What is the Go-Green Three Wheelers Scheme?

Go-Green Three Wheelers Scheme is a welfare scheme of the Gujarat Building and Other Construction Workers Welfare Board (GBOCWWB), which functions under the Labour, Skill Development and Employment Department, Government of Gujarat. The Board publishes it among the schemes listed at bocwwb.gujarat.gov.in and routes applications through the state's Sanman Portal.

The scheme addresses a specific and severe problem. A construction worker who is injured badly enough at a site to become permanently disabled loses the only skill they were earning from; physical labour. GBOCWWB's answer is not a cash dole but a livelihood asset: a battery-operated three-wheeler, commonly called an e-rickshaw, that the worker can drive to earn a living afterwards.

According to the scheme details, the Board provides a one-time subsidy of 50 per cent of the ex-showroom price of the vehicle or Rs 48,000, whichever is less. On top of that, the first-time registration fee, RTO tax and road tax paid on the new three-wheeler are reimbursed.

Who is eligible for the Go-Green Three Wheelers Scheme?

You can claim the subsidy if all of these apply:

• You are registered with the Gujarat Building and Other Construction Workers Welfare Board and hold a live e-Nirman card.
• You became disabled or incapacitated because of an accident while working at a construction site.
• Your incapacity is certified by the Certifying Civil Surgeon.
• You have purchased a lithium-ion battery-operated three-wheeler in your own name.
• You hold a valid driving licence for a three-wheeler.
• You have not previously taken this benefit. It is once per worker.

You cannot apply / are not eligible if:

• You are a construction worker who is not disabled. Registration with GBOCWWB alone does not qualify you; the certified incapacity from a site accident is the defining condition.
• Your disability did not arise from a construction-site accident. A congenital disability or one caused by illness or a road accident away from work is outside this particular scheme, though other GBOCWWB and state disability schemes may apply.
• You are not registered with GBOCWWB, or your registration has lapsed and the e-Nirman card is not current.
• You bought a conventional fuel three-wheeler. Petrol, diesel and CNG vehicles are excluded.
• The vehicle is registered in someone else's name — a spouse, a relative or a firm.
• You do not hold a valid three-wheeler driving licence.
• You have already received this subsidy once.

What documents are required for the Go-Green Three Wheelers Scheme?

The Board's scheme note also allows officers to ask for "other documents as required", so carry originals of everything to the district office.

How to apply for the Go-Green Three Wheelers Scheme

1. Confirm your GBOCWWB registration is live and your e-Nirman card is valid. If it has lapsed, renew it before starting the claim.
2. Obtain the certificate of incapacity from the Certifying Civil Surgeon, stating the disability and its link to the construction-site accident. Nothing moves without this certificate.
3. Purchase the lithium-ion battery-operated three-wheeler in your own name and get it registered at the RTO. Keep the ex-showroom invoice, the registration fee receipt and the road tax receipt.
4. Visit your nearest GBOCWWB district office and collect the prescribed Go-Green Three Wheelers application form.
5. Fill the form completely; worker registration number, disability details, dealer name, vehicle details, invoice amount and bank account with IFSC code.
6. Attach the documents listed above and submit the file at the district office. Ask for a stamped acknowledgement with a reference number.
7. The district inspector verifies and approves the application, then forwards it to the state project manager at headquarters.
8. At the head office the labour officer and the Member Secretary sanction the case, the dealer's online application is verified, and the Accounts Officer and Member Secretary authorise the reimbursement to your bank account.

Scheme details and downloadable scheme PDFs are also available through the Sanman Portal at sanman.gujarat.gov.in, which GBOCWWB uses as the common application platform for its schemes. Check there first, because the Board has been moving individual schemes from paper to online submission.

How much does the scheme actually pay?

The subsidy is the lower of two figures: 50 per cent of the ex-showroom price, or Rs 48,000.

• On a three-wheeler with an ex-showroom price of Rs 1,50,000, 50 per cent is Rs 75,000, so the cap applies and the worker receives Rs 48,000.
• On a three-wheeler priced at Rs 80,000 ex-showroom, 50 per cent is Rs 40,000, which is below the cap, so the worker receives Rs 40,000.

Separately, the first-time registration fee, RTO tax and road tax on the new vehicle are reimbursed. These are reimbursed on the basis of actual receipts, not as a flat figure, so keep the RTO paperwork intact.

The benefit is delivered as a reimbursement after purchase, not as an advance. Plan the financing accordingly. The worker or a lender funds the full purchase first, and the Board credits its share after the multi-level sanction.

How to check the status of your application

1. Note the acknowledgement or reference number from the district office at the time of submission.
2. Follow up with the GBOCWWB district office that received the file; the district inspector is the first checkpoint.
3. Check the Sanman Portal at sanman.gujarat.gov.in for the scheme's online status facility, since GBOCWWB routes scheme services through it.
4. Call the GBOCWWB toll-free helpline 1800-233-2324 and quote your registration number and reference number.

Because the file passes through the district inspector, the state project manager, the labour officer, the Member Secretary and the Accounts Officer, ask at each follow-up which of these stages the file is currently at. That single question turns a vague "it is in process" into something you can act on.

Common reasons the claim is rejected

• Incapacity certificate missing or not from the Certifying Civil Surgeon, a certificate from a private doctor is generally not accepted.
• Disability not linked to a construction-site accident in the certificate's wording.
• GBOCWWB registration lapsed or e-Nirman card not renewed.
• Vehicle is not battery-operated, or is a petrol/CNG model.
• Vehicle registered in another person's name rather than the worker's.
• No valid three-wheeler driving licence in the applicant's name.
• Benefit already availed once by the same worker.
• Missing ex-showroom invoice, without which the 50 per cent cannot be computed.

Most rejections in this scheme trace back to the sequence being wrong. Get the civil surgeon's certificate and confirm your registration status before you buy the vehicle, not after.

Key dates and validity

GBOCWWB has not announced a fixed annual closing date for the Go-Green Three Wheelers Scheme, and the Board lists it among its continuing schemes at bocwwb.gujarat.gov.in. Because welfare board schemes are revised by resolution from time to time, confirm the current subsidy cap and conditions with the district office or on the Sanman Portal before committing to a purchase. The Rs 48,000 cap on this page reflects the scheme as published, and a later resolution could change it.
