What is the Endeavour to Empower Scheme?

Endeavour to Empower is the skill development arm of Mission Youth, the youth body of the Jammu and Kashmir administration. Mission Youth describes it in its FAQ as "a customized skill development programme for the youth of J&K", and on its Schemes page as a scheme that enhances employability through market-driven training in high-potential job sectors.

The scheme differs from every other Mission Youth programme in one important way: it does not give money to the youth. Mission Youth's other schemes: SAHYTA, the Spurring Entrepreneurship Initiative, Tejaswini, Mumkin, Rise Together, put capital in a young person's hands to start something. Endeavour to Empower instead pays a training provider to teach a marketable skill, and the youth attends free. The benefit is the training, the certification and the employability that follows.

The verified shape of the scheme

  • Duration: training programmes of 3 weeks to 5 months, per the Mission Youth FAQ page.
  • Age band: 18 to 35 years.
  • Sectors: tourism, information technology, handicrafts, retail, agriculture and construction.
  • Specialised tracks: entrepreneurship training delivered with JKEDI, the Jammu and Kashmir Entrepreneurship Development Institute, and banking, insurance and finance roles delivered with BSE Limited.
  • Cost to the trainee: none, the programme is sponsored.

The two named partners tell you something about the scheme's ambition. JKEDI is the Union Territory's own entrepreneurship institute, so the entrepreneurship track connects naturally to Mission Youth's funding schemes: a young person can be trained under Endeavour to Empower and then finance a unit under the Spurring Entrepreneurship Initiative. BSE Limited is the Bombay Stock Exchange's institute, which places the finance track against a national certification rather than a purely local one, a meaningful difference for a candidate who wants the credential to travel outside the Union Territory.

Who is eligible for Endeavour to Empower?

You can apply if:

  • You are a domicile of the Union Territory of Jammu and Kashmir.
  • You are aged 18 to 35 years, the band published on the Mission Youth FAQ page for this scheme.
  • You meet the minimum qualification for the specific course you choose. Mission Youth does not set one education bar across the whole scheme, and this matters: a banking and finance course delivered with BSE Limited will reasonably expect graduation, while a handicrafts, construction or retail trade will not.
  • You are registered with Mission Youth on its portal.
  • You can attend the full course, including in-person sessions at the training venue for the whole duration of the batch.

You cannot apply if:

  • You are not a domicile of Jammu and Kashmir.
  • You are below 18 or above 35 years of age.
  • You do not hold the qualification the chosen course requires. This is course-specific rather than scheme-wide, so a candidate turned away from one trade may well be eligible for another in the same programme.
  • You cannot commit to the batch schedule. A five-month course is a full-time obligation, and drop-outs consume a seat another candidate could have used.

Mission Youth does not publish an exclusion for applicants already in employment, but the scheme's stated purpose is enhancing employability, and selection in an oversubscribed batch will in practice favour unemployed candidates.

How to apply for Endeavour to Empower

  1. Register with Mission Youth at missionyouth.jk.gov.in, creating the single youth profile the department uses across its schemes. Enter your district, qualification and mobile number accurately, because batch calls go out against this record.
  2. Check the Mission Youth Schemes page for the Endeavour to Empower entry. The apply link against this scheme is currently a placeholder rather than a live form, so do not expect a standing online application.
  3. Approach the District Youth Services office in your district and ask for the current training calendar — which trades are running, in which sectors, at which venue, and when the next batch starts. This is the working route while the online link is inactive.
  4. Choose a course that matches your qualification and your intended trade, and confirm the minimum qualification for it before enrolling.
  5. Submit your documents for the batch and complete enrolment, keeping the enrolment or batch reference given to you.
  6. Attend the full programme. Attendance is what produces the certification, and the certificate is the actual deliverable of the scheme.
  7. Ask about placement support at enrolment, in writing where possible, so that your expectations match what the training partner has actually undertaken to provide.

How does the sponsored training work?

Mission Youth funds the training programme rather than paying the trainee. The department engages training partners, JKEDI and BSE Limited are the two named on its FAQ page, and sponsors seats on their courses for eligible Jammu and Kashmir youth.

That structure has practical consequences worth understanding before you enrol:

  • You pay nothing. There is no course fee, and no registration or examination charge should be demanded of you.
  • The certificate comes from the training partner, not from Mission Youth. Its value in the job market depends on the partner's standing, which is why the BSE Limited and JKEDI tracks are worth asking for by name.
  • Batches are finite. Because seats are sponsored per batch rather than granted on demand, timing matters more than in a scheme with an open entitlement. Register early and stay reachable on the mobile number you gave.
  • Mission Youth does not publish a stipend for this scheme. Some skill programmes in India pay trainees a small allowance and some do not; do not budget for one here until the training partner confirms it for your specific course.

Which sectors are worth choosing in Jammu and Kashmir?

The six sectors Mission Youth names are not arbitrary, each maps to a real employment base in the Union Territory.

Tourism and hospitality carry the largest seasonal absorption in Kashmir and in Jammu's pilgrimage circuit, and the skills are portable to hotel work elsewhere in India. Handicrafts connect to the Union Territory's carpet, papier-mâché, wood-carving and pashmina trades, where the skill gap is often in finishing, costing and market access rather than in the craft itself. Agriculture in Jammu and Kashmir means horticulture in practice: apple, walnut and saffron value chains, where post-harvest handling and grading skills are in demand. Information technology, retail and construction are the general-employment tracks, with IT and finance offering the clearest route to work outside the Union Territory.

A candidate choosing between courses should weigh one question above the others: do you want work in Jammu and Kashmir or portability out of it? Tourism, handicrafts and horticulture are strongly local. IT, retail management and the BSE-certified finance tracks travel.

How do I check my enrolment status?

  1. Sign in to your Mission Youth portal account and check your profile and any application listed on your dashboard.
  2. Contact the District Youth Services office in your district with your registration details. District offices hold the batch lists and are the authoritative source on whether you have a seat.
  3. Keep your registered mobile number active. Joining instructions, venue details and schedule changes for a batch go out by SMS or call, and a candidate unreachable at the time of the batch call loses the seat.
  4. Email missionyouthjk@gmail.com with your name, district, registration details and the course you are seeking.

Why candidates miss out on Endeavour to Empower

  • Not registered with Mission Youth when a batch is announced, so the candidate is not on the list the district office draws from.
  • Qualification below the course requirement, particularly for the finance and IT tracks.
  • Age outside 18 to 35.
  • Unreachable mobile number at the time of the batch call.
  • Domicile certificate not ready, delaying enrolment past the batch start.
  • Waiting for the online link. The apply link on the Schemes page is inactive, and candidates who wait for it rather than approaching the district office simply miss the batches that are running.

Where to raise a grievance

  • District Youth Services office in your district, the first and most effective point of contact for anything to do with batches, seats and training venues.
  • Email Mission Youth at missionyouthjk@gmail.com, quoting the scheme name, your registration details and district.
  • Mission Youth portal, missionyouth.jk.gov.in, for the current scheme text and any announcement of new training programmes.

Mission Youth has not published a dedicated toll-free helpline for this scheme, and none is invented here. The training is sponsored and free to the trainee. No person, institute or agent is authorised to charge you a fee, a deposit or a "seat confirmation" payment for an Endeavour to Empower batch, and any such demand should be reported to the District Youth Officer immediately.

Frequently asked questions

What does the Endeavour to Empower scheme provide?

Endeavour to Empower provides sponsored skill development training rather than a cash benefit — Mission Youth funds the training programme and the youth attends free. Courses run from 3 weeks to 5 months, according to the Mission Youth FAQ page.

Who is eligible for Endeavour to Empower?

Youth of Jammu and Kashmir aged 18 to 35 are eligible, per the Mission Youth FAQ page, subject to the qualification the individual course requires. The scheme is a customised skill development programme for the youth of the Union Territory and does not set a single education bar across all courses.

Which sectors does the training cover?

Mission Youth lists tourism, information technology, handicrafts, retail, agriculture and construction among the sectors covered. Specialised tracks include entrepreneurship training delivered with JKEDI and banking, insurance and finance roles delivered with BSE Limited.

How long is the training?

Training programmes run from 3 weeks to 5 months, depending on the trade and the level. A short introductory course in retail or hospitality sits at the lower end, while a full technical or finance certification occupies the upper end of that range.

How do I apply for Endeavour to Empower?

Register with Mission Youth at missionyouth.jk.gov.in and then approach the District Youth Services office in your district for the current training calendar, because the apply link against this scheme on the Mission Youth Schemes page is currently inactive. Batches are announced course by course rather than through one standing form.

Who cannot apply for Endeavour to Empower?

A person who is not a domicile of Jammu and Kashmir is not eligible, and neither is anyone below 18 or above 35 years of age. An applicant who does not meet the minimum qualification set for the specific course chosen is not eligible for that course, though another trade in the same programme may still be open.

Is a job guaranteed after the training?

No. Mission Youth describes the scheme as enhancing employability through market-driven training in high-potential job sectors, which is a placement-oriented aim rather than a placement guarantee. Ask the training partner at enrolment what placement support the specific course carries.

Is there any fee for the training?

No fee is payable by the trainee — the scheme works by Mission Youth sponsoring the training programme. Any demand for a fee, a registration charge or a deposit from a person claiming to enrol you in an Endeavour to Empower batch should be reported to the District Youth Officer.
