What is Seed Support under Gujarat's startup scheme?

Seed Support is the main grant component of the Scheme for Assistance for Start Ups/Innovation, run by the Industries and Mines Department, Government of Gujarat, through the Industries Commissionerate and the Gujarat Startup Cell. The scheme is delivered through the Startup Gujarat portal at startup.gujarat.gov.in.

Gujarat has run startup assistance since the Government Resolution of 27 January 2015 (No. MIS-102014-924909-I), which built the state's first network of nodal institutions. The Gujarat Industrial Policy 2020, valid for five years from 7 August 2020, replaced that with a larger package, and the Viksit Gujarat Industrial Policy 2026, valid for five years from 1 June 2026, has now revised the numbers again.

What Seed Support pays for

Under the Gujarat Industrial Policy 2020, startups can avail seed support of up to Rs 30 lakh for product development, marketing and professional assistance, with an additional grant of up to Rs 10 lakh for startups with significant social impact. The Startup Gujarat scheme page describes the same support as covering the cost of raw materials, consumables, hardware and software, professional services, and other equipment or tools required for prototype or product development.

Under the Viksit Gujarat Industrial Policy 2026, the structure is:

• Seed support of up to Rs 30 lakh
• Additional Rs 10 lakh for startups with significant societal impact
• Additional Rs 10 lakh for high-tech, fintech, disruptive technology or green startups
• Total maximum seed support of up to Rs 50 lakh per startup

Who is eligible for Gujarat startup seed support?

A startup can apply if:

• It is based in Gujarat, with its operations and registered office in the state.
• It is built around an innovative product, process or business model, which is the test the scheme applies rather than turnover or profitability.
• It is early stage, the scheme is written for the period between idea and market traction, the phase the policy documents call the funding gap.
• It is recommended by a recognised nodal institution, which evaluates the idea, mentors the team and forwards the proposal.
• It is a legally constituted entity or is willing to constitute one, a company, LLP, partnership or proprietary concern: able to receive the grant in its own bank account.

Who cannot apply, or is not eligible:

• Established businesses seeking working capital cannot apply. Seed support is for prototype and product development, not for running an existing trade.
• Startups outside Gujarat are not eligible; the scheme is a state incentive funded from the state budget.
• Applicants without a nodal institution cannot reach the approval committee. There is no direct-to-government application route for seed support.
• Ideas with no innovation content, a conventional shop, trading business or service franchise; do not meet the scheme's core test.
• Expenditure already funded by another government grant is not eligible, since state assistance cannot duplicate other public support for the same cost.
• Individuals seeking a personal allowance without a startup proposal are not eligible; the sustenance allowance is attached to an approved startup, not paid as a stipend on its own.

What else does the scheme provide?

Seed support does not stand alone. The Gujarat Industrial Policy 2020 package includes:

Under the Viksit Gujarat Industrial Policy 2026, sustenance allowance rises to Rs 25,000 per month for one year, and Rs 30,000 per month for startups with a woman co-founder, with extended support of two years for high-tech, fintech, disruptive, biotech and green startups. Acceleration programme participation assistance rises to up to Rs 5 lakh, soft skill assistance stays at up to Rs 1 lakh, and an additional interest subsidy of 1%, up to a ceiling of 9%, applies on term loans.

How to apply for Gujarat startup seed support

1. Prepare the innovation case first. Write a project report that states the problem, the innovation, the stage you have reached, and exactly what the seed money will buy — raw materials, consumables, hardware and software, professional services, equipment or tools.
2. Identify a recognised nodal institution. The Startup Gujarat portal publishes the list of nodal institutes; the Industries Commissionerate also maintains a list of nodal institutes for the start-ups and innovation scheme.
3. Register on the Startup Gujarat portal at startup.gujarat.gov.in and create the startup profile.
4. Submit the application to the chosen nodal institution with the project report, entity documents and budget. The nodal institution evaluates the idea and decides whether to sponsor it.
5. Present to the nodal institution's screening committee. This is where most proposals are filtered, so prepare a demonstration or prototype if you have one.
6. Wait for state committee approval. Approvals under the scheme are made by the state committee constituted for startups, and the sanction letter fixes the amount and the heads of expenditure.
7. Draw the grant against approved expenditure. Seed support is released against the sanctioned heads, so keep invoices and payment proof from day one.

How to apply offline

1. Visit the Office of the Industries Commissionerate, Block No. 1, 2nd Floor, Udyog Bhavan, Gandhinagar 382010.
2. Ask for the list of nodal institutes and the current standard operating procedure for the start-ups and innovation scheme.
3. Approach a nodal institute in your district or discipline in person with your project report.
4. File the application through that institute and keep the acknowledgement.

How the money is released and monitored

Seed support is a reimbursement-style grant against approved heads, not a lump sum paid on sanction. Practically that means three things for a founder. First, spend only on the heads the sanction letter names. Second, keep the invoice, the bank payment and the asset in the startup's name. Third, expect the nodal institution to report progress, mentoring assistance of Rs 1 lakh per startup is paid to the institute precisely because it carries the monitoring load.

The policy also creates infrastructure alongside the money: the Gujarat Startup Cell at the Industries Commissioner's Office acts as the single-window interface for startup schemes, incentives and clearances across departments, and a dedicated portal lists nodal institute facilities such as testing labs, 3-D printing, library and co-working space at subsidised rates.

Why applications fail, and what to fix

• No innovation. The single most common reason. A better shop is not a startup for this scheme; a new product, process or model is.
• No nodal institution behind the proposal. Find and convince a nodal institute before you worry about the grant form.
• Budget that does not match eligible heads. Salaries for the founding team come through the sustenance allowance, not through seed support; equipment, consumables, software and professional services come through seed support.
• Entity not in Gujarat. Registered office and operations must be in the state.
• Same cost already funded. Declare every other grant; overlapping funding of one invoice is rejected.
• Social impact claimed without evidence. The extra Rs 10 lakh is for startups with significant social impact, and the committee looks for demonstrable impact, not a paragraph of intent.

Which policy applies to my application right now?

This is the question founders most often get wrong. The Gujarat Industrial Policy 2020 was valid for five years from 7 August 2020. The Viksit Gujarat Industrial Policy 2026 is valid for five years from 1 June 2026 and carries the revised startup numbers described above. Detailed scheme resolutions and guidelines under the 2026 policy were still being issued when this guide was fact-checked.

The practical advice: apply through startup.gujarat.gov.in and your nodal institution, and ask the Gujarat Startup Cell in writing which resolution governs the sanction of your specific application before you commit spending against an expected grant.

No agent can secure a startup grant for a fee. Seed support is sanctioned by a government committee on the recommendation of a nodal institution, and there is no paid shortcut into that process.
