What is Kisan Parivahan Yojana?

Kisan Parivahan Yojana is a subsidy scheme of the Agriculture, Farmers Welfare and Co-operation Department, Government of Gujarat, introduced from 2020-21 as a fully state-funded programme. Kisan Parivahan Yojana helps a farmer buy a medium goods carriage vehicle so that produce can be moved from the field to the APMC yard, mandi or buyer without depending on hired transport.

The problem the scheme addresses is a specific one. A farmer with two or three acres of vegetables or fruit often loses a meaningful share of value simply because the produce sits in the field waiting for a hired tempo, or because the transporter's rate eats the margin on a small load. Kisan Parivahan Yojana — written in Gujarati as Kisan Parivahan Yojana, and listed on iKhedut under the agriculture schemes menu — funds part of the cost of the farmer's own vehicle in the 600 kg to 1,500 kg class.

Two things about this table trip people up. First, the farmer receives whichever is lower — the percentage or the cap. On a vehicle costing Rs 4,00,000, a small farmer's 35 per cent works out to Rs 1,40,000, so the Rs 75,000 cap applies. On a vehicle costing Rs 1,80,000, the same farmer gets 35 per cent, or Rs 63,000, because that is below the cap. Second, the higher rate is a category entitlement — a general-category farmer with a large holding cannot reach Rs 75,000 by buying a more expensive vehicle.

The scheme also carries a minimum retention period, commonly stated as five years, during which the subsidised vehicle must be kept and used. Selling the vehicle inside that period exposes the beneficiary to recovery of the subsidy.

Who is eligible for Kisan Parivahan Yojana?

You can apply if:

  • You are a permanent resident of Gujarat.
  • You are a farmer by occupation with agricultural land recorded in your own name, evidenced by the 7/12 and 8-A extracts.
  • You intend to buy a new goods carriage vehicle of 600 kg to 1,500 kg capacity from an authorised dealer.
  • You hold a bank account in your own name for the subsidy transfer.

You cannot apply if:

  • You have no agricultural land record in your name. Tenant cultivators, sharecroppers and agricultural labourers are not eligible under this scheme, because the 7/12 extract is a mandatory document.
  • You are not a resident of Gujarat, or the land lies outside the state.
  • You want a vehicle outside the 600-1,500 kg band — a small two-wheeler loader below 600 kg or a heavy truck above 1,500 kg does not qualify.
  • You are buying second-hand or from a private seller rather than an authorised dealer.
  • You have already drawn the benefit and are inside the retention period for a previously subsidised vehicle.

A caste certificate is needed only if you are claiming the SC or ST rate. Small and marginal status is judged from the land record, and woman-farmer status from the name on the 7/12 extract — which is why land held jointly or in a husband's name sometimes costs a woman applicant the higher rate.

How to apply for Kisan Parivahan Yojana

  1. Open the iKhedut portal at ikhedut.gujarat.gov.in during the application window notified for the financial year.
  2. Select Schemes (Yojanao), then Agriculture Schemes, and find Kisan Parivahan Yojana in the list.
  3. Choose whether you are a registered applicant, in which case you enter your registration number and mobile, or a new applicant, in which case you register first with your Aadhaar and mobile number.
  4. Fill in the application form — personal details, land survey number, category, bank account details and the vehicle you intend to buy.
  5. Upload the scanned documents: Aadhaar, 7/12 and 8-A, bank passbook, dealer quotation, caste certificate if applicable, and photograph.
  6. Confirm the application. An unconfirmed application is not counted, and confirmation cannot be undone, so check every field before you click it.
  7. Print the confirmed application, sign it or put your thumb impression on it, and either upload the signed scan on the portal or submit the printout with photocopies of all documents at your taluka agriculture office within the deadline shown on the portal.
  8. Wait for the pre-approval order before you pay the dealer, then buy the vehicle from the authorised dealer and submit the invoice and RC book for verification.

How to apply offline or with help

Kisan Parivahan Yojana has no purely offline route — the application must originate on iKhedut. Farmers who cannot use the portal themselves have three practical options:

  1. Go to a Village Computer Entrepreneur (VCE) at the gram panchayat e-Gram centre and have the online form filled there.
  2. Use a Common Service Centre or an authorised cyber café, then collect the printout.
  3. Ask the Village Level Extension Worker or the taluka agriculture office for assistance during the application window.

Nobody is authorised to charge you a fee for "getting the subsidy sanctioned". A small government-notified charge for data entry at an e-Gram centre is a different thing from a commission on the subsidy.

How to check your Kisan Parivahan application status

  1. Open ikhedut.gujarat.gov.in and select Application Status.
  2. Enter the application or reference number printed on your confirmation and your registered mobile number.
  3. The screen shows whether the application is pending, pre-approved, rejected or sanctioned for payment.
  4. If the status has not moved for several weeks after the window closes, follow up in person at the taluka agriculture office, carrying your printed application.

Land records can be verified independently at anyror.gujarat.gov.in, which is useful when the portal flags a mismatch between the survey number you entered and the revenue record.

Why Kisan Parivahan applications get rejected

  • Target exhausted. The scheme runs against a district-wise annual target on a first-come, first-served basis. A perfectly valid application filed late can be held over.
  • Application confirmed but printout never submitted at the taluka office. This is the most avoidable rejection of all.
  • Land record not in the applicant's name, or the survey number entered does not match the 7/12 extract.
  • Bank account name mismatch — a maiden name on the passbook against a married name on Aadhaar will stop the transfer.
  • Vehicle outside the 600-1,500 kg band, or bought from an unauthorised seller.
  • Purchase made before sanction, where the year's conditions require pre-approval.
  • Caste certificate missing while the higher SC/ST rate is claimed, which usually results in the application being processed at the lower rate rather than rejected outright.
