Non-Creamy-Layer (SEBC/OBC) Certificate in Gujarat
Gujarat state government scheme
The Non-Creamy Layer certificate in Gujarat is issued by the Mamlatdar to Socially and Educationally Backward Class families and is applied for on the Digital Gujarat portal or at a district Jan Seva Kendra. Gujarat uses its own printed proforma, known as Parishisht-4 for state purposes, and issues a separate central-government format for central posts and admissions.
What is the Non-Creamy Layer certificate in Gujarat?
The Non-Creamy Layer certificate in Gujarat is the Revenue Department's written finding that a family listed under the state's Socially and Educationally Backward Classes (SEBC) schedule falls below the income and status ceiling that separates the creamy layer from the rest of the backward classes. Gujarat's terminology differs from most states: what other states call OBC, Gujarat calls SEBC, and the two mean the same thing for reservation purposes.
Gujarat issues the certificate through the Mamlatdar, with applications handled at the Jan Seva Kendra inside the Mamlatdar or Collector's office and online through the Digital Gujarat citizen services portal. The Ahmedabad district administration's own service page for the certificate points citizens to the Digital Gujarat citizen service page and lists the Mamlatdar office at the Collectorate as the service location.
Gujarat also runs two distinct proformas, and this trips up more applicants than anything else in the state:
- Parishisht-4. The state's own Non-Creamy Layer proforma. The Admission Committee for Professional Courses (ACPC) publishes Parishisht-4 as the format candidates must produce for admission to professional courses in Gujarat.
- The central-government proforma. A separate certificate issued for central government posts, central-quota admissions and central scholarships.
A Parishisht-4 certificate does not substitute for the central format, and vice versa. If you are applying to both a state seat and a central recruitment, you need both certificates issued.
Who can and who cannot apply?
You can apply in Gujarat if you ordinarily reside in the state, your caste appears on Gujarat's SEBC list, and your family's income and status place it below the creamy-layer line.
You cannot apply if you do not already hold a caste certificate placing you in the SEBC schedule. The Non-Creamy Layer certificate sits on top of the caste certificate; it never replaces it. Get the caste certificate first from the Mamlatdar.
You are also not eligible if your family crosses the creamy-layer threshold. The exclusion is not purely about income. Children of constitutional post-holders, of Class I and Class II officers, and of families in certain professional and property categories are excluded regardless of the exact income figure, and salary income and agricultural income are counted differently from other income in the standard reckoning. Two families reporting the same headline total can land on opposite sides of the line for that reason.
Scheduled Caste and Scheduled Tribe applicants are outside this process entirely, the creamy-layer rule does not apply to them. And a certificate issued by another state gives no standing in Gujarat, because Gujarat's SEBC schedule is a state-specific list.
What documents does Gujarat ask for?
Gujarat revenue counters work from a fairly standard bundle for this certificate:
- The SEBC caste certificate already issued to you.
- Aadhaar card, which the Digital Gujarat form validates details against.
- Proof of residence in Gujarat; ration card, electricity or light bill, or voter ID.
- Income proof for the family β salary certificate with Form 16 for salaried parents, or the Mamlatdar's income certificate for others. This is the document the certificate actually turns on.
- School leaving certificate, which is standard supporting proof at Gujarat revenue counters and carries the caste entry.
- An affidavit or self-declaration covering both parents' occupations and posts, since no income document proves the status half of the creamy-layer test.
- A passport-size photograph for the upload step.
Digital Gujarat enforces its own file-format and size rules at the upload stage, and it rejects scans that exceed them, so scan in colour and compress before you start.
How to apply for a Gujarat Non-Creamy Layer certificate online
- Register on Digital Gujarat. Open digitalgujarat.gov.in, create a citizen account with your mobile number and email, and verify the OTP. Registration is free.
- Open Citizen Services and select the certificate. From the citizen services list, choose the Non-Creamy Layer certificate service and pick the correct proforma. The state Parishisht-4 format or the central-government format, for the purpose you need it for.
- Fill the application form. Enter your name and parentage exactly as they appear on Aadhaar and on the caste certificate, the caste and its SEBC entry, both parents' occupations and posts, and the family's annual income for the relevant financial years.
- Upload the documents. Attach the caste certificate, identity and residence proof, income proof, school leaving certificate and affidavit within the size limits the upload screen states.
- Pay the fee shown on the payment screen and submit.
- Note the application reference number on the acknowledgement. You need it to track the file and to download the signed certificate.
How to apply at a Jan Seva Kendra
- Visit the Jan Seva Kendra at the Mamlatdar or Collector's office in your taluka with originals and photocopies of every document listed above.
- Fill the Non-Creamy Layer application form at the counter, stating clearly whether you need the state Parishisht-4 format or the central format.
- Submit the affidavit on the required stamp paper along with the income proof, and pay the counter fee.
- Collect the acknowledgement with the reference number, and collect the signed certificate from the same counter or download it from Digital Gujarat once issued.
How do you check your application status?
Log in to digitalgujarat.gov.in and open the application status screen with your reference number. The file moves through counter scrutiny, the Talati's or Circle Inspector's local verification of income and residence, and the Mamlatdar's approval. Approved certificates are digitally signed and downloadable from the same login, and Gujarat also pushes issued documents into DigiLocker for many services. The Jan Seva Kendra helpline number published on the Ahmedabad Collectorate service page is 1800 233 5500.
How long is it valid, and when should you reapply?
Because the certificate records an income and status finding rather than an unchanging fact about caste, it is not a once-for-life document the way a caste certificate is. Central recruitments generally require the certificate to relate to a recent financial year, and Gujarat's own admission committees publish the acceptable issue window in each year's admission rules. The safe rule for a Gujarat applicant is to reapply before an admission or recruitment cycle rather than to submit an old certificate and argue about it at document verification, where there is no time to fix anything.
Why are Gujarat Non-Creamy Layer applications rejected?
- The wrong proforma was applied for, Parishisht-4 submitted where the central format was demanded, or the reverse.
- The caste certificate is missing, or the caste entry on it does not match Gujarat's SEBC schedule.
- Income proof covers the wrong financial years, or a salary certificate is filed without Form 16.
- The declared income conflicts with an income certificate already on the tehsil record.
- A parent holds a post in the excluded list, which the affidavit failed to disclose.
- Names or spellings differ between Aadhaar, the school leaving certificate and the caste certificate.
- Uploaded scans exceed Digital Gujarat's size limits or are unreadable.
What does it cost, and what about agents?
The Gujarat Non-Creamy Layer certificate is issued at the government fee displayed on the Digital Gujarat payment screen or charged at the Jan Seva Kendra counter, and nothing more. No clerk, tout or "consultant" outside that counter has any role in the Mamlatdar's decision, and no payment shortens the local verification the Talati has to complete. Keep the receipt the portal or the counter generates, use the Jan Seva Kendra helpline on 1800 233 5500 if a file stalls, and escalate to the Collector's grievance cell if anyone asks you for money beyond the notified fee.

Frequently asked questions
Who issues the Non-Creamy Layer certificate in Gujarat?
The Mamlatdar issues the Non-Creamy Layer certificate in Gujarat, and the application is handled at the Jan Seva Kendra in the Mamlatdar or Collector's office, with the online route running through Digital Gujarat. District administration pages, including Ahmedabad's, list the Mamlatdar office as the service location for the certificate.
What is Parishisht-4 in Gujarat?
Parishisht-4 is the printed Non-Creamy Layer certificate proforma Gujarat uses for state purposes, and the Admission Committee for Professional Courses publishes it as the format candidates must submit for admission to professional courses. A separate central-government proforma is issued for central posts and central-quota admissions.
Is a Gujarat SEBC certificate the same as an OBC certificate?
Gujarat calls its backward-class list Socially and Educationally Backward Classes (SEBC), which corresponds to what most other states and the central government call OBC. The Non-Creamy Layer certificate is the additional document confirming your SEBC family is below the creamy-layer ceiling.
Can I apply for the Gujarat Non-Creamy Layer certificate online?
Yes, you can apply on the Digital Gujarat citizen services portal after registering, and the issued certificate is available for download from your login. The Jan Seva Kendra counter route remains open for anyone who cannot scan documents.
Do SC and ST candidates in Gujarat need this certificate?
No, SC and ST candidates do not need a Non-Creamy Layer certificate, because the creamy-layer rule applies only to backward classes. Gujarat's SC and ST candidates use their caste certificate directly.
How long is the Gujarat Non-Creamy Layer certificate valid?
Treat it as a periodically renewed income-based document rather than a permanent one, and check the vintage the specific admission or recruitment notification demands. Central recruiters generally insist the certificate relate to a recent financial year, and Gujarat's admission committees publish their own cut-off each admission cycle.
What does the Gujarat certificate cost?
You pay only the government fee shown on the Digital Gujarat payment screen or at the Jan Seva Kendra counter. No agent, tout or middleman has any standing in the process, and the Mamlatdar's office issues the certificate on the file, not on a payment.
How do I track my Digital Gujarat application?
Log in to digitalgujarat.gov.in and open the application status page using the application reference number generated at submission. Approved certificates are downloadable from the same login.
