Post-Matric Scholarship for ST Students (J&K)
Jammu and Kashmir state government scheme
Post-Matric Scholarship for ST Students in Jammu and Kashmir supports Scheduled Tribe students in any recognised course whose entry qualification is class 10 or above. The Department of Tribal Affairs runs it on a 90:10 Centre-UT funding pattern through the National Scholarship Portal, which opened for academic year 2026-27 on 1 June 2026.
What is the Post-Matric Scholarship for ST students in Jammu and Kashmir?
Post-Matric Scholarship for Scheduled Tribe students is the higher-education scholarship administered in Jammu and Kashmir by the Department of Tribal Affairs. The department's published scheme list defines it as a "Scholarship for ST students who are pursuing any recognized course from a recognized institution for which qualification is Matriculation/Class X or above", funded on a 90:10 basis between the Government of India and the Union Territory and disbursed through the National Scholarship Portal.
That definition is deliberately wide. It takes in class 11 and class 12, ITI trades, polytechnic diplomas, nursing and paramedical courses, BA, BSc, BCom, BTech, MBBS, law, and postgraduate and research programmes, provided the institution is recognised and the course's entry qualification is class 10 or above.
In Jammu and Kashmir the scheme's largest constituency is the Gujjar and Bakerwal population, along with Gaddi, Sippi and the other communities among the 12 notified scheduled tribes of the Union Territory. Many of these students are the first in their family to reach college, and the Department of Tribal Affairs pairs the scholarship with residential hostels it runs itself for Gujjar and Bakerwal students from class 6 up to postgraduate level.
Who is eligible for the J&K post-matric ST scholarship?
A student can claim the scholarship if:
- The student belongs to a notified Scheduled Tribe of Jammu and Kashmir and holds a valid ST certificate.
- The student is enrolled in a recognised course at a recognised institution whose entry qualification is matriculation, class 10, or above.
- The annual income of the parent or guardian is within the ceiling notified by the Ministry of Tribal Affairs for that academic year.
- The student has an Aadhaar-seeded bank account in their own name so that the maintenance allowance can be credited by DBT.
A student cannot apply if:
- The student is not a Scheduled Tribe. OBC, EBC, Pahari-speaking people and De-notified Tribe students are covered by the Social Welfare Department's own post-matric and Merit-cum-Means scholarships, which are applied for through the JK e-Services portal and NSP, not through the Tribal Affairs scheme.
- The student is in class 9 or 10, that stage falls under the Pre-Matric Scholarship for ST students.
- The institution or the course is not recognised. Recognition of the institution is a hard condition written into the scheme definition.
- The family income exceeds the notified ceiling.
- The student is already drawing another scholarship for the same course and the same academic year. From academic year 2026-27, NSP allows one merit-based scholarship plus welfare-based schemes, and duplicate claims are caught during verification.
What documents are required for the post-matric ST scholarship?
| Document | Mandatory | Notes |
|---|---|---|
| Scheduled Tribe certificate | Yes | From the competent revenue authority |
| Income certificate of parent or guardian | Yes | Checked against the MoTA ceiling for the year |
| Class 10 marksheet or pass certificate | Yes | Proves the course is post-matriculation |
| Latest qualifying examination marksheet | Yes | Class 12 or previous degree year, as applicable |
| Admission and fee receipt | Yes | Required for course-fee reimbursement |
| Bonafide certificate from the institution | Yes | States course, year, hosteller or day scholar |
| Aadhaar number | Yes | For One Time Registration and PFMS payment |
| Bank passbook in the student's name | Yes | Must be Aadhaar-seeded for DBT |
| Domicile certificate of J&K | No | Matters for students studying outside the UT |
| Gap certificate | No | If there is a break in study |
The hosteller or day scholar entry is the single field that most changes the amount received, because the Ministry of Tribal Affairs sets a higher maintenance allowance for hostellers in every course group. Get the institution to certify it on the bonafide certificate.
How to apply for the post-matric ST scholarship in J&K
- Open the National Scholarship Portal at scholarships.gov.in and complete One Time Registration (OTR) with your Aadhaar number, if you have not already done so.
- Sign in and select the Post-Matric Scholarship for ST students, with Jammu and Kashmir as your state and the current academic year.
- Enter your course details, institution, course name, year of study, entry qualification, and hosteller or day scholar status; along with your parent's annual income and your Aadhaar-seeded bank account details.
- Upload the ST certificate, income certificate, class 10 marksheet, latest marksheet, admission and fee receipt, and bonafide certificate.
- Submit and lock the application and save the application ID. A draft that is never submitted is never seen by anyone.
- Take the printed application to your college or institution, which must verify it at institute level on NSP before the verification deadline.
- Track progress under Check Your Status on NSP, and chase your institute nodal officer if the status stays at "pending at institute".
- Renew the scholarship in each subsequent year of the course by logging in and choosing the renewal option rather than filing a fresh application, before the announced renewal deadline.
Applications are accepted only online. The Department of Tribal Affairs lists the disbursal channel as "Through NSP", so there is no district-office paper route for this particular scheme.
How much is paid and how?
The post-matric scholarship has two parts under the Ministry of Tribal Affairs norms: a monthly maintenance allowance, which varies by course group and is higher for hostellers than for day scholars, and reimbursement of non-refundable course fees charged by the institution.
Rates are set centrally and revised from time to time, and the J&K Department of Tribal Affairs does not publish a separate UT rate card, because the UT contributes only its 10 per cent share of the centrally determined amount. Read the current year's course-group rates and income ceiling on the scheme page inside NSP rather than relying on a figure quoted for an earlier year.
Payment is made by Direct Benefit Transfer through PFMS into the student's own Aadhaar-seeded account, after institute verification and the state and ministry approvals.
Key dates for academic year 2026-27
- 1 June 2026. The National Scholarship Portal opened for academic year 2026-27.
- 31 October 2026; announced closing date for renewal applications on NSP.
- Institute-verification and district-verification windows close after the student deadline and are published on the scheme page. A student who submits on the last day still depends on the institution acting inside its own window.
Why post-matric scholarship applications get rejected
- Institute verification not done before the deadline — by far the most common reason a submitted application produces nothing.
- Institution or course not recognised, which fails the scheme's core condition.
- Bank account not in the student's name or not Aadhaar-seeded, so the PFMS credit bounces.
- Name or date-of-birth mismatch between Aadhaar, the bank record and the college record.
- Income certificate above the ceiling, or an expired certificate.
- Fee receipt missing, which blocks the fee-reimbursement component even when the maintenance allowance is sanctioned.
- Renewal submitted as a fresh application, breaking the continuity record.
- Gap in study not explained by a gap certificate.
Where to get help
- Department of Tribal Affairs, Jammu and Kashmir, tribalaffairs.jk.gov.in carries the scheme list, hostel and Eklavya Model Residential School details, orders and circulars, and the Directorate of Tribal Affairs contact page.
- National Scholarship Portal helpdesk, from the NSP Helpdesk link on scholarships.gov.in, for OTR, application and status problems.
- PFMS helpdesk, for a scholarship sanctioned but not credited.
- Institute nodal officer, the right first contact for a stuck verification.
- CM Grievance Cell, jkgrievance.in.
There is no fee for applying. Neither the Department of Tribal Affairs nor the National Scholarship Portal charges anything, and no agent can obtain a sanction on a student's behalf.

Frequently asked questions
Which courses are covered by the J&K Post-Matric Scholarship for ST students?
Any recognised course from a recognised institution for which the entry qualification is matriculation, class 10 or above. The J&K Department of Tribal Affairs scheme table words it exactly that way, so class 11 and 12, ITI and diploma courses, graduation, postgraduation and professional degrees are all within scope as long as the institution is recognised.
How is the post-matric ST scholarship in J&K funded and disbursed?
On a 90:10 Centre-to-UT funding pattern, disbursed through the National Scholarship Portal. The Department of Tribal Affairs records both facts in its published scheme list, marking the remarks column "Through NSP".
Can Gujjar and Bakerwal students apply for the post-matric scholarship?
Yes. Gujjar and Bakerwal are notified Scheduled Tribes of Jammu and Kashmir, and the department lists 12 recognised scheduled tribes in the UT including Gujjar, Bakerwal, Gaddi and Sippi. A valid ST certificate is what the application is checked against, not the community name.
Who cannot apply for the J&K post-matric ST scholarship?
Students who are not Scheduled Tribes are not eligible. Students still in classes 9 or 10 cannot apply and must use the Pre-Matric Scholarship instead. A student whose family income is above the ceiling notified by the Ministry of Tribal Affairs cannot apply, nor can a student already drawing another scholarship for the same course and academic year, or one enrolled in an institution that is not recognised.
Is there an offline way to apply for this scholarship?
No. The Department of Tribal Affairs disburses the post-matric scholarship only through the National Scholarship Portal, so an application must be filed at scholarships.gov.in and verified online by the institution. A paper form submitted at a district office creates no record on the portal.
What is the difference between the Tribal Affairs and Social Welfare post-matric scholarships in J&K?
The Department of Tribal Affairs runs the post-matric scholarship for Scheduled Tribe students, while the Social Welfare Department runs separate post-matric scholarships for OBC, EBC, PCP and DNT students. Social Welfare also runs a Merit-cum-Means scholarship for EBC, DNT and PCP students. An ST student should apply under the Tribal Affairs scheme.
How do I check the status of my post-matric ST scholarship application?
Track progress under Check Your Status on the National Scholarship Portal at scholarships.gov.in using your application ID. If the status stays at "pending at institute", chase your institute nodal officer, since institute-level verification is where most delays happen.
When does the scholarship money reach the student?
After institute-level verification and district and ministry-level approval, the amount is credited by Direct Benefit Transfer through PFMS into the student's own Aadhaar-seeded bank account. Delays are most often caused by a pending institute verification or a failed bank credit rather than by a rejection.
