Labour Card (BOCW) in Maharashtra — Construction Worker Registration on MahaBOCW
Maharashtra state government scheme
A labour card in Maharashtra is the identity card of the Maharashtra Building and Other Construction Workers Welfare Board, issued to construction workers aged 18 to 60 who have worked at least 90 days in the preceding 12 months. Registration is done on mahabocw.in, the worker file is processed by the district Government Labour Officer, and only the Board's prescribed fee and annual contribution are payable.
What is a labour card in Maharashtra and who issues it?
A labour card in Maharashtra is the beneficiary identity card of the Maharashtra Building and Other Construction Workers Welfare Board (MBOCWWB), an allied office of the Labour Department, Government of Maharashtra. The Board was set up under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and it is funded by the cess collected from builders and construction projects under the companion BOCW Cess Act, 1996.
The Board's own portal is mahabocw.in, and worker registration and scheme applications are processed inside the Board's IWBMS system at iwbms.mahabocw.in. The Maharashtra Labour Department's main site, mahakamgar.maharashtra.gov.in, points construction workers to the same portal.
What the card actually does is simple to state and widely misunderstood. The labour card does not give you work and it is not a wage guarantee. It is proof that you are a registered beneficiary of MBOCWWB, and it is the single precondition for every Board scheme. Without a live card, none of the schemes below can be claimed:
- Rs 10,000 funeral assistance on the death of a registered worker
- Rs 2,00,000 to the family on natural death
- Rs 5,00,000 where death is caused by an accident at the work site
- Education assistance for the worker's children, from Class 1 through degree, diploma, medical and engineering courses
- Maternity and delivery assistance for registered women workers
- Marriage assistance, MS-CIT course reimbursement, safety kits and essential-goods kits, and medical assistance for critical illness
Who is eligible for a Maharashtra BOCW labour card?
You can apply if:
- You are aged 18 or above and below 60 on the date of application.
- You have been engaged in building or other construction work for at least 90 days during the preceding 12 months. This is the statutory test in the BOCW Act, 1996, and Maharashtra applies it as written.
- You work in Maharashtra, at a site in the state, whether you are a local worker or a migrant worker who has come into Maharashtra for construction work.
- You do the kind of work the Act covers: masonry, bar bending, shuttering and carpentry, plumbing, electrical work, painting, welding, tile and marble laying, well digging, road, bridge, canal and dam work, plastering, demolition, and the unskilled helper work on any of these sites.
You cannot apply if:
- You are under 18. Employment of children on construction sites is prohibited, and no card is issued.
- You are 60 or above at first registration. An existing beneficiary who crosses 60 moves into the Board's pension track rather than fresh registration.
- You cannot show 90 days of construction work in the last 12 months. A factory worker, a shop assistant, a domestic worker or a farm labourer is not eligible for the BOCW board; unorganised workers of other kinds register elsewhere.
- You are the contractor or the employer rather than a worker. The Board registers workers; builders and contractors instead pay the cess.
- Your registration in another state's BOCW board is live. Dual registration is not permitted; a migrant worker should transfer the registration rather than hold two cards.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| 90-day work certificate from employer, contractor, local body or registered union | Yes | The document that decides the application |
| Aadhaar card | Yes | Identity and e-KYC for DBT |
| Age proof (birth certificate / school leaving certificate) | Yes | Must show age 18–59 |
| Maharashtra residence proof | Yes | Ration card, electricity bill, rent agreement, voter ID |
| Bank passbook first page | Yes | Account number and IFSC for Direct Benefit Transfer |
| Passport-size photographs | Yes | Printed on the card |
| Family and nominee details | Yes | Decides death, education and marriage claims later |
| Ration card | Helpful | Family-composition proof |
The 90-day certificate deserves attention because it is where most files fail. Maharashtra accepts it from more than one source: the employer or contractor you worked for, the Engineer or Gram Sevak of the gram panchayat or municipal body where the work was done, or a registered construction workers' trade union. If a contractor refuses to sign, common where the worker is on a daily-wage nakas arrangement. The local body or union route is the practical alternative, and it is a legitimate one.
How to apply for a Maharashtra labour card online
- Open mahabocw.in and choose the worker registration option, which takes you into the Board's IWBMS system at iwbms.mahabocw.in.
- Register with your mobile number and verify the OTP. Use a number that stays with you, every later status message, sanction and DBT alert goes to it.
- Complete the worker profile: name exactly as printed on Aadhaar, father's or husband's name, date of birth, gender, full Maharashtra address, district, taluka and the type of construction work you do.
- Enter employment details. The employer or contractor's name, the site address, and the period of work you are claiming as your 90 days.
- Enter bank details carefully, account number and IFSC. Every Board benefit is paid by Direct Benefit Transfer; a wrong IFSC does not fail loudly, it just stops the money later.
- Add family and nominee details. The nominee is who receives the Rs 2,00,000 natural-death or Rs 5,00,000 accidental-death benefit, so name the person you mean and spell the name as it appears on their Aadhaar.
- Upload the documents. The 90-day certificate, Aadhaar, age proof, residence proof, bank passbook page and photograph, into their labelled slots as clear scans or phone photos taken in daylight.
- Pay the prescribed registration fee and the annual contribution on the payment screen and save the receipt.
- Submit and note the acknowledgement number. The file goes to the district Government Labour Officer for verification of the 90-day claim, and the card is issued after approval. Track the file with the acknowledgement number on the same portal.
How to apply offline at the district Labour Office
- Visit the District Labour Office of your district, which houses the Board's registration function, or attend a Board registration camp — the Board and district administrations run camps at large sites and at nakas.
- Collect and fill the worker registration form, or hand your papers to the counter operator, who enters the same online application on your behalf.
- Attach self-attested photocopies of the 90-day certificate, Aadhaar, age proof, residence proof and bank passbook page, and carry the originals.
- Pay the registration fee and annual contribution at the counter and take a printed receipt. Do not pay anything for which no receipt is given.
- Collect the acknowledgement and use the number on it to track the file or to collect the card.
Registration camps are worth waiting for if you are on a large site: the Board brings the whole process, including the 90-day verification, to the site, and the contractor is present to sign.
How do I check my application status and get the card?
- Online: log in at mahabocw.in with your registered mobile number and open the application-tracking option, entering your acknowledgement number.
- By phone: call the Board's helpline on 1800-8892-816 with the acknowledgement number ready.
- In person: ask at the District Labour Office, which can see whether the file is pending with the Government Labour Officer for the 90-day verification or has moved to approval.
Once approved, the labour card carries your photograph, registration number and the Board's details. Keep the number safe, every scheme application on mahabocw.in begins by asking for it.
Does the labour card expire, and how do I renew it?
Maharashtra's BOCW registration is kept alive by the annual contribution. The card is not a one-time document. If the contribution is not paid, the registration lapses, and a lapsed registration is the reason a very large share of scheme claims are rejected at the district office, the worker holds a printed card in his hand and the system shows him as not registered.
Renew before the anniversary of your registration, on mahabocw.in or at the District Labour Office. The renewal takes only the contribution and your registration number; no fresh 90-day certificate is normally demanded, though the office may ask for one if the gap is long.
Why do Maharashtra labour card applications get rejected?
- A weak 90-day work certificate, unsigned, without the contractor's name, site address or period of work.
- Name mismatch between Aadhaar, the bank passbook and the application form. This also breaks DBT payments later.
- Age outside 18–60 on the date of application.
- Wrong or dead bank account, or an account not linked to Aadhaar.
- Illegible uploads, folded, dark or cropped photographs of documents.
- Duplicate registration, where the worker already has a live card in Maharashtra or in another state.
- Work that is not construction work under the Act, for example, factory or workshop employment described loosely as "labour work".
What does it cost, and what should you refuse to pay?
A Maharashtra labour card costs only the registration fee and the annual contribution prescribed by the Board, both shown on the mahabocw.in payment screen and both receipted. If you register at a service kiosk, the operator may charge the notified assistance charge; that too must come with a printed receipt.
Agents at nakas and outside district offices who promise a labour card "in two days" for Rs 1,000 or Rs 2,000 are selling something the Board does not sell. There is no paid priority queue at MBOCWWB. Nobody needs your Aadhaar OTP to register you, and no Board officer will ask for it over the phone. If you must use help, use the District Labour Office counter or a Board camp, and insist on the receipt.

Frequently asked questions
What is a labour card in Maharashtra?
A labour card in Maharashtra is the beneficiary identity card issued by the Maharashtra Building and Other Construction Workers Welfare Board (MBOCWWB) to a registered construction worker. The card is proof of registration with the Board and it is what makes a worker eligible for the Board's welfare schemes; it is not a job card and it does not by itself provide work.
Who can get a Maharashtra BOCW labour card?
Any building or construction worker aged 18 to 60 who has done at least 90 days of construction work in the preceding 12 months in Maharashtra can register. The statutory test comes from the Building and Other Construction Workers Act, 1996, and applies in the same form across states.
Which website do I use to apply?
Apply on mahabocw.in, the official portal of the Maharashtra Building and Other Construction Workers Welfare Board, which routes the worker application into the Board's IWBMS system at iwbms.mahabocw.in. No other website is the Board's portal, whatever an agent tells you.
How much does the Maharashtra labour card cost?
Only the registration fee and the annual contribution prescribed by the Board, both small amounts shown on the portal's payment screen and printed on the receipt. There is no lawful charge beyond that, and no fast-track fee exists.
How long is the labour card valid?
The registration stays live only while the annual contribution is paid, so the card must be renewed. A worker whose contribution has lapsed is treated as unregistered and every scheme claim filed in that period is rejected.
What do I get with a Maharashtra labour card?
A registered worker's family can claim Rs 10,000 funeral assistance, Rs 2,00,000 on natural death and Rs 5,00,000 on death caused by an accident at the work site, along with the Board's education, maternity, marriage, medical and safety-kit schemes listed on mahabocw.in.
What is the commonest reason a Maharashtra labour card application is rejected?
A weak or missing 90-day work certificate is the commonest reason. The Board's officer has to be satisfied that you actually worked 90 days on construction in the last year, and a certificate without the contractor's details, site address or signature is treated as no certificate.
How do I check my MahaBOCW application status?
Log in to your account on mahabocw.in with the registered mobile number and use the application-tracking option with the acknowledgement number from your receipt. The district Labour Office that received the file can also tell you where it is stuck.
