Sugarcane sits at the centre of the rural economy in Gujarat's eastern tribal belt. The Bharuch, Narmada, Tapi, Surat, Navsari, Valsad and Dang stretch; where co-operative sugar factories buy the cane and provide much of the seasonal cash flow. Scheduled Tribe growers in that belt typically farm small plots, have limited working capital for seed cane and fertiliser, and therefore plant less area and harvest lower tonnage than the land can support. Who is eligible for the sugarcane incentive?
A farmer can apply if:
- The farmer belongs to a Scheduled Tribe and holds a valid ST caste certificate from the competent revenue authority.
- The farmer is a resident of Gujarat and cultivates land in a district covered by the Tribal Area Sub Plan.
- The sugarcane plot stands in the applicant's own name in the 7/12 and 8-A land records.
- The farmer has a bank account in their own name, seeded with Aadhaar, so the incentive can be credited by Direct Benefit Transfer.
- The application is made within the window notified for the crop year and before the district's area target is exhausted.
A farmer is not eligible if:
- The applicant is not a Scheduled Tribe farmer. Scheduled Caste growers must use the parallel scheme meant for them, and general-category growers are not covered by either.
- The land is outside the districts in which the scheme operates.
- The plot is not actually sown to sugarcane, since field verification is part of the sanction process.
- The applicant is a tenant or sharecropper without a land record in their own name, unless the district office accepts a specific alternative proof.
- The same area has already drawn the same incentive in the same crop year, or under another scheme for the same purpose.

How to apply for the sugarcane incentive
- Get the paperwork in order before the season. Obtain or renew your Scheduled Tribe caste certificate, take fresh 7/12 and 8-A extracts showing the plot, and confirm at your bank branch that the account is seeded with Aadhaar for DBT.
- Ask the taluka agriculture office when the window opens for the crop year, and whether applications this year are being taken offline at the office or online through ikhedut.gujarat.gov.in. The scheme is listed as an offline application, but Gujarat has been moving agriculture schemes onto iKhedut, so this is worth asking each year.
- Fill the application form with your name, village, survey number, area sown to sugarcane in hectares, caste certificate number and bank account details.
- Attach self-attested copies of the caste certificate, Aadhaar, land records and bank passbook, and submit the file at the taluka or district agriculture office. Collect the inward acknowledgement, this is the number you will quote for every follow-up.
- Allow the field verification. The village-level extension worker or agriculture assistant inspects the plot to confirm the sugarcane area claimed, and records it.
- Submit the yield evidence if a productivity incentive is being claimed, normally the supply receipt or weighment slip from the co-operative sugar factory to which the cane was delivered.
- Track the credit to your bank account after the sanction list for your district is approved.

Why applications get rejected
- Caste certificate expired, or issued by an authority not competent to issue it.
- Land record in a parent's or brother's name, so the applicant is not the recorded holder of the sugarcane plot.
- Area claimed larger than the area verified in the field inspection.
- Bank account not Aadhaar-seeded, so the DBT credit fails after sanction.
- Application filed after the district's area target was exhausted for the year.
- No supply or weighment evidence where a productivity slab is claimed.
A rejection for a document defect can normally be cured and the application refiled in the next window. A rejection because the verified area was smaller than the area claimed usually results in the incentive being scaled down rather than refused outright.

The scheme is one strand of the Tribal Area Sub Plan spending routed through the Agriculture, Farmers Welfare and Co-operation Department. Growers in the same districts also use the department's on-farm storage structure scheme for TASP farmers, its farm mechanisation and drip irrigation components on iKhedut, and the co-operative sugar factories' own seed cane and input arrangements. None of these is a substitute for the others, and a grower can normally plan for more than one in a season provided the same expenditure is not claimed twice.
