Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) — Meghalaya
Meghalaya state government scheme
MGNREGA in Meghalaya gives every rural household a legal guarantee of at least 100 days of unskilled wage employment in a financial year, paid at the notified state wage rate of Rs 272 per day in 2025-26. Adults apply for a job card free of cost at their Village Employment Council or Block Development Office.
What is MGNREGA in Meghalaya?
Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is a rights-based law under which every rural household in Meghalaya can demand paid unskilled manual work and must be given it. MGNREGA is not a welfare handout that an officer may grant or refuse at will, it is a statutory guarantee, and failure to supply work creates a cash liability on the state.
MGNREGA in Meghalaya is administered by the Community and Rural Development Department, Government of Meghalaya, and delivered on the ground through the State Rural Employment Society (SRES), an autonomous body with units at the state, district and block levels. According to the Community and Rural Development Department, the Society coordinates with other line departments; Fisheries, Social Welfare and Animal Husbandry among them, so that the works taken up create durable livelihood assets rather than one-off earthwork.
The core entitlement stated by the State Rural Employment Society is at least 100 days of guaranteed wage employment in a financial year to every rural household whose adult members volunteer to do unskilled manual work. The guarantee attaches to the household, not to the individual: a family of four registered adults shares the same 100-day pool.
Main features as published by SRES Meghalaya
- Wage rate of Rs 272 per day for unskilled work in FY 2025-26.
- Wages paid within a fortnight of measurement.
- Equal wages for men and women for the same work.
- Work provided within 5 km of the village; beyond that, a 10 per cent wage premium applies.
- At least one third of beneficiaries must be women.
- A 60:40 wage-to-material ratio on every work.
- No contractors and no labour-displacing machinery.
Who is eligible for MGNREGA in Meghalaya?
You can be registered if:
- Your household ordinarily resides in a rural area of Meghalaya.
- You are an adult aged 18 or above at the time of registration.
- You are willing to do unskilled manual work; no educational qualification, caste category, income certificate or land record is required.
MGNREGA deliberately keeps the eligibility gate low. There is no income ceiling, no BPL condition and no requirement to belong to a particular community. This is what distinguishes MGNREGA from almost every other rural scheme in the state.
You are not eligible, and cannot apply, if:
- Your household lives in an area classified as urban rather than rural.
- Every member of the household is below 18 years of age.
- You are seeking skilled or salaried employment, MGNREGA covers unskilled manual work drawn from the permissible categories of works only.
- You want to register a second job card for the same household. One household gets one job card; splitting a household to draw two cards is a common ground for cancellation on verification.
A further practical limit: the State Rural Employment Society notes that a minimum of 10 job seekers is required before a new work can be sanctioned. An individual demand is still valid and still starts the 15-day clock, but the work that satisfies it will normally be a group work planned for the village.
How to apply for a MGNREGA job card in Meghalaya
- Approach your Village Employment Council, Gram Rozgar Sevak or the Block Development Office in the C&RD block your village falls under, and ask to register the household under MGNREGA.
- Submit the registration request, it may be written on plain paper or made orally; naming every adult member of the household who wants work, with their age and residence details.
- Provide photographs of the adult members to be printed on the job card, along with bank or post office account details for wage payment.
- Collect the job card, which must be issued free of cost within 15 days of the application being received. Check that every adult's name and photo is correct before you leave.
- Apply for work in writing whenever you need it, for a minimum of 14 days of continuous work, and insist on a dated receipt. The receipt is the document that proves when your 15-day entitlement clock started.
- Report to the allotted worksite on the date given in the work allotment letter, and check that your attendance is recorded on the muster roll each day.
- Verify payment in your bank or post office passbook within a fortnight of the work being measured.
The dated receipt at step 5 is the single most important piece of paper in the whole process. Without it there is no evidence of the date of demand, and without a date of demand the unemployment allowance cannot be claimed.
How much does MGNREGA pay in Meghalaya?
MGNREGA in Meghalaya pays Rs 272 per day for unskilled manual work in financial year 2025-26, the rate published by the State Rural Employment Society. A household that draws the full 100-day entitlement therefore earns about Rs 27,200 in the year. The State Rural Employment Society records that wages under the Act in Meghalaya follow the state minimum wage rate notified under the Minimum Wages Act, 1948, and the operative rate is renotified by the Ministry of Rural Development at the start of each financial year, so check the current year's figure before assuming it.
Two additions can raise the effective earning:
- Distance premium — an extra 10 per cent over the wage rate where the worksite is more than 5 km from the village.
- Unemployment allowance: payable when the administration fails to give work within 15 days of a valid demand, at 25 per cent of the minimum wage for the first 30 days of the financial year and half the wage rate thereafter for the remainder of that year.
Wages are paid electronically into the worker's own account, not in cash and not into a common household account. Worksite facilities: drinking water, shade, and a creche where children accompany women workers, are a legal obligation on the implementing agency and are not deducted from wages.
How is MGNREGA work planned in a Meghalaya village?
Meghalaya plans MGNREGA works from the bottom up. Village communities select works from the 8 permissible categories of works laid down under the Act, and prepare a "shelf of works" covering a five-year period. The State Rural Employment Society states plainly that once a community's proposed works comply with the guidelines, they cannot be altered by the administration, a protection that matters in a state where village institutions, rather than statutory panchayats, drive local planning.
The categories cover natural resource management, individual assets for vulnerable households, common infrastructure for self-help groups, and rural infrastructure such as roads, drainage and playfields. Convergence with the Fisheries, Animal Husbandry and Social Welfare departments allows a MGNREGA worksite to become a fish pond, a piggery shed or an anganwadi approach road rather than an isolated earthwork.
How to check your MGNREGA job card, muster roll and payment status
- Open the State Rural Employment Society portal at megsres.nic.in, which carries job card information, muster roll documents, MIS reports and social audit findings for Meghalaya.
- For household-level data, use the national MGNREGA portal, now hosted at nrega.dord.gov.in, the old nrega.nic.in address redirects there. Drill down from state to district to block to village to see your job card, days worked and payments made.
- Use the Janmanrega mobile application, linked from the SRES site, for citizen access to work and payment information on a phone.
- Cross-check against your own passbook. If the portal shows a payment that your account has not received, raise it with the Programme Officer at the block immediately.
Everything on these portals is public. You do not need a login, a password or an official's permission to look up your own village's records, that transparency is deliberate and is the main safeguard against muster roll fraud.
Why MGNREGA job cards and payments fail, and how to fix them
- No dated receipt for the work application. Without it, the 15-day clock cannot be proved. Always ask for the receipt and keep it.
- Bank or post office account not active or not seeded. Electronic wage payment fails and the credit bounces back. Get the account revived and the details corrected at the block office.
- Name mismatch between the job card, the bank account and Aadhaar. Correct the record that is wrong rather than opening a fresh account.
- Household split to obtain two job cards. Detected in verification and the duplicate card is cancelled. One household, one card.
- Attendance not entered on the muster roll. Check the muster roll at the worksite each day; an unrecorded day is an unpaid day.
- Fewer than 10 job seekers for a new work. Your demand remains valid, but coordinate with neighbours so a sanctionable work can be opened.
Where to complain about MGNREGA in Meghalaya
MGNREGA has its own independent grievance officer. The Ombudsperson for MGNREGA, appointed at the district level, receives complaints about non-issue of job cards, denial of work, delayed or short payment, and corruption at worksites. The State Rural Employment Society notes that the Ombudsperson can direct disciplinary action against officials and can have FIRs lodged against erring parties, with an Appellate Authority above the Ombudsperson.
