Labour Card (BOCW) in Gujarat — e-Nirman Card Registration on Sanman
Gujarat state government scheme
A labour card in Gujarat is the e-Nirman card of the Gujarat Building and Other Construction Workers Welfare Board, issued to construction workers aged 18 to 60 with at least 90 days of construction work in the preceding 12 months. Registration is done on sanman.gujarat.gov.in or at any of the Board's 33 district offices, and the Board's toll-free helpline is 155372.
What is a labour card in Gujarat and who issues it?
A labour card in Gujarat is the e-Nirman card issued by the Gujarat Building and Other Construction Workers Welfare Board (GBOCWWB), which sits under the Labour, Skill Development and Employment Department, Government of Gujarat. The Board exists under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and is funded by the construction cess collected from builders under the companion Cess Act.
Gujarat runs the registration through two connected official sites. The Commissioner of Labour's portal sanman.gujarat.gov.in carries the BOCW Welfare Board alongside the Gujarat Labour Welfare Board and the Gujarat Rural Workers Welfare Board. The worker-facing BOCW flow, register, log in, update profile, apply for a scheme, submit: runs at enirmanbocw.gujarat.gov.in, which also has an Android app. The Board's scheme documents are published at bocwwb.gujarat.gov.in.
The e-Nirman card is not a job card. It does not find you work and it is not a wage guarantee. It is proof that you are a registered beneficiary of GBOCWWB, and it is the one thing every Board scheme asks for at the counter:
- Shramik Annapurna Yojana. A hot cooked meal at Rs 5 per plate for the registered worker and family members at kadia nakas and worksite kitchens, with no separate form; the card alone is the claim.
- Housing subsidy and the Shree Nanaji Deshmukh Awas Yojana
- Maternity assistance for registered women workers
- Education assistance, from school through higher education and PhD
- Funeral assistance and accidental-death assistance
- Total health check-up, the Dhanvantari Arogya Rath mobile clinic, and assistance for occupational diseases
- Go Green battery two-wheeler and cycle subsidies, and the Shramik Basera hostel and migrant workers' hostel schemes
Who is eligible for a Gujarat e-Nirman card?
You can apply if:
- You are 18 or above and below 60 on the date of application.
- You have done at least 90 days of building or construction work in the preceding 12 months. This is the statutory beneficiary test in the BOCW Act, 1996, applied identically in Gujarat.
- You work on a construction site in Gujarat. A migrant worker from another state working on a Gujarat site is eligible on the same terms, Gujarat runs dedicated hostel and education schemes for migrant construction workers' families precisely because so many are registered.
- Your work is construction work under the Act: masonry and kadia work, bar bending, shuttering and carpentry, plumbing, electrical, painting, welding, tiling, plastering, road, bridge, canal and dam work, well digging, demolition, and unskilled helper work on those sites.
You cannot apply if:
- You are under 18, because employing children on construction is prohibited.
- You are 60 or above at first registration.
- You cannot show 90 days of construction work in the last year. Workers in other unorganised trades register with the Gujarat Rural Workers Welfare Board or the Labour Welfare Board instead, and those boards run their own separate schemes.
- You are a contractor, builder or employer. Employers pay the cess that funds the Board; they are not beneficiaries of it.
- You already hold a live BOCW registration in another state. Transfer it rather than hold two.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| 90-day construction work certificate | Yes | From employer, contractor, local body or registered union |
| Aadhaar card | Yes | Identity and e-KYC |
| Age proof | Yes | Must establish age 18–59 |
| Gujarat residence proof | Yes | Ration card, electricity bill, rent agreement, voter ID |
| Bank passbook first page | Yes | Account number and IFSC for DBT |
| Passport-size photographs | Yes | One is printed on the e-Nirman card |
| Family and nominee details | Yes | Decides Annapurna, education and death claims |
| Ration card | Helpful | Family-composition proof |
The 90-day certificate is where files fail most often. Where the worker is on daily-wage nakas work and no contractor will sign, the certificate can come from the local body under whose jurisdiction the site falls, or from a registered construction workers' union. Both routes are legitimate, and district BOCW offices are used to them.
How to apply for a Gujarat labour card online
- Open enirmanbocw.gujarat.gov.in, reached directly or through sanman.gujarat.gov.in, and click Register Yourself, the first of the portal's four steps.
- Register with your mobile number and verify the OTP. Keep that number: sanction messages, renewal reminders and DBT alerts all go to it.
- Log in and update your profile: name exactly as on Aadhaar, father's or husband's name, date of birth, gender, full Gujarat address, district and taluka, and your construction trade.
- Enter employment details: employer or contractor's name, site address and the 90-day work period you are claiming.
- Enter bank details, account number and IFSC — precisely. Every cash benefit later moves by Direct Benefit Transfer to this account.
- Add family members and the nominee. Family entries are what let your spouse and children eat under Shramik Annapurna and claim education assistance, so enter them at registration rather than adding them later.
- Upload documents to 90-day certificate, Aadhaar, age proof, residence proof, bank passbook page and photograph; as clear scans.
- Pay the prescribed registration fee and contribution and save the receipt.
- Submit the application and note the acknowledgement number. The file goes to your district BOCW office for verification, and the e-Nirman card is issued on approval.
How to apply offline at a district BOCW office
- Go to your district BOCW office. The Board runs 33 district offices across Gujarat; the head office is at First Floor, F-1 Wing, Block-3, Karmyogi Bhavan, Sector-10A, Gandhinagar. Ahmedabad's office is at First Floor, Labour Bhavan, Rustam Kama Marg, Khanpur (079-25502273); Surat's is at C-Block, 8th Floor, Nanpura (0261-2472171); Rajkot's at District Service Hall-3, 4th Floor, Shroff Road (0281-2454292).
- Ask for the construction worker registration form and fill it, or hand your papers to the counter operator who enters the same online application.
- Attach self-attested photocopies of the 90-day certificate, Aadhaar, age proof, residence proof and bank passbook page, and carry the originals.
- Pay the prescribed fee at the counter and take the printed receipt.
- Collect the acknowledgement and use it to track the file or collect the card.
The Board and district administrations also hold registration camps at large sites and nakas, where the contractor's 90-day certification and the enrolment happen in one sitting. If a camp is announced near you, it is the easiest route.
How do I check my application status and get the card?
- Online: log in at enirmanbocw.gujarat.gov.in with your registered mobile number and open the application status option using your acknowledgement number.
- By phone: call the Board's toll-free helpline 155372, listed on the e-Nirman portal for complaints and assistance.
- In person: ask at your district BOCW office, which can see whether the file is pending verification or has moved to approval.
When the card is issued, note the registration number. Every GBOCWWB scheme application starts with it, and the Annapurna counter reads it off the card.
Does the e-Nirman card need renewal?
Yes. Gujarat's BOCW registration is kept alive by renewal, and a lapsed card is refused at both the meal counter and the scheme sanction stage. Renew before the anniversary of your registration, on enirmanbocw.gujarat.gov.in or at your district BOCW office; the portal carries a membership renewal option.
The practical consequence of forgetting is larger than most workers expect. A family that has been eating at Rs 5 a plate under Shramik Annapurna is turned away at the counter the day the card lapses, and a death or maternity claim filed during a lapsed period is rejected outright.
Why do Gujarat labour card applications get rejected?
- A weak or missing 90-day certificate, no contractor's details, no site address, no signature.
- Name mismatch across Aadhaar, the bank passbook and the form, which also breaks Direct Benefit Transfer later.
- Age outside the 18–60 band on the date of application.
- Wrong IFSC or a dormant bank account.
- Illegible uploads; dark, folded or cropped document photographs.
- Duplicate registration already live in Gujarat or another state.
- Non-construction work presented as construction work.
What does it cost, and what should you refuse to pay?
The Gujarat e-Nirman card costs only the registration fee and contribution prescribed by the Board, payable on the portal or at the district office counter, and always receipted. Nothing else is lawful.
Agents outside district offices and at nakas who promise an e-Nirman card in forty-eight hours for a few thousand rupees are selling a service the Board does not sell. There is no paid fast lane at GBOCWWB. Never give an agent your Aadhaar OTP; no Board officer needs it to register you, and never pay money for which no printed receipt is issued. If you need help filling the form, the district BOCW office counter and the Board's own camps do it free.

Frequently asked questions
What is the labour card called in Gujarat?
Gujarat calls it the e-Nirman card, the identity card of the Gujarat Building and Other Construction Workers Welfare Board. Board scheme notes and district offices use the term "e-Nirman card" rather than "labour card", and a valid e-Nirman card is what every GBOCWWB scheme asks for.
Which portal is used for Gujarat construction worker registration?
Registration is done through sanman.gujarat.gov.in, the Labour Commissioner's portal that carries the Gujarat BOCW Welfare Board, the Gujarat Labour Welfare Board and the Gujarat Rural Workers Welfare Board, with the BOCW worker flow at enirmanbocw.gujarat.gov.in.
Who is eligible for a Gujarat e-Nirman card?
A construction worker aged 18 to 60 who has done at least 90 days of construction work in the preceding 12 months is eligible. That test comes from the Building and Other Construction Workers Act, 1996, and a migrant worker working on a Gujarat site qualifies on the same terms as a local worker.
What does the Gujarat e-Nirman card give me?
A valid e-Nirman card is the entry ticket to every GBOCWWB scheme, including the Shramik Annapurna meal at Rs 5 per plate for the worker and family, housing subsidy, maternity assistance, education assistance up to PhD level, funeral and accidental-death assistance, and the Go Green two-wheeler and cycle subsidies.
How much does the Gujarat labour card cost?
Only the registration fee and contribution prescribed by the Board, shown on the portal and receipted at the district office. There is no charge for speed and no legitimate agent fee; anything paid without a receipt is money lost.
Does the e-Nirman card expire?
Yes, in effect — the card stays valid only while the registration is kept live through renewal, and a lapsed card is refused at Annapurna counters and at scheme sanction. Renew before the anniversary of your registration through the portal or your district BOCW office.
Where is the Gujarat BOCW Board office?
The Board's head office is at First Floor, F-1 Wing, Block-3, Karmyogi Bhavan, Sector-10A, Gandhinagar, and it runs 33 district offices across Gujarat. The Ahmedabad district office is at First Floor, Labour Bhavan, Rustam Kama Marg, Khanpur, on 079-25502273.
What is the Gujarat construction workers' helpline number?
The Board's toll-free helpline is 155372, listed on the e-Nirman portal for complaints and assistance. Complaints unresolved at the district office can be escalated to the head office in Gandhinagar.
