What is the Kisan Suryoday Yojana?
Kisan Suryoday Yojana (KSY) is a scheme of the Energy and Petrochemicals Department, Government of Gujarat, launched in 2020-21. Its purpose is narrow and concrete: supply agricultural electricity during the day rather than at night, on a window running from 5:00 am to 9:00 pm.
To understand why this is a benefit at all, it helps to know the problem. For decades, agricultural feeders in Gujarat and much of India carried power to farm pumps largely at night, because that was when the system had spare capacity. A farmer irrigating a field therefore had to be out at two in the morning to switch on a pump, in the dark, in the cold, and often in the company of snakes and wildlife. Kisan Suryoday Yojana moves that supply into daylight hours.
Kisan Suryoday Yojana is not a cash transfer, not a subsidy on the electricity bill, and not a pump or solar-panel grant. The Energy and Petrochemicals Department describes it as an initiative to "provide agricultural electricity during the day to meet the demand of farmers" while maximising the use of solar energy. The benefit a farmer receives is when the power arrives, not a payment.
The scheme is written in Gujarati records as Kisan Suryoday Yojana, and is routinely abbreviated KSY in state energy department material.
What does a farmer actually get?
- Daytime electricity supply for agricultural activities, from 5:00 am to 9:00 pm, a sixteen-hour daylight window covering the whole practical working day on a farm.
- Sustainable energy sourcing. The scheme promotes the use of solar and non-conventional energy sources, reducing dependence on conventional power.
Two practical consequences follow from the daytime window. First, irrigation can be planned as part of the ordinary working day, which reduces the safety risk of night-time field work and makes it possible for a farmer to actually watch water reach the far end of a field. Second, because the supply is aligned with solar generation, the power drawn during those hours comes increasingly from renewables rather than from thermal plants.
Who is eligible for Kisan Suryoday Yojana?
A farmer qualifies if:
- The applicant is a resident of Gujarat.
- The applicant is a farmer or is engaged in agricultural activities.
- The applicant's land is served by an agricultural electricity connection. The delivery mechanism for the scheme is the agricultural feeder.
A person is not eligible if:
- The applicant is not a resident of Gujarat. The scheme is a state initiative funded and operated through Gujarat's own distribution companies.
- The connection is a non-agricultural connection. Domestic, commercial and industrial consumers cannot apply for a Kisan Suryoday agricultural supply window; their supply arrangements are governed separately.
- There is no agricultural connection at all for the land. A farmer without an existing connection must first obtain an agricultural connection from the distribution company; the KSY daytime window then follows when that area's feeder is converted.
There is no published income limit and no published landholding ceiling for the scheme. Eligibility turns on being a Gujarat farmer with an agricultural connection, not on the size of the holding.
An important qualification: the rollout is phased, aligned with the operationalisation of solar and alternative energy generation plants. A farmer who is eligible on paper may still be in an area that has not yet been converted to daytime supply. That is a sequencing matter rather than a rejection, and the distribution company is the right place to ask when your feeder is scheduled.

Take the consumer number from your latest electricity bill even though it is not in the formal list. The consumer number identifies which feeder serves your land, and it is the fastest way for a DISCOM office to tell you where your area sits in the conversion schedule.
How to apply for Kisan Suryoday Yojana
- Visit the nearest electricity board office, that is the office of the distribution company serving your area.
- Obtain the application form for the Kisan Suryoday Yojana at that office.
- Fill out the form with accurate details and attach the required documents: identity proof, proof of land ownership and recent passport-size photographs.
- Submit the application at the designated office, and take an acknowledgement with a reference number.
- Await verification. On verification you will receive updates on the approval status and on the power connection schedule for your area.
There is no fee for the application under the scheme. Any charges relating to a new agricultural connection itself are the distribution company's standard connection charges and are separate from KSY.
How to check the status of your application
- Return to the electricity board office where the application was submitted, quoting the acknowledgement or reference number.
- Ask specifically about the feeder conversion schedule for your area rather than only about your individual file. Because KSY works feeder by feeder, the answer that matters is when your feeder moves to the daytime window.
- Escalate to the divisional office of your distribution company if the sub-divisional office cannot give a schedule.
- Consult the Energy and Petrochemicals Department page for the scheme at guj-epd.gujarat.gov.in for state-level updates on phases.
Common reasons an application does not lead to daytime supply
- The feeder has not yet been converted. This is the most common situation and is not a rejection. Phased implementation is built into the scheme design.
- No agricultural connection exists for the land. Apply for the connection first; the daytime window is an attribute of the connection, not a separate service.
- Land ownership record does not match the applicant. Where land is in a parent's or a joint name, the revenue record and the identity proof must be reconcilable, otherwise verification stalls.
- Applying as a non-agricultural consumer. KSY covers agricultural supply only.
- Incomplete form or missing photographs at submission, which sends the file back before verification begins.
