What is Kutirjyoti Yojana in Gujarat?

Kutirjyoti Yojana. The name means roughly the "light for the hut" scheme: is the arrangement under which a Scheduled Tribe household in a tribal area of Gujarat receives a domestic electricity connection free of cost. The family does not pay the connection charge and service-line cost that a household would otherwise have to bear to get a meter installed.

The problem the scheme addresses is specific. In Gujarat's tribal talukas the distribution network often already runs past a hamlet, but individual houses stay unconnected because the one-time cost of the service line and meter is more than a family can put together at once. The result is a house within sight of a line and still using kerosene. Kutirjyoti-type assistance removes that one-time cost so the household can be connected.

Which department runs it. The Tribal Development Department, Government of Gujarat is the department responsible for tribal household electrification in the state, working with the area electricity distribution company for each district. The department's flagship umbrella programme, Vanbandhu Kalyan Yojana, launched on 27 February 2007 and described by the department as the Chief Minister's 10-Point Programme for tribal development, carries "Universal Electrification" as point 8 of its ten points, and the department states this includes solar alternatives for remote areas where a grid connection is impractical. Household connection schemes for tribal families sit inside that electrification commitment.

Gujarat funds tribal-area work of this kind through the Tribal Area Sub-Plan (TASP), the budgeting mechanism introduced nationally in 1974. The Tribal Development Department states that Gujarat allocates 14.8% of its budget to tribal areas, matching the state's Scheduled Tribe population share.

Who is eligible for Kutirjyoti Yojana?

A household can be considered if:

• The household belongs to a Scheduled Tribe notified in Gujarat and can produce an ST certificate from the competent revenue authority.
• The house is located in a tribal area of Gujarat covered by the department's tribal-area programmes.
• The premises does not already have an electricity connection. The scheme is for first-time connection, not for a second meter or a load upgrade.
• The household can show residence and occupancy of the premises to be connected.

A household is not eligible and cannot apply if:

• The household is not Scheduled Tribe. Non-tribal families in the same village are outside this particular scheme, and should approach the electricity distribution company or the corresponding welfare department for other connection assistance.
• The house is outside the tribal areas the department covers.
• The premises is already electrified. An existing connection, even in another family member's name, generally removes the claim.
• The application is for a commercial or agricultural connection. This is a domestic single-point household connection.

Some talukas additionally apply a poverty or income filter and ask for a BPL card or income certificate. Whether that filter applies in your taluka is a question for the taluka Tribal Development office, and it is worth asking before you assemble documents.

What documents are required?

How to apply for Kutirjyoti Yojana

Kutirjyoti Yojana is handled offline through the taluka, and there is no single statewide online application form for it.

1. Go to the taluka Tribal Development office, or the office of the District Project Officer / Assistant Commissioner (Tribal Development) for your district, and ask whether household electrification assistance is currently being sanctioned for your village in this financial year. This first question matters, because tribal-area schemes are sanctioned village by village against an annual TASP allocation.
2. Collect the application form and the taluka's current document checklist. Ask specifically whether a BPL card or income certificate is being required this year.
3. Attach the documents — ST certificate, residence proof, Aadhaar, and the ownership or occupancy paper for the house, and submit the form at the taluka office. Ask for an acknowledgement with a reference number.
4. Follow up with the area electricity distribution company. The Tribal Development office sanctions the assistance, but the distribution company for your district lays the service line, installs the meter and energises the connection. Both offices have to act before the light comes on.
5. Check the meter and the first bill once energised, and confirm the connection is registered in the correct name at the correct address.

If the village is not currently sanctioned, ask the taluka office to record your household's name, so it is on the list when the next allocation is made.

How to check the status of an application

Status for this scheme is tracked in person. Keep the acknowledgement reference from the taluka office and follow up there first, then at the District Project Officer / Assistant Commissioner (Tribal Development) office, which holds the district allocation and the sanction list. For the physical connection work itself, the correct office is the sub-division office of your area's electricity distribution company.

Common reasons a connection does not happen

• The village is not in this year's sanctioned list. This is the most common reason and is not a fault in the application.
• Caste certificate defect; issued to a different family member, or by an authority not competent to issue ST certificates in Gujarat.
• Ownership or occupancy of the premises is unclear, which stops the distribution company from raising a connection in anyone's name.
• The premises already has a connection on record, sometimes an old one in a relative's name that the family has forgotten about.
• The hamlet has no distribution network within reach, in which case the relevant route is the network extension or the solar option that the department's electrification point covers, not a service line.
