What is the Psycho-Social Support and Rehabilitation Programme?

Psycho-Social Support and Rehabilitation Programme is an initiative of Mission Youth, the youth development mission of the Government of Jammu and Kashmir, to provide organised mental health and rehabilitation support to young people across the union territory.

According to the Mission Youth schemes portal, the mission envisages "facilitating organized psycho-social support for youth of J&K to promote sense of safety, self and community efficacy, social connectedness and hope through structured activities including counseling, therapy and subsequent Rehabilitation." Three things follow from that sentence, and they define the programme.

First, the support is structured rather than ad hoc. The programme is built around a sequence, assessment, counselling, therapy, and then rehabilitation, not a single meeting.

Second, the unit of concern is broader than the individual. The stated goals include community efficacy and social connectedness alongside personal safety and hope, which is why the work is run through district centres embedded in the community rather than only through hospitals.

Third, the programme is at pilot stage. In the pilot phase, rehabilitation centres have been approved for establishment in 8 districts of the union territory. Jammu and Kashmir has 20 districts in total, so the pilot covers less than half of them, and a young person outside the pilot districts must ask the district Mission Youth unit where the nearest approved centre is.

Who is eligible for psycho-social support in Jammu and Kashmir?

You can seek support if:

  • You are a young resident of Jammu and Kashmir and need counselling, therapy or rehabilitation support.
  • You approach a Mission Youth district unit, a district youth centre or an approved rehabilitation centre and ask for an assessment.
  • You are a minor and a parent or guardian consents to your entry into a structured rehabilitation programme.

You cannot apply, and are not eligible, for:

  • A cash benefit or allowance. The programme funds counselling, therapy and rehabilitation services. No stipend, grant or compensation is paid to an individual under it.
  • Placement in a centre in a district where none has been approved. The pilot covers 8 districts; outside them, access depends on referral to the nearest approved facility.
  • Private treatment reimbursement. The programme delivers care through government-approved centres; it is not an insurance or reimbursement mechanism for treatment obtained privately.

Nobody in distress should be turned away from asking for help for want of a document. Identity papers are used to open a case record, not as a gate on an initial conversation.

What documents are useful to carry?

Document Mandatory Notes
Aadhaar card or photo ID No To open a case record at the centre
Domicile certificate of J&K No Where rehabilitation places are limited
Proof of date of birth No Determines the youth stream and guardian consent
Referral note No From a doctor, school or de-addiction service; speeds up assessment
Guardian consent No Required for a minor entering structured rehabilitation

How to apply for counselling or rehabilitation support

  1. Identify the nearest approved centre. Contact the Mission Youth district coordinator through the office of the Deputy Commissioner, or the District Youth Services and Sports Officer, and ask which rehabilitation centre serves your district. Rehabilitation centres were approved for 8 districts in the pilot phase.
  2. Ask for an assessment. Walk in to the centre or the district youth centre and request a counselling assessment. A referral from a doctor, school counsellor, de-addiction service or the police is helpful but is not a precondition for asking.
  3. Attend the assessment session and answer questions about the difficulty, its duration and any earlier treatment. This is what determines whether the case is handled through counselling alone or moves into structured therapy and rehabilitation.
  4. Arrange guardian consent if the person is a minor, since a parent or guardian must consent before a minor enters a structured rehabilitation programme.
  5. Follow the treatment plan and keep the follow-up appointments. Rehabilitation under the programme is a sequence, and dropping out between counselling and rehabilitation is the most common reason a case does not reach a good outcome.

Mission Youth does not publish a central online application form for psycho-social support. Access is deliberately local and offline, because assessment has to happen face to face.

How to find out where the nearest centre is

  1. Call or visit the office of the Deputy Commissioner of your district and ask for the Mission Youth district coordinator.
  2. Ask the District Youth Services and Sports Officer whether the district youth centre currently runs a counselling service.
  3. Check missionyouth.jk.gov.in, which lists Mission Youth's programmes and carries updates on their rollout.

For urgent mental health support anywhere in India, the Government of India's national mental health helpline Tele-MANAS on 14416 operates 24 hours a day in multiple languages. Tele-MANAS is a central government service and is not run by Mission Youth, but it is available to residents of Jammu and Kashmir regardless of whether a district rehabilitation centre has been commissioned.

Common reasons a case does not progress

  • The district has no approved centre yet, and no referral to the nearest one was arranged.
  • The assessment was never completed, so no treatment plan exists to act on.
  • Guardian consent was not obtained for a minor, which blocks entry into a structured rehabilitation programme.
  • Follow-up sessions were missed, ending the sequence before rehabilitation begins.
  • The family sought a cash benefit rather than a service, and left when none was available. There is no cash entitlement under this programme.

Where to raise a grievance

Complaints about access to psycho-social support — an assessment refused, a centre not functioning, or a treatment plan not followed through; should be raised first with the Mission Youth district coordinator in the office of the Deputy Commissioner, and then with Mission Youth headquarters through the official portal at missionyouth.jk.gov.in.

Counselling and rehabilitation delivered under this Mission Youth programme are government services. No official, centre staff member or intermediary is authorised to charge a young person or their family a fee for access to them.

Frequently asked questions

What is the Psycho-Social Support and Rehabilitation Programme in J&K?

Psycho-Social Support and Rehabilitation Programme is a Mission Youth initiative to provide organised psycho-social support for young people of Jammu and Kashmir through structured counselling, therapy and subsequent rehabilitation. The Mission Youth portal describes its aim as promoting "a sense of safety, self and community efficacy, social connectedness and hope."

In how many districts are the rehabilitation centres available?

Rehabilitation centres have been approved for 8 districts of Jammu and Kashmir in the pilot phase, according to the Mission Youth portal. Coverage beyond those districts depends on how the pilot is scaled, so a young person outside them should ask the district Mission Youth unit where the nearest centre is.

Does the programme pay money to individuals?

No. Psycho-Social Support and Rehabilitation Programme is a services programme, not a cash-transfer scheme. Individuals cannot apply for a personal financial benefit under it — the benefit is access to counselling, therapy and rehabilitation at a district centre.

How does a young person get help under this programme?

Approach the district Mission Youth unit, the district youth centre, or a rehabilitation centre in one of the pilot districts, and ask for a counselling assessment. A referral from a doctor, school or de-addiction service helps but is not a precondition for asking.

Is the programme only for drug de-addiction?

No. Psycho-Social Support and Rehabilitation Programme is framed more broadly than substance use — Mission Youth describes structured activities covering counselling, therapy and subsequent rehabilitation for youth mental wellness and community recovery. De-addiction is one of the areas Mission Youth's centre network handles, not the whole of it.

Is treatment under the programme free?

No fee is published on the Mission Youth portal for counselling or rehabilitation under the programme. It is delivered as a government service through approved centres, and no official is authorised to charge a young person or a family for access.

What if there is no rehabilitation centre in my district?

Ask the Mission Youth district coordinator or the District Youth Services and Sports Officer where the nearest approved centre is, and whether the district youth centre offers a counselling service locally. For immediate mental health support anywhere in India, the Government of India's national Tele-MANAS helpline on 14416 operates around the clock.
