Land Record 7/12 Utara in Gujarat (AnyRoR and e-Dhara)
Gujarat state government scheme
Land Record 7/12 Utara in Gujarat is the Record of Rights kept by the Revenue Department and published on the AnyRoR portal at anyror.gujarat.gov.in. Gujarat lets any citizen view rural Village Form 7/12 and 8-A and urban property cards free with no login, and issues a digitally signed RoR through the same portal, typically for a nominal per-form fee, with e-Dhara Kendras at taluka level for corrections.
What is the 7/12 utara and who issues it in Gujarat?
The 7/12 utara: saatbara or satbara utara; is Gujarat's Record of Rights for agricultural and rural land. It is a combined print of two village forms kept by the Revenue Department, Government of Gujarat: Village Form 7, which records the survey or block number, the area, the tenure and the names holding rights, and Village Form 12, which records the crop grown, the irrigation source and the cultivation season by season. Together they answer the two questions that matter about a farm plot, who holds it and what is being grown on it.
Gujarat also maintains Village Form 8-A, the khata extract that lists every survey number held under one khata, and Village Form 6, the register of mutation entries or nondh. For urban land inside a city survey area, the equivalent document is the property card issued by the City Survey office rather than a 7/12.
The Revenue Department publishes all of these on AnyRoR: Any Records of Rights Anywhere: at anyror.gujarat.gov.in. AnyRoR is the only official Gujarat land record portal. The department's own note on the portal states that the information provided online is updated and no physical visit is required for it, and directs users to the respective office only for additional information.
The office behind the record is the e-Dhara Kendra, the computerised land record centre in each Taluka Mamlatdar office. e-Dhara is where a mutation is entered, a correction is made and a certified counter copy is issued.
Who can get a Gujarat land record extract?
Gujarat treats the 7/12 as a public record. Anyone, the owner, a prospective buyer, a lawyer, a bank officer, a journalist, can view rural land records, urban records, property search results and mutation details on AnyRoR without registering, logging in or paying. There is no eligibility test at all for the free view.
For a digitally signed RoR, the portal runs an authenticated request flow with a mobile OTP, and the copy issued carries the Revenue Department's e-sign and e-seal.
You cannot use AnyRoR to:
- Change anything. Viewing and correcting are separate. A wrong name, a stale area, a missing heir or a sale not yet reflected must be taken to the e-Dhara Kendra as a mutation or correction application.
- Read records for land outside Gujarat, or for a survey number in a village whose records have not been fully migrated.
- Substitute for a Sub-Registrar search. Registered documents live in the registration system at garvi.gujarat.gov.in, not on AnyRoR.
- Obtain non-agricultural (NA) permission or premium calculations. Those run through the separate iORA portal at iora.gujarat.gov.in.
Note also that Gujarat restricts who may buy agricultural land. The agriculturist requirement under the Gujarat Tenancy and Agricultural Lands Act is a purchase restriction, not a restriction on reading the record. Anybody may read a 7/12; not everybody may buy the land it describes.
What do I need to pull a Gujarat 7/12?
For the free online view you need only:
- District, taluka and village of the plot.
- Survey number or block number, or alternatively the khata number, the owner's name, or a nondh number.
- The captcha shown on screen.
For a digitally signed RoR add a mobile number for the OTP and the online payment. For anything at the e-Dhara counter, a correction, a varsai (inheritance) mutation, a partition entry, bring identity proof, the registered deed or death certificate and heirship papers as applicable, and the existing 7/12 print.
What does a Gujarat land record cost?
Viewing the 7/12, 8-A, property card and mutation details on AnyRoR is free. There is no login and no charge.
The digitally signed RoR is a paid service on the same portal, charged per village form copy. Gujarat's fee for a digitally signed copy is nominal: widely reported as around Rs 15 per form, but the exact amount is set by the Revenue Department and is displayed on the payment screen at the time of the request. Take the figure the portal shows you as authoritative and treat any figure quoted elsewhere, including this guide, as indicative.
Counter copies at the e-Dhara Kendra are charged at the office's published rate.
Pay only what AnyRoR or the e-Dhara counter charges. No agent, no mobile app and no lookalike website is entitled to a fee for a document the Government of Gujarat publishes free. If someone is charging you Rs 200 or Rs 500 for a 7/12, they are charging you for three minutes of typing.
How to get a Gujarat 7/12 utara online — step by step
- Open the official portal. Go to anyror.gujarat.gov.in. Check the address bar: only anyror.gujarat.gov.in is the Revenue Department's site.
- Choose rural or urban. Select "View Land Record - Rural" for agricultural and village land, or "View Land Record - Urban" for land inside a city survey area.
- Pick the record type. For rural land, choose the form you need: VF-7 for the survey-number-wise record of rights, VF-8A for the khata-wise holding, VF-6 for the mutation register, or the combined 7/12 view. For urban land, choose the property card option.
- Select the location. Choose District, then Taluka, then Village from the drop-downs. For urban records, choose the district, the City Survey office, and the ward.
- Enter the identifier. Type the survey or block number. If you do not have it, switch the search mode to khata number, owner name or nondh number.
- Enter the captcha and get the record. The screen returns the 7/12 with the owner names, area, tenure, crop entries and the outstanding rights and charges. Print or save it, this free copy is informational.
- For an official copy, use "Digitally Signed RoR". Go back to the AnyRoR home page and choose the Digitally Signed RoR option, register or log in with your mobile number and OTP, add the village form you want to your request, pay online, and download the e-signed, e-sealed PDF. That signed PDF is the copy to give a bank or a court.
How to get a Gujarat land record offline?
- Go to the e-Dhara Kendra inside the Taluka Mamlatdar office for the taluka where the land lies, or the City Survey office for urban property.
- Fill the request slip with district, taluka, village and survey or block number, or the city survey ward and property number.
- Pay the counter fee and collect the certified copy: in most talukas the same day, because the record is already computerised.
- Where the record needs to be changed rather than copied, file the mutation or correction application here instead, with the registered deed, death certificate and heirship documents, or the partition deed as applicable. e-Dhara enters the mutation as a new nondh, issues notices to interested parties, and the Mamlatdar certifies it before the 7/12 changes.
How do I check the status of a Gujarat mutation?
Because the 7/12 only changes after a nondh is certified, the practical status check after a sale or inheritance is the mutation entry lookup on AnyRoR; search VF-6 or the "Nondh" option for your village and survey number and see whether your entry appears and whether it is shown as certified. The e-Dhara Kendra that filed it will also tell you which stage the notice period has reached. For non-agricultural permission files, the status route is the iORA portal at iora.gujarat.gov.in, not AnyRoR.
How long is a Gujarat 7/12 valid?
A 7/12 utara has no printed expiry, but it describes the register as on the date of the extract. Banks sanctioning a crop or property loan, and buyers doing due diligence, normally insist on an extract not older than 30 to 90 days, because any nondh certified after your print date would not be on it. When a transaction is running, re-pull the 7/12 immediately before signing.
Why does a Gujarat land record search fail or an entry look wrong?
- Wrong survey number or a survey number that has been sub-divided; after a partition the parent survey number may return nothing and the sub-division numbers carry the entries.
- Village or taluka boundaries redrawn, leaving the plot under a different taluka than the one you remember.
- Name spelt differently in the register from the spelling on your Aadhaar or deed: Gujarati transliteration is the usual culprit in a name search.
- Mutation not yet certified, the sale is registered but the nondh is still under notice, so the old owner's name still shows.
- Urban land searched as rural: property inside a city survey area has a property card, not a 7/12, and will not appear under the rural option.
- Records not migrated for the village, in which case only the manual register at the Mamlatdar office holds the entry.
Where do I complain about a Gujarat land record?
For a factual error, wrong name, wrong area, an heir missing, a discharged mortgage still showing, the remedy is an application to the Mamlatdar through the e-Dhara Kendra, with an appeal to the Prant Officer or Deputy Collector and further to the Collector under the revenue hierarchy. This is a quasi-judicial route: the record is changed by an order, not by a helpdesk.
For a portal problem, a page erroring out, a payment debited without a download, a signed PDF not generating, use the contact route on anyror.gujarat.gov.in and the Revenue Department's site at revenuedepartment.gujarat.gov.in. AnyRoR does not publish a citizen helpline number on its land record pages, so the taluka e-Dhara Kendra remains the most reliable point of contact when the online route fails.
Common reasons a Gujarat mutation or correction application is rejected
Viewing a 7/12 on AnyRoR cannot be "rejected", it either returns a record or it does not. What does get rejected, deferred or sent back for resubmission is a mutation entry (nondh) or a correction application filed at the e-Dhara Kendra. The reasons are specific to how a nondh is processed, not generic paperwork advice.
Objection filed during the notice period. Once a nondh is entered, e-Dhara issues notice to co-owners, neighbouring khatedars and other interested parties before the Talati or Mamlatdar certifies it. If any of them files an objection within that window, disputing the sale, the share or the heirship claimed, the entry is put on hold and referred for a hearing instead of being certified. Fix: resolve the dispute first, through a settlement, a civil court decree or a revenue appeal, and refile the mutation once the objection is withdrawn or decided.
Registered deed does not match the 7/12 particulars. If the survey number, area or seller's name in the sale deed registered at the Sub-Registrar's office (garvi.gujarat.gov.in) does not tally with what the current 7/12 shows, e-Dhara will not certify the mutation until the mismatch is explained or the deed is corrected. Fix: get a rectification deed registered for the discrepancy before resubmitting.
Missing or incomplete heirship proof in a varsai mutation. An inheritance mutation filed with only a death certificate, and no legal heir certificate, no no-objection from other heirs, or no partition arrangement where the land is being split, is typically returned incomplete rather than certified. Fix: attach the legal heir certificate from the competent revenue authority and a signed no-objection or consent from every co-heir named in it.
Land under litigation or a pending revenue case. If the survey number is already flagged under a civil suit, a land ceiling proceeding, a tenancy dispute or an earlier unresolved mutation, a fresh mutation on top of it is generally rejected until the underlying case is disposed of. Fix: check the VF-6 mutation register and any pending-litigation remark on the 7/12 before filing, and wait for the case outcome.
Land restricted from transfer. Government-granted tenancy land (new tenure), land under the Gujarat Tenancy and Agricultural Lands Act's restricted classes, or land where the buyer does not meet the agriculturist requirement for agricultural land, cannot be mutated in the buyer's name even if a sale deed was executed. Fix: verify the tenure type and buyer eligibility with the Mamlatdar before the sale is registered, not after.
Non-agricultural land mutation filed without NA permission. Where land has been put to non-agricultural use but the NA permission from the iORA portal has not been obtained or is still pending, e-Dhara will not update the 7/12 to reflect the changed use or the resulting property card. Fix: complete the NA permission and premium payment on iora.gujarat.gov.in first, then apply for the mutation.
Application filed at the wrong e-Dhara Kendra. A mutation must be filed at the Taluka Mamlatdar office where the land physically lies. An application submitted at the taluka office of the applicant's residence, when that differs from the land's taluka, is not entertained there. Fix: confirm the correct taluka and village jurisdiction from the 7/12 itself before filing.

Frequently asked questions
Is Gujarat 7/12 Utara available free online?
Yes, viewing rural and urban land records on anyror.gujarat.gov.in is free and needs no login — only a captcha. The Revenue Department's own note on the portal says the information is updated and no physical visit is required for it.
What is the official website for Gujarat land records?
The only official Gujarat land record portal is anyror.gujarat.gov.in, run by the Revenue Department, Government of Gujarat. Sites and apps with similar names such as anyror.org or anyror.info are not government properties.
What is the difference between the free 7/12 view and a digitally signed RoR?
The free view is an unsigned informational copy, while the digitally signed RoR is e-signed and e-sealed by the Revenue Department and is the version banks, courts and offices accept as an official copy. Both are issued from anyror.gujarat.gov.in.
What is Village Form 7, 12 and 8-A in Gujarat?
Village Form 7 records the survey number, area, tenure and the owner's rights, Village Form 12 records crop and cultivation details season by season, and Village Form 8-A is the khata extract listing every survey number held by one khatedar. The combined VF7 and VF12 print is what people call the 7/12 utara.
What is a nondh number on a Gujarat 7/12?
A nondh is a mutation entry number recording a change of rights — a sale, inheritance, mortgage, partition or charge — on the survey number. AnyRoR lets you look up the mutation details by nondh number, which is the fastest way to trace how ownership moved.
How do I get an urban property card in Gujarat?
Choose the urban land record option on anyror.gujarat.gov.in and select district, city survey office, ward and survey or property number. Gujarat also offers a digitally sealed property card copy through the same portal, with the City Survey office as the issuing authority.
What do I do if the Gujarat 7/12 shows the wrong name or area?
Visit the e-Dhara Kendra at the Taluka Mamlatdar office with the registered deed and the printed 7/12 and file for correction or mutation. The AnyRoR portal only displays what the register holds; only the Mamlatdar and e-Dhara Kendra can change the entry.
Can a Gujarat 7/12 utara be used as proof of ownership?
A 7/12 utara is evidence of the revenue record entry, not a conclusive title document. Read it together with the registered sale deed, the nondh history and a search at the Sub-Registrar office before buying land in Gujarat.
