What is the Meghalaya FOCUS+ scheme?

FOCUS+ is a Government of Meghalaya programme launched on 28 July 2022 by Chief Minister Conrad K. Sangma at Resubelpara, North Garo Hills District. The state portal's record of that day notes that the Chief Minister "flagged off the Better Meghalaya Campaign Vans & launched 'FOCUS +' scheme".

What FOCUS+ delivers, on the evidence of official state press releases, is a household-level family benefit issued through a FOCUS+ Card. Three state portal entries record the Chief Minister handing out FOCUS+ Cards or the FOCUS+ family benefit at district events:

  • Resubelpara, North Garo Hills to 28 July 2022. Launch of the FOCUS+ scheme.
  • Williamnagar, East Garo Hills to 1 September 2022. The Chief Minister distributed the FOCUS+ family benefit along with funds under the YESS Meghalaya Youth Empowerment Programme.
  • Baghmara, South Garo Hills to 20 October 2022. The Chief Minister distributed FOCUS+ Cards, piglets and chicks under the PROGRESS scheme, and handed over cheques under FOCUS and YESS Meghalaya.

A later state press release, on the distribution of quality planting materials in North Garo Hills, groups CM Farm+, FOCUS, FOCUS+ and CM-ELEVATE together as farmer-centric initiatives that are "creating livelihood opportunities and promoting entrepreneurship across Meghalaya". That placement is the clearest official indication of where FOCUS+ sits in the state's scheme architecture: in the rural livelihoods and farm-household family of programmes, delivered alongside YESS Meghalaya for youth and PROGRESS for livestock.

How does FOCUS+ differ from FOCUS?

FOCUS and FOCUS+ are two different programmes that run side by side, and the state's own press releases treat them separately.

  • FOCUS is directed at Producer Groups. The Chief Minister distributed cheques to Producer Groups under the FOCUS Programme at Tikrikilla in West Garo Hills District on 12 February 2022, and at Salmanpara. The unit of benefit there is a collective, not a household.
  • FOCUS+ is directed at families and households, and is delivered through a card. The Williamnagar release calls it explicitly the "FOCUS+ family benefit".

At the Baghmara event on 20 October 2022, both appear in the same sentence; FOCUS+ Cards on one side, cheques under FOCUS on the other — which confirms they are not two names for the same thing.

Who is eligible for FOCUS+ in Meghalaya?

This is the part the Government of Meghalaya has not published, and this guide will not invent it.

What is known:

  • FOCUS+ is for households or families in Meghalaya, since the benefit is described as a family benefit and is delivered through a card issued to a household.
  • Distribution so far has been recorded in the Garo Hills districts; North, East and South Garo Hills, at events attended by the Chief Minister.
  • FOCUS+ is grouped officially with farmer-centric livelihood initiatives.

What is not published anywhere on an official Meghalaya source:

  • No income ceiling, land-holding condition, category restriction or age band has been notified for FOCUS+.
  • No benefit amount per household has been published.
  • No exclusion list has been published, so this guide cannot say with certainty who is not eligible, beyond the obvious point that a person who is not a resident household of Meghalaya cannot apply.

If you have seen a specific rupee figure for FOCUS+ quoted on a private website or in a forwarded message, treat it as unverified. It does not appear in the state schemes directory, on the Community and Rural Development Department website, or in any guideline document hosted by the Government of Meghalaya.

How to apply for FOCUS+ in Meghalaya

There is no published application portal, form or window for FOCUS+. Every recorded distribution has happened at a government event rather than in response to a public application. The practical route is therefore local:

  1. Ask at your Block Development Officer's office. Household benefits in Meghalaya are identified and verified at block level, and the BDO's office is the first place that will hold any district instruction on FOCUS+ Card issuance.
  2. Check with the Deputy Commissioner's office of your district. FOCUS+ Cards have been distributed at district functions, and the DC's office coordinates the beneficiary lists for those events.
  3. Ask your village Durbar or headman whether a FOCUS+ list has been drawn up for your village, and whether your household is on it.
  4. Keep the standard papers ready, proof of identity, proof of residence in Meghalaya, and a bank account, so that you can be enrolled quickly if a list is being compiled.
  5. Do not pay anyone. No agent can issue a FOCUS+ Card, and no fee has been notified for it.

Why this guide is short

Meghalaya publishes a detailed scheme directory at meghalaya.gov.in/schemes, and a full guideline document for most of its state schemes. FOCUS+ appears in neither. It is absent from the state schemes directory, absent from the list of schemes implemented by the Community and Rural Development Department, and absent from the Department of Agriculture's scheme pages. The only official record of it is a set of Chief Minister's event press releases on the state portal.

Rather than fill that gap with a figure or an eligibility rule that no government source states, this guide records exactly what the Government of Meghalaya has published about FOCUS+ and stops there. If the state notifies guidelines for FOCUS+, this page will be updated to match them.

Where to ask

  • Block Development Officer of your block. The first point of contact for any household-level benefit in Meghalaya.
  • Deputy Commissioner's office of your district.
  • Community and Rural Development Department, Government of Meghalaya, Shillong, at megcnrd.gov.in.

The card itself is the instrument of the benefit. State press releases record the Chief Minister distributing FOCUS+ Cards at district events.

How much does the Meghalaya FOCUS+ scheme pay per household?

No official Meghalaya government source publishes a per-household amount for FOCUS+. How is FOCUS+ different from FOCUS?

FOCUS and FOCUS+ are separate programmes that the Meghalaya government runs alongside each other. State press releases record cheques being distributed under FOCUS to Producer Groups, while FOCUS+ is described as a family or household benefit delivered through a FOCUS+ Card.

Where can I apply for FOCUS+ in Meghalaya?

Is FOCUS+ listed on the Meghalaya state schemes portal?

No. FOCUS+ does not appear in the scheme directory at meghalaya.gov.in/schemes, and it is not listed among the schemes on the Community and Rural Development Department website. It appears only in Chief Minister's event press releases on the state portal.

Which districts has FOCUS+ reached so far?
