What is a marriage registration certificate in Meghalaya?

A marriage registration certificate in Meghalaya is the certified extract of the marriage register maintained by the Registration Branch of the Deputy Commissioner's office in the district where the marriage took place or where the couple resides. Meghalaya delivers it as an online service on e-District Meghalaya (megedistrict.gov.in), where it is listed simply as "Marriage Certificate" with a published 60-day service level and a Right to Public Services tag, meaning the department is bound by a notified time limit rather than an informal promise.

Meghalaya is a state where marriage registration matters more than most people assume. Large parts of Khasi, Jaintia and Garo society follow customary marriage practices that are socially complete but leave no state record, and church weddings across the state produce a parish record rather than a government one. Neither of those is a document a passport office, a bank, an insurer, a pension office or a foreign embassy will accept. The e-District marriage certificate is the state record that closes that gap.

Two legal routes exist, and they behave very differently:

  • The Special Marriage Act 1954 route, the civil route, run by the Deputy Commissioner or a notified officer acting as Marriage Officer. The East Khasi Hills Registration Branch states plainly that the application for registration "should be submitted 30 days before the intended marriage date" and that a minimum of three witnesses must be present. This is the route for inter-faith couples, for couples who want a purely civil ceremony, and for any marriage where one party is a foreign national.
  • The registration-of-an-already-solemnised-marriage route, where a religious or customary ceremony has already happened and the couple is asking the state to record it. Here e-District Meghalaya asks for marriage proof, wedding photographs or the wedding card, instead of a notice of intended marriage.

Both routes end at the same counter and produce the same certificate. What changes is the paperwork you carry and how long you wait.

Which office actually handles it in your district?

Every district in Meghalaya runs the service from the Deputy Commissioner's headquarters:

  • East Khasi Hills; Registration Branch, DC Office, Shillong 793001.
  • Ri Bhoi; Office of the Deputy Commissioner, Nongpoh 793102, reachable at dc-rb-meg[at]nic[dot]in.
  • West Garo Hills, East Garo Hills, South Garo Hills, North Garo Hills, South West Garo Hills, West Khasi Hills, South West Khasi Hills, Eastern West Khasi Hills, East Jaintia Hills and West Jaintia Hills. The same Registration Branch structure at each district headquarters, with Sub-Divisional Officer counters feeding into it.

The Ri Bhoi district page records that the service is delivered through the ServicePlus platform under the national e-District mission-mode project, which is why the application screens look identical across all eleven districts.

Who can and who cannot apply?

You can apply for a Meghalaya marriage registration certificate if:

  • The groom is 21 or older and the bride is 18 or older on the date of the marriage.
  • Neither party has a living spouse from a subsisting earlier marriage.
  • Both parties are capable of giving valid consent and are not within the degrees of prohibited relationship the Special Marriage Act 1954 lists, unless a custom governing at least one of them permits it.
  • At least one party has resided in the district for the period the Act requires before the notice is filed. This is the rule that decides which Deputy Commissioner's office your file belongs to.
  • One party is a foreign national, provided the passport, a valid visa and a bachelor or spinster certificate are produced.

You cannot apply where the marriage was solemnised outside Meghalaya and neither party resides in the state, the register is territorial, and a Meghalaya Marriage Officer has no power over a marriage recorded in Assam or West Bengal. You are not eligible where either party is below the statutory age, where an earlier marriage is still subsisting, or where a party cannot give free consent. A couple already registered cannot register a second time; the correct request is a certified copy of the existing entry.

There is no income test, no caste condition and no tribal-status condition for a marriage certificate in Meghalaya. Being an ST resident of the state changes nothing about eligibility.

What documents are required?

e-District Meghalaya lists joint photographs, age proof, identity proof, residential proof and marriage proof: wedding photographs or the wedding card — or unmarried affidavits for both parties where the marriage has not yet taken place. The East Khasi Hills Registration Branch expands that into a working checklist: birth certificate for age, residential proof, marital status documentation, the divorce decree where a party is a divorcee, passport and visa and a bachelor or spinster certificate for a foreign party, and two recent passport-size photographs. Add three witnesses with their own identity proof and photographs.

Carry originals of everything you upload. The Registration Branch verifies originals against the scans before the Marriage Officer signs.

How to apply for a marriage certificate in Meghalaya online

  1. Decide your route first. If the wedding has not happened yet and you want a civil ceremony, you are filing a notice of intended marriage and must do it at least 30 days before the date. If the wedding has already happened, you are registering a solemnised marriage and need wedding photographs or the card.
  2. Create a citizen account on megedistrict.gov.in. Register with your mobile number and email, verify the OTP, and log in. The same login covers every e-District Meghalaya service.
  3. Open the "Marriage Certificate" service and select your district. The service page shows the 60-day service level and the RTPS tag.
  4. Fill the marriage details: both parties' full names exactly as on their identity documents, dates of birth, addresses, the date and place of marriage or the intended date, and the particulars of the three witnesses.
  5. Upload the supporting documents, age proof, identity proof, residential proof, joint photograph and the marital-status affidavit or marriage proof: within the file size the upload screen states.
  6. Pay the fee shown on the payment screen and save the acknowledgement with the application reference number. You will need that number to track the file and to collect the certificate.
  7. Attend the Registration Branch on the appointed day with both parties, the three witnesses and all originals. The Marriage Officer records the declaration, the parties and the witnesses sign the register, and the certificate is issued.

How to apply offline in Meghalaya

  1. Download the marriage registration application form from your district website; East Khasi Hills publishes it as a PDF; or collect it at the Registration Branch counter.
  2. Fill it and attach the age proof, identity proof, residential proof, marital status affidavit or divorce decree, marriage proof and two passport-size photographs of each party.
  3. Submit the completed form at the Registration Branch of the DC office, or file the same application through a Rainbow Centre or the PFC counter at the DC or SDO office, e-District Meghalaya lists all three as valid channels.
  4. Pay the counter fee, take the receipt, and note the date the Marriage Officer fixes for appearance with the three witnesses.

How do you check the application status?

Track the file with the application reference number on the status link of megedistrict.gov.in, or ask the Rainbow Centre operator who filed it to pull the same status. Where the case is under the Special Marriage Act 1954, the 30-day notice period is visible time. The file cannot move until it closes, so a status of "pending" during those 30 days is normal, not a delay.

Because the Marriage Certificate is a notified Right to Public Services item with a 60-day limit, a file that crosses 60 days without a decision gives you a statutory appeal to the appellate authority named for the service. Raise it in writing at the DC office rather than repeating the application.

Why are marriage registration applications rejected in Meghalaya?

  • The 30-day notice was not filed before the intended wedding date under the Special Marriage Act 1954.
  • Fewer than three witnesses appeared, or a witness had no identity proof.
  • Names or dates of birth on the application do not match the birth certificate or identity document.
  • Neither party could show residence in the district the application was filed in.
  • A divorcee attached no decree of divorce, or a widow/widower attached no death certificate of the former spouse.
  • A foreign party appeared without a valid visa or without the bachelor or spinster certificate.
  • Uploaded scans were unreadable, or the joint photograph was missing.

What does it cost, and what about agents?

Meghalaya issues the marriage certificate at the statutory fee shown on the e-District payment screen or quoted at the Registration Branch counter, plus the notified operator charge if you file through a Rainbow Centre. The district service pages do not publish a rupee figure, so ask the counter or read the portal payment screen before paying, and always take the receipt.

No clerk, operator or middleman in Shillong, Tura, Jowai or Nongpoh is entitled to a rupee beyond that. Agents who promise a "fast" certificate cannot shorten the 30-day notice period. It is a statutory period no officer can waive, and they file the same form you can file yourself. Report any demand for extra money to the Deputy Commissioner's grievance counter.

Why do you need it?

A Meghalaya marriage certificate is the document a spouse needs for a passport or a spouse visa, for adding a husband or wife to a bank account or an insurance policy, for family pension and gratuity claims, for a name change after marriage, for a joint home loan, for immigration to another country, and for any maintenance, succession or property claim before a court. Customary and church records do none of that work. Most couples order two or three certified copies in the same application, because every office that asks for it keeps the copy.

Documents required

Joint photographs of the couple
e-District Meghalaya lists joint photographs of the two parties among the supporting papers for the Marriage Certificate service. Passport-size photographs of each party are taken separately at the Registration Branch.
Age proof of both parties
Birth certificate, matriculation certificate or school leaving certificate. The East Khasi Hills Registration Branch names the birth certificate specifically for age verification. The groom must be 21 and the bride 18 at the date of marriage.
Identity proof of both parties
Aadhaar, EPIC voter card, PAN card, driving licence or passport of each party, matching the names used on the application.
Residential proof
Proof that at least one party has resided in the district. Under the Special Marriage Act 1954 the notice must be given to the Marriage Officer of a district where one party has resided for at least 30 days immediately before the notice.
Marriage proof — wedding card or ceremony photographsoptional
Required where the marriage has already been solemnised. e-District Meghalaya lists wedding photographs or the wedding card as marriage proof. Not applicable when you are filing a notice of intended marriage.
Affidavit of marital status
An unmarried/marital status affidavit from each party where neither has been married before. East Khasi Hills asks married applicants for their earlier marriage certificate or photographs instead.
Divorce decree or death certificate of former spouseoptional
Needed only where a party is a divorcee or a widow/widower. The district Registration Branch names the decree of divorce specifically.
Passport, valid visa and bachelor/spinster certificateoptional

Two recent passport-size photographs of each party
Listed by the East Khasi Hills Registration Branch along with the printed application form downloaded from the district website.
Three witnesses with their own identity proof
A minimum of three witnesses must be present at the solemnisation or registration under the Special Marriage Act 1954, each carrying identity proof and photographs.

Frequently asked questions

Who issues a marriage certificate in Meghalaya?

The Registration Branch of the Deputy Commissioner's office in the district issues the marriage certificate in Meghalaya, with the Deputy Commissioner or an officer notified under the Special Marriage Act 1954 acting as Marriage Officer. East Khasi Hills runs this from the DC Office at Shillong, Ri Bhoi from the DC Office at Nongpoh, and every district also accepts the application through e-District Meghalaya.

How long does a marriage certificate take in Meghalaya?

e-District Meghalaya publishes a 60-day service level for the Marriage Certificate service and lists it as a Right to Public Services notified service, so the 60 days are a legal outer limit rather than an estimate. A Special Marriage Act 1954 case cannot finish faster than 30 days in any event, because the notice has to stay on the board for that period.

What is the 30-day notice in Meghalaya?

The 30-day notice is the Special Marriage Act 1954 requirement that a couple file their notice of intended marriage with the Marriage Officer at least 30 days before the wedding date, and the East Khasi Hills Registration Branch states it in exactly those words. The Marriage Officer publishes the notice, anyone may object within those 30 days, and the marriage is solemnised after the period closes with no valid objection.

How many witnesses do you need for a Meghalaya marriage registration?

Meghalaya requires a minimum of three witnesses for a Special Marriage Act 1954 solemnisation, as the East Khasi Hills district Registration Branch states on its marriage certificate page. Each witness should bring an identity document and passport-size photographs, because the Marriage Officer records their particulars in the marriage register.

Can a foreign national register a marriage in Meghalaya?

Yes — a foreign national can marry and register in Meghalaya under the Special Marriage Act 1954, and the district Registration Branch asks additionally for the passport, a valid visa and a bachelor or spinster certificate. At least one of the two parties must have resided in the district for the residence period the Act requires before the notice is filed.

What does a marriage certificate cost in Meghalaya?

Meghalaya charges only the statutory fee shown on the e-District payment screen or quoted at the Registration Branch counter; the exact amount is not published on the district service pages, so ask the counter or the portal to state it before you pay. A Rainbow Centre may add the notified operator charge, and nothing beyond those two amounts is payable to anyone.

Where can I apply if I do not have internet access?

Apply at a Rainbow Centre, Meghalaya's Common Service Centre network, or at the Public Facilitation Centre counter inside the Deputy Commissioner's or Sub-Divisional Officer's office — e-District Meghalaya lists all three as delivery channels alongside the online portal. The operator files the same application on the same system and gives you the acknowledgement slip.

Does a Meghalaya marriage certificate expire?

A marriage certificate issued in Meghalaya never expires, because it certifies a permanent entry in the marriage register held by the district Registration Branch. If an office asks for a fresh copy, apply to the same Registration Branch for another certified copy of the same entry rather than registering the marriage again.
