What is Assistance for Skill Development for Gujarat startups?

Assistance for Skill Development is one component of the Scheme for assistance for Start Ups/ Innovation, the startup support package of the Industries Commissionerate, Industries and Mines Department, Government of Gujarat. Under it, a startup that has been approved under the state's startup scheme can be reimbursed up to Rs 1 lakh for training that improves the founding team's soft skills.

The rationale is set out in the Gujarat Industrial Policy 2020 document itself: "In order to train the startups to compete at global level, startups can avail reimbursement upto INR 1 lakh per startup for trainings in soft skills." The state had observed that Gujarat founders were technically strong but often lost ground in pitching, negotiation, marketing and financial planning, and this component pays for that gap to be closed.

The scheme is delivered through the Gujarat Startup Cell and a network of nodal institutions, universities, education institutions, incubation centres, public sector undertakings, R&D institutions and approved private establishments, that screen ideas, mentor founders and recommend startups for approval. Where does skill development sit among the other startup benefits?

Skill development is a small line in a larger package. According to the Gujarat Industrial Policy 2020, an approved startup can access:

Skill development is therefore best understood as an add-on that an already approved startup claims, not a standalone grant that a founder applies for from scratch.

Who is eligible for skill development assistance?

A startup qualifies if:

• The startup has been approved under the Gujarat Scheme for assistance for Start Ups/ Innovation, on the recommendation of an approved nodal institution.
• The founder or founding team has an innovative idea, concept, product or process that the nodal institution's screening committee has cleared.
• The training in question is in soft skills and related management, marketing or financial competencies.
• The fee has actually been paid and the training completed, with receipts and a completion certificate available.
• The claim is made within the operative period of the scheme.

Individuals and groups of individuals are eligible to be treated as startups under this scheme, which is unusual. The state does not insist on incorporation at the idea stage. Approved startups are, however, expected to register as a company or under the MSME framework before drawing later-stage benefits.

The following are not eligible or cannot apply:

• Startups that have not been approved by the Gujarat Startup Cell cannot apply. There is no direct route from an untested idea to a training reimbursement.
• Founders seeking degree or diploma course fees, which is not what a soft skill training reimbursement covers.
• Startups claiming travel, accommodation or entertainment costs attached to a training programme; the related acceleration component of the scheme expressly excludes travel and accommodation, and the same logic is applied here.
• Startups claiming more than Rs 1 lakh in total across founders, the ceiling is per startup.
• Claims for training paid for and completed outside the operative period of the scheme.
• Startups that have already been reimbursed for the same training under another central or state scheme.

What documents are required?

How to apply for skill development assistance

1. Approach an approved nodal institution, a university, incubation centre, R&D institution or approved private establishment listed by the Industries Commissionerate — and present the innovative idea or product.
2. Get the startup registered and recommended. The nodal institution's screening committee evaluates the idea and recommends viable proposals to the state committee for approval as a startup under the scheme.
3. Register on the Startup Gujarat portal at startup.gujarat.gov.in and complete the startup profile with the approval reference.
4. Choose the training programme and get the nodal institution to forward the proposal with the brochure, duration and fee, before spending, so that eligibility is not in doubt later.
5. Pay the training fee through the bank and complete the programme, keeping the invoice, receipt and completion certificate.
6. File the reimbursement claim on the Startup Gujarat portal with the fee receipt, bank statement, completion certificate and bank details, routed through the nodal institution.
7. Answer any queries raised by the Gujarat Startup Cell, and collect the sanction. The amount is credited to the startup's bank account.

How to check the status of a claim

Claims filed on the Startup Gujarat portal appear on the startup's dashboard with a status against each application. Because every claim under this scheme travels through a nodal institution, the fastest way to find out where a file is stuck is usually to ask the mentoring institution, which holds the correspondence with the Gujarat Startup Cell. Common reasons a claim is reduced or rejected

• No prior startup approval. The single most common failure. The training was done before the startup was recommended and approved.
• Training not booked through or intimated to the nodal institution, so the Cell has no record of the proposal.
• No payment trail. A cash-paid fee with only a handwritten receipt rarely survives scrutiny.
• Ceiling exceeded. Anything beyond Rs 1 lakh per startup is trimmed.
• Travel and stay costs bundled into the fee invoice. Ask the provider to invoice the tuition component separately.
• Duplicate claim for training already funded under a central startup scheme or an incubator grant.
• Claim made after the operative period of the notified scheme.

Key dates and current status

• 7 August 2020; start of the five-year Scheme for assistance for Start Ups/ Innovation notified under Gujarat Industrial Policy 2020, which introduced the Rs 1 lakh soft skill reimbursement, the Rs 20,000 sustenance allowance and the Rs 30 lakh seed support.
• June 2026. The Government of Gujarat announced the Viksit Gujarat Industrial Policy, under which the state's startup incentives are being restated. Because policy-linked schemes are replaced when a new policy is notified, a founder should confirm the currently notified startup scheme, its operative dates and its skill development ceiling with the Gujarat Startup Cell before committing money to a training programme.
