open the application history against the reference number on your acknowledgement. The file moves from submission to talati or circle-level verification, then to the Mamlatdar for approval, after which the digitally signed certificate becomes available in your account. If the online status has not moved for a long stretch, take the reference number to the Mamlatdar office handling it, and use the Digital Gujarat help desk on 18002335500 for portal or upload problems.

Why are Gujarat caste certificate applications rejected?

  • The applicant chose the wrong service, an SEBC applicant filing the SC/ST form, or a candidate applying for the caste certificate when the college actually asked for the Non-Creamy Layer certificate.
  • The caste claimed is notified for another state, not for Gujarat.
  • No paternal record supports the claim and the attested family tree alone does not satisfy the enquiring officer.
  • Names or the spelling of the caste differ between Aadhaar, the school record and the relative's certificate.
  • Uploaded scans exceed the size limit or are unreadable.
  • The residence proof points to a taluka other than the one where the application was filed.

What does it cost, and what about agents?

Apply directly on Digital Gujarat or at the Jan Seva Kendra and you pay only what the portal charges on its own payment screen; registration on the portal itself costs nothing. No official at the Mamlatdar office is entitled to a cash payment beyond the portal fee, and no agent can move a caste file faster than the Mamlatdar's own enquiry. Middlemen who quote a few thousand rupees for a "guaranteed" certificate are charging for a form anyone can file. Keep the payment receipt and the acknowledgement, and report any demand for extra money to the Digital Gujarat help desk on 18002335500 or to the Collector's grievance cell.

Validity and reuse

A Gujarat caste certificate records a fact of descent, so the caste entry itself does not change. What can change is the Non-Creamy Layer status of an SEBC family, which rests on income and service position and is therefore re-examined each time it is issued. Colleges, recruitment boards and scholarship portals in Gujarat frequently ask for a recently issued Non-Creamy Layer certificate even when they accept an older caste certificate, so plan the NCL application around your admission or recruitment calendar rather than after it.

Frequently asked questions

Who issues a caste certificate in Gujarat?

The Mamlatdar of the taluka issues the caste certificate in Gujarat, and the district administration in Ahmedabad names the Mamlatdar office as the authority responsible for issuing and verifying SC and ST certificates. Applications reach that office through the Digital Gujarat portal or the Jan Seva Kendra counter.

How do I apply for a caste certificate in Gujarat online?

Apply on the Digital Gujarat citizen services portal at digitalgujarat.gov.in, where the SC/ST caste certificate, the SEBC certificate and the Non-Creamy Layer certificate are all listed as online revenue services. Register once with your mobile number, then file the application and upload the documents.

What is the difference between an SEBC certificate and a caste certificate in Gujarat?

An SEBC certificate certifies membership of a Socially and Educationally Backward Class on Gujarat's own list, while the SC/ST caste certificate covers castes and tribes on the Presidential lists for Gujarat. The two are separate services on Digital Gujarat and are issued on different notifications.

Do I also need a Non-Creamy Layer certificate in Gujarat?

Yes, SEBC candidates in Gujarat normally need a Non-Creamy Layer certificate in addition to the caste certificate, and District Surat lists it as a separate online service. SC and ST candidates do not need one, because the creamy layer test does not apply to them.

Where can I apply offline for a Gujarat caste certificate?

Apply at the Jan Seva Kendra, which District Dahod describes as a one-stop counter at every Mamlatdar office in the district. Larger districts also run a Jan Seva Kendra at the Collector office — in Surat it is opposite the District Court at Athwalines.

Who do I call if the Digital Gujarat application gets stuck?

Call the Digital Gujarat help desk on 18002335500, the number published by the Surat and Ahmedabad district administrations for online application problems. For a delay after submission, take the acknowledgement number to the Mamlatdar office that is processing the file.

Can I get a Gujarat caste certificate if my family's caste is recorded in another state?

No — Gujarat issues caste certificates only against castes notified for Gujarat, so a family recorded in another state must obtain the certificate from that state. Migration into Gujarat does not transfer a reservation entitlement from the state of origin.
