What is an income certificate in Maharashtra?

An income certificate in Maharashtra, known locally as Utpanna Dakhla (उत्पन्नाचे प्रमाणपत्र), is a Revenue Department document that states the total annual income of your family from all sources. Maharashtra issues it through the Aaple Sarkar portal at aaplesarkar.mahaonline.gov.in, the state's Right to Public Services platform, and the service page names the Naib Tahsildar as the designated officer who signs it.

The certificate is not a benefit by itself. It is the proof document that unlocks other benefits: post-matric scholarships, freeship and EBC concessions in Maharashtra colleges, hostel admission, EWS reservation, Rajarshi Chhatrapati Shahu Maharaj fee waivers, medical concessions at government hospitals, and almost every state welfare scheme with an income ceiling. Central portals such as the National Scholarship Portal also accept the Maharashtra certificate because it is digitally signed and verifiable.

Maharashtra issues the certificate for one, two or three preceding financial years depending on what the receiving department demands. Read the scholarship or scheme notice first, because asking for the wrong period is the commonest reason a student has to apply twice.

Who can and who cannot apply for a Maharashtra income certificate?

Any resident of Maharashtra can apply for an income certificate for themselves or, in the case of a student or minor, through the head of the family. There is no caste, gender or income-slab restriction on who may apply, the certificate simply records whatever income the Revenue Department verifies.

You can apply if:

  • You ordinarily reside in Maharashtra and can show a Maharashtra address proof.
  • You are the head of the family, or an adult family member applying with the family income details of the household.
  • You are a student needing the certificate for a scholarship, freeship, EBC concession, hostel seat or an EWS certificate application.
  • Your family earns from farming, daily wages, business, pension or salary: all sources are covered, and having no taxable income is not a bar.

You cannot apply, or the application will not stand, if:

  • You are not a resident of Maharashtra. Apply in the state where you actually reside; a Maharashtra Naib Tahsildar has no jurisdiction over an outside household.
  • You declare income for a household you are not part of. The certificate covers the family as recorded on the ration card, not a self-selected group.
  • You submit a false income figure. The Aaple Sarkar self-declaration carries a warning that a false statement is punishable under Sections 199 and 200 of the Indian Penal Code, and the certificate is liable to be cancelled.

Which documents are needed for an income certificate in Maharashtra?

Maharashtra asks for one document from each of four buckets, identity, address, age, and income, plus the self-declaration.

  1. Identity: Aadhaar card, PAN card, voter ID, driving licence or passport.
  2. Address: ration card, electricity bill, water bill, telephone bill, property tax receipt, voter ID, or the 7/12 and 8-A land extracts.
  3. Age: birth certificate, school leaving certificate or bonafide certificate from the school.
  4. Income: salary slip or Form 16 where a family member is salaried, income tax return where one is filed, and the Talathi or Circle Officer report where the family income is from farming or daily wages.
  5. Self-declaration of total annual family income on the Aaple Sarkar format, signed by the applicant.
  6. Passport-size photograph, scanned to the size the portal specifies.

Scan every document as a clear PDF or JPEG within the size limit shown on the upload screen. A blurred ration card is the single most common cause of an Aaple Sarkar application being sent back for correction.

How to apply for an income certificate in Maharashtra online

Follow these steps on the Aaple Sarkar portal:

  1. Register on Aaple Sarkar. Open aaplesarkar.mahaonline.gov.in, click "New User? Register Here", and create an account using your mobile number and an OTP. Fill in your name, district, taluka and address exactly as they appear on your address proof, and upload your photograph and signature.
  2. Log in and choose the Revenue Department. After logging in with your user ID and password, select Revenue Department → Revenue Services, then choose Income Certificate (उत्पन्नाचे प्रमाणपत्र) from the service list.
  3. Fill the application form. Enter the applicant's details, the family members and their incomes, the financial year or years for which you need the certificate, and the purpose. Enter the annual income figure in rupees exactly as your supporting proof shows it.
  4. Upload the documents. Attach the identity, address, age and income proofs and the signed self-declaration, each within the file-size limit displayed.
  5. Pay the fee shown on screen. The portal displays the government fee at the payment step and accepts net banking, cards and UPI. Pay only the amount the portal itself shows.
  6. Save the acknowledgement. The portal issues an application ID. Note it down — it is the only way to track the file and to download the certificate.
  7. Download the digitally signed certificate. Once the Naib Tahsildar approves, the certificate appears under your login for download and printing. A digitally signed Aaple Sarkar certificate is valid without any further wet signature or stamp.

How to apply offline at the Tahsil office or Setu centre

Maharashtra keeps a genuine offline route for people without internet access.

  1. Visit a Maha e-Seva Kendra, Setu centre or the Tahsil office in your taluka. Setu centres operate inside most Collectorate and Tahsil premises.
  2. Collect and fill the income certificate application form, attaching the same identity, address, age and income proofs, plus the self-declaration.
  3. Get the Talathi report if your family income is from agriculture; the Talathi verifies the 7/12 and 8-A extracts for your village.
  4. Submit at the counter, pay the notified charge and take the receipt. The receipt carries the application number for tracking.
  5. Collect the certificate from the same counter, or download it from Aaple Sarkar using the application number.

How do I check the status of my application?

Log in to aaplesarkar.mahaonline.gov.in and open Track Your Application, entering the application ID from your acknowledgement. The status moves through submitted, pending with the Talathi or Circle Officer for verification, pending with the Naib Tahsildar, and finally approved. Maha e-Seva Kendra operators can check the same status on your behalf if you carry the receipt.

The Aaple Sarkar service page lists a 15-day time limit for Income Certificate under the Maharashtra Right to Public Services Act, 2015. If the 15 days pass with no decision, or the application is rejected without proper grounds, you may file a first appeal with the Tahsildar and, if still unresolved, a second appeal with the Sub Divisional Officer. Both appeals are free.

Why do income certificate applications get rejected in Maharashtra?

  • The income declared does not match the salary slip, Form 16 or income tax return uploaded.
  • No Talathi or Circle Officer report where the family income is agricultural.
  • The ration card, address proof or photograph is unreadable in the scan.
  • The applicant's name is spelt differently on Aaple Sarkar and on Aadhaar.
  • The financial year entered is not the year the scholarship or scheme asked for.
  • The self-declaration is unsigned or uses an outdated format.

Most rejections are correction requests, not final refusals: re-upload the corrected document against the same application ID instead of starting fresh.

What does it cost, and should I use an agent?

Apply directly on Aaple Sarkar and you pay only the government fee that the portal displays on the payment screen. A Maha e-Seva Kendra may add the notified service charge fixed by the state and nothing beyond it, the charge board is displayed at every authorised centre. Private agents who quote several hundred rupees to "get the dakhla fast" have no special access; the Naib Tahsildar works to the same 15-day clock for everyone. Ask for a receipt at any centre, and if you are overcharged, report it to the Tahsildar.

Where do I complain if something goes wrong?

For portal problems, login failure, payment deducted without an application ID, upload errors, call the Aaple Sarkar helpline 1800 120 8040, which the portal lists as its toll-free number. For delay or wrongful rejection, use the Right to Public Services appeal route: first appeal to the Tahsildar, second appeal to the Sub Divisional Officer, and beyond that the Maharashtra State Commission for Right to Service. Your district Collectorate website also lists the local RTS designated officers by name.

Frequently asked questions

How long does an income certificate take in Maharashtra?

The Aaple Sarkar service page for Income Certificate lists a 15-day time limit under the Maharashtra Right to Public Services Act, 2015. If the certificate is not issued in 15 days, you can file a first appeal with the Tahsildar and a second appeal with the Sub Divisional Officer.

Who issues the income certificate in Maharashtra?

The Naib Tahsildar is the designated officer for Income Certificate on the Aaple Sarkar portal, working under the Revenue Department. The Tahsildar is the first appellate authority and the Sub Divisional Officer the second.

What is the Aaple Sarkar portal?

Aaple Sarkar at aaplesarkar.mahaonline.gov.in is the Government of Maharashtra's Right to Public Services portal, where Revenue Department certificates including Income Certificate, Domicile and Caste Certificate are applied for online.

How much does an income certificate cost in Maharashtra?

Aaple Sarkar charges the government fee displayed on the payment screen at the time you submit; the portal does not publish a single flat figure on the service page, so read the amount shown before paying. A Maha e-Seva Kendra may add only the notified service charge on top, and nothing more.

Can I apply for a Maharashtra income certificate without visiting an office?

How do I check my Aaple Sarkar income certificate status?

Log in to aaplesarkar.mahaonline.gov.in and open "Track Your Application" using the application ID printed on the acknowledgement receipt. The same ID is used to download the certificate once the Naib Tahsildar approves it.

How long is a Maharashtra income certificate valid?

Most Maharashtra departments and scholarship portals ask for an income certificate issued in the current financial year, so treat it as a one-year document and re-apply each year rather than reusing an old one.
