What is the National Social Assistance Programme in Meghalaya?

The National Social Assistance Programme (NSAP) is the Government of India's core social security scheme, and in Meghalaya it is implemented by the Community and Rural Development Department (C&RD), Government of Meghalaya, through its Block offices and, in towns, through Municipal Board offices.

According to the C&RD Department's scheme page, NSAP "aims to provide social security in case of old age, maternity, disability and death of a breadwinner". In practice this means four working components in the state: an old age pension, a widow pension, a disability pension, and a one-time family benefit grant paid when the earning member of a poor household dies.

NSAP is a Centrally Sponsored Scheme. The Government of India releases central assistance to the state, and the state adds its own share, so the figure that actually reaches a beneficiary's account in Meghalaya is the combined rate notified by the C&RD Department, not the bare central rate.

The four NSAP components running in Meghalaya

  • IGNOAPS; Indira Gandhi National Old Age Pension Scheme
  • IGNWPS; Indira Gandhi National Widow Pension Scheme
  • IGNDPS: Indira Gandhi National Disability Pension Scheme
  • NFBS, National Family Benefit Scheme

Who is eligible for NSAP in Meghalaya?

NSAP in Meghalaya is targeted primarily at persons Below the Poverty Line. The C&RD Department states that the programme is for BPL persons, while adding that deserving individuals may be enrolled even where BPL status is not on record, a discretion exercised at Block level, not something an applicant can demand.

You can be considered if you are:

  • Aged 60 or above and poor or destitute, for the old age pension. There is no upper age limit; the rate simply changes at 80.
  • A widow aged 40 to 79, for the widow pension. Widowhood must be supported by the husband's death certificate.
  • Aged 18 to 79 with severe or multiple disability, for the disability pension, supported by a disability certificate.
  • The surviving household of a primary breadwinner aged 18 to 59 who has died, for the one-time NFBS grant.

In every case the applicant must be a resident of Meghalaya, must have a bank or post office account in their own name for the payment, and must belong to a poor household as assessed at Block level.

You are not eligible if:

  • You already draw a regular pension from the central government, a state government, a public sector undertaking or an employer's provident-fund pension. NSAP is not a top-up on an existing pension.
  • You are below the qualifying age for the component claimed — under 60 for IGNOAPS, under 40 for IGNWPS, under 18 for IGNDPS.
  • Your household is clearly not poor, for example an income-tax paying family or a household with a regular salaried government earner.
  • Your disability is not certified as severe or multiple, a mild disability certificate does not qualify for IGNDPS.
  • The deceased breadwinner in an NFBS claim was under 18 or over 59 at the time of death, or the claim is filed by someone who is not a member of the bereaved household.
  • You are already drawing the same NSAP pension through another record. One person cannot draw two NSAP pensions.

A widow with a severe disability must choose one pension, not both. Blocks routinely reject duplicate claims where the same Aadhaar or the same account number already appears in the pension roll.

How much does NSAP pay in Meghalaya?

Component Who it covers Rate
IGNOAPS Persons aged 60–79 Rs 750 per month
IGNOAPS Persons aged 80 and above Rs 800 per month
IGNWPS Widows aged 40–79 Rs 750 per month
IGNDPS Severe/multiple disability, aged 18–79 Rs 750 per month
NFBS Death of breadwinner aged 18–59 Rs 20,000, one time

The three pensions are paid monthly into the beneficiary's own bank or post office account. In practice Blocks often credit two or three months together when the central release cycle is delayed, so a gap of one month is usually a release timing issue rather than a cancellation.

The NFBS payment of Rs 20,000 is a single lump sum. It is credited to the surviving spouse, or where there is no surviving spouse, to the eldest surviving member of the household as determined by the Block.

How to apply for an NSAP pension in Meghalaya

  1. Identify the correct component, old age (IGNOAPS), widow (IGNWPS), disability (IGNDPS) or family benefit (NFBS). Each has its own prescribed form, and a form filled for the wrong component is returned.
  2. Collect the prescribed form from your C&RD Block office if you live in a rural area, or from the Municipal Board office if you live in a municipal area. The form is issued free.
  3. Get your residence and status attested by the Village Headman or Dorbar Shnong (rural) or the Municipal Board (urban), and attach the certificate.
  4. Attach the supporting documents, age proof, residence proof, BPL or economic evidence, bank passbook copy, photographs, and the component-specific certificate (spouse's death certificate, disability certificate, or the breadwinner's death certificate).
  5. Submit the completed form at the C&RD Block office or Municipal Board office and obtain a dated acknowledgement or receipt number. Do not leave without written acknowledgement.
  6. Attend verification. The Block staff verify the claim locally, usually with the village authority, before the case is put up for sanction.
  7. Check the sanction and first credit. Once sanctioned, your name is added to the pension roll and payment begins into your bank or post office account.

How to check your NSAP application or pension status in Meghalaya

  1. Go back to the C&RD Block office or Municipal Board office where you applied, carrying your acknowledgement receipt.
  2. Ask the pension clerk whether your case is at verification, sanction or payment stage, and note the file number.
  3. Check your bank or post office passbook for the credit. Update the passbook at the branch, because DBT credits often do not generate an SMS.
  4. If the case has been pending for more than a few months, escalate in writing to the Block Development Officer (BDO), and then to the District Rural Development Agency (DRDA) in your district.

Why NSAP applications get rejected in Meghalaya

  • Age not established. The commonest reason. Where no birth certificate exists, an EPIC, school record or Aadhaar showing the qualifying age is needed; a bare declaration is not enough.
  • Another pension already drawn, a service pension, family pension or a second NSAP pension in the same name.
  • Disability certificate does not say "severe"; IGNDPS is limited to severe or multiple disability.
  • Breadwinner outside the 18–59 age band in an NFBS claim.
  • Bank account problems. An account not in the applicant's own name, a dormant account, or an account not seeded with Aadhaar, so the DBT credit fails and bounces back.
  • Household not assessed as poor, since NSAP in Meghalaya is primarily a BPL programme.
  • Incomplete residence attestation from the Village Headman, Dorbar Shnong or Municipal Board.

Most of these are curable. Correct the document and resubmit at the same Block office rather than starting an entirely fresh application, and quote the earlier acknowledgement number so the file is traced instead of duplicated.

When can I apply for NSAP in Meghalaya?

NSAP is not a once-a-year scheme. Applications are received at Block and Municipal Board offices through the year, and cases are taken up for sanction as and when targets and central releases allow. Because the number of pensions a Block can sanction is capped by the allocation it receives, a valid application may wait in a queue even after verification. This is a funding sequence, not a rejection.

The NFBS claim is the one component where timing genuinely matters. File it as soon as the death certificate is available, because Blocks discourage claims filed long after the death when the household circumstances can no longer be verified.

Grievance redressal for NSAP in Meghalaya

  • First level: the pension clerk and the Block Development Officer at your C&RD Block office, or the Executive Officer at the Municipal Board.
  • Second level: the District Rural Development Agency (DRDA) in your district.
  • State level: the Directorate of Community and Rural Development, Government of Meghalaya, which publishes departmental contact details at megcnrd.gov.in.

Put every grievance in writing, keep a copy, and record the date it was received. Verbal follow-up leaves no trace when a file has to be reconstructed.

NSAP registration in Meghalaya is free at every stage. No official is entitled to charge for a form, for verification, or for sanction of a pension.

Frequently asked questions

How much pension does NSAP pay in Meghalaya?

NSAP in Meghalaya pays Rs 750 per month under the old age, widow and disability pensions, and Rs 800 per month once an old age pensioner turns 80. The National Family Benefit Scheme separately pays a one-time grant of Rs 20,000 when the primary breadwinner of a poor household dies.

Where do I apply for an old age pension in Meghalaya?

Applications are submitted at your Community and Rural Development (C&RD) Block office if you live in a rural area, or at the Municipal Board office if you live in a municipal area. The Community and Rural Development Department prescribes a specific form for each NSAP component; there is no state online application counter for NSAP at present.

What is the minimum age for the Indira Gandhi National Old Age Pension in Meghalaya?

Sixty years. IGNOAPS covers persons aged 60 and above; those aged 60 to 79 draw Rs 750 a month and those aged 80 and above draw Rs 800 a month.

What is the age range for the widow pension under NSAP in Meghalaya?

Forty to seventy-nine years. IGNWPS in Meghalaya covers widows aged 40 to 79 at Rs 750 per month. A widow who crosses 80 is normally shifted to the old age pension rather than dropped from social security.

Who qualifies for the disability pension under NSAP?

Persons aged 18 to 79 with severe or multiple disabilities qualify for IGNDPS at Rs 750 per month, subject to a valid disability certificate and the BPL condition. Ordinary or mild disability does not qualify.

Is the Rs 20,000 family benefit paid every year?

No. The National Family Benefit Scheme grant of Rs 20,000 is a one-time lump sum paid to the surviving household when the primary breadwinner, aged between 18 and 59, dies. It is not a recurring pension.

Can a person already drawing another government pension get NSAP?

No. NSAP is meant for persons without regular support, and drawing another state or central pension for the same contingency is the most common ground for rejection. Declare any existing pension on the form rather than risk recovery later.

Do I have to pay anything to get an NSAP pension sanctioned?

No. NSAP application forms and sanction are free at the C&RD Block office and the Municipal Board office. No agent, middleman or official can charge a fee for adding your name to the pension list.
