What is the Mumkin scheme?

Mumkin is a livelihood generation scheme of Mission Youth, Jammu and Kashmir, an initiative of the Government of Jammu and Kashmir. In Mission Youth's own words, under the Mumkin scheme "unemployed youth are facilitated to procure small commercial vehicles, on subsidized basis, to establish a sustainable livelihood line in the transport sector."

The idea behind Mumkin, the word means "possible": is straightforward. A small commercial vehicle is a working asset: it can carry goods for shops and wholesalers, serve as a last-mile delivery vehicle, or run on a local route. The barrier for an unemployed young person is the on-road price. Mumkin attacks that barrier from two sides at once, with a Mission Youth subsidy and a matching discount from the vehicle manufacturer.

Mission Youth runs Mumkin alongside its other livelihood and empowerment schemes: Rise Together for community enterprises, Tejaswani for women entrepreneurs, the Spurring Entrepreneurship Initiative, the scheme for dental professionals, Parvaaz for free competitive exam coaching, and SAHAYTA for youth in distress. Mumkin is the only one of these built around a single physical asset.

Mumkin was launched at a public event where beneficiaries were handed vehicle keys, an event recorded in Mission Youth's official Mumkin presentation on its portal.

How much does Mumkin actually save you?

According to Mission Youth, "as a special incentive under this scheme, Mission Youth is contributing 0.80 lakh or 10% of On-Road Price of Vehicle (whichever is Minimum) per beneficiary and an equivalent amount is also contributed by the vehicle manufacturers."

Read carefully, that produces the following:

Component Amount
Mission Youth contribution Rs 0.80 lakh or 10 per cent of on-road price, whichever is lower
Vehicle manufacturer contribution An equivalent amount
Combined support Up to about Rs 1.60 lakh per beneficiary
Balance Financed by the beneficiary, normally through a vehicle loan

The "whichever is minimum" wording matters. If the on-road price of the vehicle you choose is Rs 8 lakh or more, 10 per cent works out above Rs 0.80 lakh, so the Mission Youth share is capped at Rs 0.80 lakh. If the on-road price is below Rs 8 lakh, the Mission Youth share is 10 per cent of that price, for example, Rs 60,000 on a vehicle priced at Rs 6 lakh. The manufacturer then matches whatever Mission Youth puts in.

Mumkin is therefore a cost-reduction scheme, not a full-funding scheme. Mission Youth has not published a fixed loan component or an interest subvention for Mumkin the way it has for Rise Together, so plan on financing the remaining cost yourself through a dealer or bank vehicle loan and budget for the EMI, insurance, permit and fitness costs that follow.

Which vehicles are covered under Mumkin?

Mission Youth states that it "has tied up with reputed vehicle manufacturers as scheme partners for providing the best-in-class options of vehicles to the youth" and that "discretion to choose type of vehicle is left to the youth under scheme guidelines."

Two practical points follow. First, the scheme covers new small commercial vehicles. It is not a subsidy on a used vehicle purchase, and it is not open to private cars. Second, the choice of model is yours, but only from the range offered by manufacturers that Mission Youth has empanelled as scheme partners for that intake. The current list of partner manufacturers and models is published with each Mumkin intake notification rather than fixed permanently, so check the notification before you settle on a model.

Who is eligible for Mumkin, and who is not eligible?

Mission Youth's published Mumkin material sets out the beneficiary group in broad terms rather than a long checklist.

You can be considered if:

  • You are an unemployed youth of Jammu and Kashmir.
  • You intend to use the vehicle to establish a livelihood in the transport sector, not for personal use.
  • You are a domicile of Jammu and Kashmir registered with Mission Youth. Registration with Mission Youth is the standard first condition across Mission Youth livelihood schemes.
  • You can arrange the balance cost of the vehicle after the Mission Youth and manufacturer contributions.

You cannot apply or are not eligible if:

  • You are already employed in a government, public sector or private sector job. Mumkin is explicitly a scheme for unemployed youth.
  • You are not a domicile of Jammu and Kashmir.
  • You want the subsidy for a private vehicle or a used vehicle — the scheme covers new small commercial vehicles only.
  • You want the subsidy for a vehicle from a manufacturer that is not a scheme partner, since the matching manufacturer contribution is the other half of the benefit.

What Mission Youth has not published for Mumkin: an age band, an income ceiling, a minimum educational qualification, or a formal exclusion list. Its other schemes carry explicit bands; Rise Together runs 18 to 35 years with a Class 12 minimum, the Spurring Entrepreneurship Initiative runs 18 to 40, but no equivalent figure appears in the Mumkin material on the Mission Youth Schemes page, FAQ page or Mumkin presentation. Confirm these on the helpline rather than assuming another scheme's numbers apply.

How to apply for the Mumkin scheme

Mission Youth built a dedicated digital module for Mumkin, stating that "to make the scheme implementation, completely transparent and fast, a module has been developed on JK-e Services portal for operating the scheme digitally."

  1. Register with Mission Youth on the official portal at missionyouth.jk.gov.in, the standard first step for its livelihood schemes.
  2. Open the Mumkin Apply link. It appears on the Mission Youth Schemes page and again on the J&K Employment Schemes Portal at jkgss.jk.gov.in, and both point to the JK e-Services portal at jk.gov.in/jkeservices/home.
  3. Create or sign in to your JK e-Services account and open the Mumkin service module.
  4. Fill the application form with your personal details, domicile details, contact number and bank account details, and select the vehicle you intend to buy from the partnered manufacturers' options.
  5. Upload the supporting documents; domicile certificate or ration card or Aadhaar card, date of birth certificate from the competent authority, and bank details.
  6. Submit the form and save the acknowledgement number shown on screen. You will need it to track the case.
  7. Follow up with the allotted dealer once your case is approved, to complete the finance formalities, registration and delivery. The Mission Youth subsidy and the manufacturer's matching contribution are adjusted against the on-road price at this stage.

How to check your Mumkin application status

  1. Sign in to your account on the JK e-Services portal where you submitted the Mumkin application and open the application tracking option.
  2. If you applied through jkgss.jk.gov.in, use the Application Status option in that portal's top menu with your reference number.
  3. Call the Mission Youth helpline on 8447804864 or email missionyouthjk@gmail.com if neither portal shows a current status.
  4. Use the online chat linked from the Mission Youth website for quick queries during working hours.

Common reasons a Mumkin case stalls

  • Incomplete registration with Mission Youth, so the scheme application cannot be linked to a verified profile.
  • Document mismatch between the domicile certificate, the date of birth certificate and the Aadhaar card. A name or date difference is the most common cause of a case being sent back.
  • Bank finance not sanctioned for the balance cost. The Mission Youth and manufacturer contributions cover only part of the on-road price; if the vehicle loan is refused, the purchase cannot close.
  • Choosing a vehicle outside the partnered range, which removes the matching manufacturer contribution.
  • Applying when no intake is open. Mumkin runs in notified intakes rather than continuously, so check the What's New and Notifications sections of missionyouth.jk.gov.in.

Frequently asked questions

How much subsidy does the Mumkin scheme give?

Mission Youth contributes Rs 0.80 lakh or 10 per cent of the on-road price of the vehicle, whichever is the minimum, per beneficiary. An equivalent amount is also contributed by the partnered vehicle manufacturer, so the effective reduction on the on-road price is roughly double the Mission Youth share.

Who is the Mumkin scheme for?

Mumkin is for unemployed youth of Jammu and Kashmir who want to establish a livelihood in the transport sector. Mission Youth describes the scheme as facilitating unemployed youth to procure small commercial vehicles on a subsidised basis.

Which vehicles can I buy under Mumkin?

New small commercial vehicles from manufacturers that Mission Youth has tied up with as scheme partners. Mission Youth states that the discretion to choose the type of vehicle is left to the youth within the scheme guidelines, so the beneficiary picks from the partnered manufacturers' range rather than being allotted a model.

How do I apply for the Mumkin scheme?

Apply online through the digital Mumkin module on the JK e-Services portal at jk.gov.in/jkeservices/home, which is the Apply link carried on both the Mission Youth Schemes page and the J&K Employment Schemes Portal at jkgss.jk.gov.in. Mission Youth built the module specifically to make Mumkin implementation transparent and fast.

Is there an offline way to apply for Mumkin?

No separate offline application route has been published. Mission Youth says a module was developed on the JK e-Services portal for operating the scheme digitally, so the online route is the intended channel; for help completing it, call the Mission Youth helpline on 8447804864.

Does Mumkin pay for the whole vehicle?

No. Mumkin reduces the cost of the vehicle through a Mission Youth subsidy and a matching manufacturer contribution; the balance is financed by the beneficiary, normally through a vehicle loan arranged with the dealer or a bank. Mission Youth has not published a fixed loan quantum for Mumkin.

What is the age limit for the Mumkin scheme?

Mission Youth has not published an age band specifically for Mumkin on its Schemes page, FAQ page or Mumkin presentation. Other Mission Youth livelihood schemes use bands such as 18 to 35 or 18 to 40 years, so confirm the applicable Mumkin age limit on the helpline before applying.

Who do I contact about a Mumkin application?

Call the Mission Youth helpline on 8447804864 or write to missionyouthjk@gmail.com. Mission Youth also runs an online chat from its website and links to the Jammu and Kashmir grievance portal at jkgrievance.in for formal complaints.
