Loans for Tools (Meghalaya Building and Other Construction Workers Welfare Board)
Meghalaya state government scheme
Loans for Tools is a financial scheme of the Meghalaya Building and Other Construction Workers Welfare Board that sanctions Rs 5,000 to a registered construction worker to buy work tools. The Board recovers the amount in not more than 60 instalments. Members need 3 years of membership and apply in Form No. XXXVIII or online at megbocwwb.gov.in.
What is the MBOCWWB Loans for Tools scheme?
Loans for Tools is one of the financial schemes run by the Meghalaya Building and Other Construction Workers Welfare Board (MBOCWWB), the statutory board set up under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the Meghalaya rules framed under it. The Board functions under the Labour Department, Government of Meghalaya, from its office at Lower Lachumiere, Shillong.
According to the Board's schemes page, "an amount of Rs. 5,000 will be sanctioned as loan to the members of the fund, for the purchase of tools". The money is not a subsidy or an outright grant: the same page states that the loan amount shall be recovered in not more than sixty instalments. Readers who search for this benefit as instrumental loan or instrument grant. The names used on the Board's forms page and inside the online portal: are looking at the same scheme.
The logic is simple. A mason, carpenter, plumber, bar-bender or electrician in Meghalaya buys his own hand tools, and replacing a set after a monsoon season is a real cash shock for a casual worker. A Rs 5,000 loan repaid in small monthly instalments keeps the worker out of the informal credit market, where the same sum would carry a far higher cost.
Key facts
- Loan amount: Rs 5,000.
- Purpose: purchase of tools only.
- Recovery: not more than 60 instalments.
- Qualifying membership: 3 years in the fund, with regular contributions.
- Age condition stated by the Board: beneficiary should have completed 55 years.
- Application form: Form No. XXXVIII.
Who is eligible for the MBOCWWB tools loan?
You can claim if:
- You are registered with MBOCWWB as a building or other construction worker and hold a valid registration certificate.
- You have completed 3 years of membership in the fund.
- You remit your contribution regularly. The Rs 5 monthly subscription must not be in arrears.
- You have completed 55 years of age. The Board's schemes page carries this condition explicitly for the tools loan, which is unusual among its schemes and is the single criterion applicants most often overlook.
- The money is for the purchase of tools used in your trade.
You are not eligible and cannot apply if:
- You have never registered with the Board. Every MBOCWWB benefit is funded from the cess collected on construction works and is reserved for registered members; there is no walk-in route.
- You are under 55, going by the age condition printed on the Board's schemes page.
- Your membership is under 3 years, or has gaps because subscription months were missed.
- You were under 18 or over 60 at registration. The Board's FAQ sets the registration band at more than 18 years and less than 60 years, with a work test of 90 days in a year as a construction worker.
- You are a supervisory, managerial or administrative employee rather than a building worker. The BOCW Act's definition of a building worker excludes persons employed mainly in a managerial or administrative capacity.
- You want the money for something other than tools; household expenses, house repair or a vehicle. A house purchase or construction advance is a separate scheme with a separate form (Form No. XXXVI, up to Rs 50,000).
What documents are required for the tools loan?
| Document | Mandatory | Notes |
|---|---|---|
| MBOCWWB registration card / ID | Yes | The application starts from this number |
| Form No. XXXVIII | Yes | Published on the Board's forms page as "Instrumental Loan" |
| Latest subscription challan/receipt | Yes | Proves contributions were remitted regularly |
| Bank or post office passbook | Yes | The loan is credited here and recovery is tracked against it |
| Quotation or estimate for the tools | Helpful | Not listed on the scheme page, but the Board may specify further documents |
The Board's rule text for this scheme ends with the phrase "with such other documents as may be specified by the BOARD". In practice that means the Labour Inspector who receives your file can ask for a dealer quotation or a short note on the trade you work in, so carry both rather than making a second trip.

How much does the tools loan pay, and how is it recovered?
The Meghalaya Building and Other Construction Workers Welfare Board sanctions a flat Rs 5,000. The amount does not vary with the cost of the tools, the trade or the district, and there is no published provision for a second, larger loan.
Recovery runs to a maximum of 60 instalments, which the Board fixes at the time of sanction. Spread over the full period, a Rs 5,000 loan works out to roughly Rs 84 a month before any charge the Board may fix, and it runs alongside the Rs 5 monthly subscription that keeps your membership and your other benefits alive. Letting the subscription lapse while a loan is outstanding is the fastest way to lose access to the Board's pension, medical and death benefits.
Why tools loan applications get rejected
- Membership shorter than 3 years, or membership broken by unpaid months. The Board's wording is about regular remittance, not merely elapsed time.
- Age below 55, because of the condition printed on the Board's schemes page.
- Subscription arrears; no current challan or receipt to attach.
- Wrong form. Form No. XXXVIII is the tools loan; Form No. XXXVI is the house purchase or construction advance, and the two are routinely mixed up.
- Purpose outside the scheme. The loan is for tools, and a request framed as general financial help does not qualify.
- Name or account mismatch between the registration record and the bank passbook, which stops the credit even after sanction.
- An earlier loan still outstanding, since recovery of the first advance has to complete before a fresh sanction is considered.
Most of these are fixable. Clear the arrears with your Labour Inspector, get the Board record corrected before re-submitting, and use the exact form number.
What else does MBOCWWB registration give you?
The same Rs 10 registration and Rs 5 monthly subscription open the Board's other schemes, and most workers claim only one of them:
- Medical Benefit: Rs 200 for the first 5 days and Rs 20 a day thereafter, with a minimum of Rs 1,000 and up to Rs 5,000 in case of disability.
- Death Benefit โ Rs 15,000, rising to Rs 50,000 where death is due to an accident during the course of employment.
- Funeral Benefit; Rs 1,000 towards funeral expenses.
- Maternity Benefit, Rs 1,000 per maternity, up to two times.
- Marriage Benefit: Rs 2,000, for up to two children.
- Pension Plan; Rs 150 a month from age 60, with Rs 10 added for each year of service beyond five.
- Disability Pension, Rs 150 a month plus ex-gratia of up to Rs 5,000.
- Family Pension to 50 per cent of the pension, or Rs 100, whichever is higher.
- Purchase or construction advance, up to Rs 50,000 in Form No. XXXVI, for members with 5 years of continuous membership and 15 years of service to superannuation.

Frequently asked questions
How much is the MBOCWWB Loans for Tools amount?
Loans for Tools sanctions Rs 5,000 to a member of the fund for the purchase of tools. The Meghalaya Building and Other Construction Workers Welfare Board states the figure as a fixed amount, not a percentage of the tool cost, and it is the same for every trade.
Is Loans for Tools a grant or a repayable loan?
Loans for Tools is a repayable loan, not a grant. The Board's own scheme page says the amount "shall be recovered in not more than sixty instalments", so a worker who takes Rs 5,000 repays it over a period of up to five years. Some third-party websites wrongly describe it as a one-time grant.
Who is eligible for the tools loan from MBOCWWB?
A registered member who has completed 3 years of membership in the fund, remits contributions regularly and has completed 55 years of age is eligible. All three conditions appear together on the Board's schemes page, and the age condition is the one most applicants miss.
Which form is used for the MBOCWWB tools loan?
Form No. XXXVIII is the prescribed application. The Board publishes it on megbocwwb.gov.in as "Instrumental Loan" under benefit forms, and the online portal carries the same application as an Instrument Grant option.
How is the tools loan repaid?
The loan is recovered in not more than 60 instalments. The Board fixes the instalment schedule when it sanctions the loan, and recovery runs alongside the Rs 5 monthly subscription that keeps membership alive.
Can a worker who is not registered with the Board take this loan?
No. Only members of the fund can apply. Registration with the Meghalaya Building and Other Construction Workers Welfare Board is open to construction workers aged more than 18 and less than 60 who worked at least 90 days in a year, costs Rs 10, and carries a Rs 5 monthly subscription.
Can I apply for the tools loan online?
Yes. The MBOCWWB online portal at megbocwwb.gov.in/bocw_services lets a registered worker log in and apply for benefit schemes including the instrument or tools loan, and track the file under Track Application Status.
Whom do I contact if the tools loan is not sanctioned?
Contact the Office of the Secretary, MBOCWWB, Lower Lachumiere, Shillong 793001, on 0364 2501224. At district level the Labour Inspector and the District Labour Commissioner handle the file, and the Board publishes district-wise contacts on its website.
