Indira Gandhi National Disability Pension Scheme (IGNDPS) — Meghalaya
Meghalaya state government scheme
The Indira Gandhi National Disability Pension Scheme in Meghalaya pays a monthly pension to below-poverty-line persons aged 18 to 79 years with severe or multiple disabilities. The C&RD Department's scheme page lists Rs 750 per month per beneficiary after the State contribution. Apply free in the prescribed form at the C&RD Block office or Municipal Board office.
What is the Indira Gandhi National Disability Pension Scheme in Meghalaya?
The Indira Gandhi National Disability Pension Scheme (IGNDPS) is the disability component of the National Social Assistance Programme (NSAP), the centrally sponsored programme launched on 15 August 1995. In Meghalaya, IGNDPS is administered by the Community and Rural Development (C&RD) Department, which also runs the old-age pension, the widow pension and the National Family Benefit Scheme in the state.
IGNDPS pays a monthly cash pension to adults with severe or multiple disabilities who belong to below-poverty-line households. The C&RD Department's schemes page lists the pension at Rs 750 per month per beneficiary for persons aged 18 to 79 years. The older NSAP entry on the Meghalaya government portal still shows Rs 500 per month. The difference is the State contribution Meghalaya adds on top of the central NSAP share, and applicants should confirm the amount currently being credited at their own Block office.
The scheme's purpose is narrow but important: a person with a severe disability in a poor household usually cannot earn, and the household loses income twice over because a family member must also stay back to provide care. A small, predictable monthly payment in the beneficiary's own name is what IGNDPS provides.
Key features of IGNDPS in Meghalaya
- Centrally sponsored NSAP component with a State contribution added by Meghalaya.
- Covers severe or multiple disability, not mild or moderate disability.
- Age band of 18 to 79 years.
- Monthly pension credited to an account in the beneficiary's own name.
- Delivered through C&RD Blocks in rural areas and Municipal Boards in urban areas, free of any fee.
Who is eligible for the disability pension in Meghalaya?
You are eligible if:
- You are aged 18 to 79 years on the date of application.
- You have a severe or multiple disability certified by the competent medical authority. The certificate must show the degree of disability.
- You belong to a below-poverty-line household. The C&RD Department records that poor and deserving people are also enrolled "even though their name does not figure out in the BPL List based on field verification", so a genuinely destitute applicant outside the list can still be considered.
- You are a resident of the Block or Municipal Board area where the form is filed.
- You have a bank or post office account in your own name.
You are not eligible if:
- You are below 18 years of age. IGNDPS does not cover children.
- You are 80 years of age or above: from 80 the correct component is the old-age pension.
- Your disability certificate records a mild or moderate degree of disability, or does not record the degree at all.
- You already draw another NSAP pension; old-age or widow, for the same person. NSAP does not pay two pensions to one individual.
- Your household is clearly above the poverty line and does not survive field verification.
- You do not have a valid disability certificate at all. A doctor's letter or a hospital discharge summary is not a substitute; the certificate has to come from the competent certifying authority.

How to apply for the Meghalaya disability pension
IGNDPS in Meghalaya is applied for offline. The C&RD Department states that the "application in prescribed form for benefits under NSAP can be submitted to the C&RD Block office/Municipal Board office."
- Get the disability certificate first. Have the disability assessed and certified by the competent medical authority, usually at the district hospital or a designated assessment camp. Without this certificate the pension form cannot be processed, so this is the step to start with.
- Collect the prescribed NSAP application form free of cost from the C&RD Block office covering your village, or the Municipal Board office if you live in an urban local body area such as Shillong, Tura or Jowai.
- Fill in the form with the beneficiary's name exactly as in the bank passbook, the date of birth, the nature and degree of disability as recorded on the certificate, the village or locality with Block or Ward, and the bank account number with IFSC code.
- Attach the enclosures, the disability certificate, age proof, residence proof, BPL identification, a copy of the passbook and photographs.
- Submit the form at the same Block or Municipal Board office and ask for an acknowledgement or the entry number in the receipt register.
- Be available for field verification. Block staff, usually with the village headman or the local durbar, verify the disability, residence and economic condition at the applicant's home. Where the applicant cannot travel, the verification comes to the applicant.
- Check the passbook after sanction. Once the name is added to the beneficiary roll, the pension is credited monthly to the account named in the form.
A family member can collect and submit the form on behalf of an applicant who cannot travel, but the pension account must be in the beneficiary's own name.
How do I check my Meghalaya disability pension status?
- Ask at the C&RD Block office or Municipal Board office where the form was submitted, the beneficiary register and the sanction list are held there.
- Update the bank or post office passbook and look for the monthly credit entry.
- Meet the Block Development Officer if months have passed with no credit and no rejection was communicated.
- Note down the sanction number once approved; every later query about non-payment or a bank change is faster with it.
Why do Meghalaya disability pension applications get rejected?
- Disability certificate missing, expired, or not recording the degree of disability — by far the most common reason.
- Degree certified as mild or moderate, when the scheme requires severe or multiple disability.
- Age outside the 18 to 79 band.
- Certificate issued by an authority that is not competent to certify, for example a private clinic rather than the designated medical board.
- Household found above the poverty line during field verification.
- Duplicate pension, the applicant already drawing the old-age or widow pension.
- Bank account defects. A dormant account, a wrong IFSC code, or an account held only in a guardian's name.
The certificate problems are the ones worth pre-empting. Before filing the pension form, check that the certificate names the beneficiary correctly, records the percentage or degree of disability, is signed by the certifying authority, and is still valid if it was issued for a limited period.
What happens to the disability pension after age 80?
IGNDPS in Meghalaya is defined for the 18 to 79 age band. A beneficiary who crosses 80 should approach the Block office with proof of age so that the case is transferred to the old-age pension component, which the C&RD Department lists at a higher monthly rate from age 80. A pension that stops around the beneficiary's 80th birthday is usually a pending component change rather than a cancellation.
Where to complain about the Meghalaya disability pension
- Block Development Officer (BDO) of your C&RD Block, first authority for application status, sanction, non-payment and corrections to the register.
- Executive Officer, Municipal Board, for urban applicants.
- Deputy Commissioner's office in your district, if the Block office does not act on a written complaint.
- Community and Rural Development Department, Government of Meghalaya, at megcnrd.gov.in. The department responsible for NSAP in the state.
IGNDPS is free at every stage. No agent is authorised to charge for the form, for a disability certificate appointment, or for a place on the beneficiary list, and any such demand should be reported to the BDO in writing.

Frequently asked questions
How much is the disability pension in Meghalaya?
The Meghalaya C&RD Department's schemes page lists Rs 750 per month per beneficiary under the Indira Gandhi National Disability Pension Scheme, while the older NSAP page on the state government portal still shows Rs 500 per month. The difference is the State contribution Meghalaya adds to the central NSAP share; confirm the current rate at your Block office.
What degree of disability qualifies for IGNDPS in Meghalaya?
Severe or multiple disability. Both the Meghalaya government portal and the C&RD Department describe the beneficiary group as persons with severe or multiple disabilities, so a disability certificate that records only a mild or moderate degree will not support the claim.
What is the age range for the Meghalaya disability pension?
Eighteen to seventy-nine years. IGNDPS covers persons aged 18 to 79 with severe or multiple disability from below-poverty-line households. From the age of 80 the case is normally moved to the old-age pension.
Which department runs the disability pension in Meghalaya?
The Community and Rural Development (C&RD) Department. Meghalaya implements all four NSAP components through C&RD rather than through a social welfare department, so the counter to approach is the C&RD Block office in rural areas or the Municipal Board office in urban areas.
Can a child with a disability get IGNDPS in Meghalaya?
No. IGNDPS starts at 18 years of age, so a child below 18 is not eligible for this pension. Families of children with disabilities should ask the Block office and the district social welfare machinery about other disability support available in the state.
Can the disability pension be claimed online in Meghalaya?
No online application has been notified. The C&RD Department states that the application in the prescribed form is submitted to the C&RD Block office or the Municipal Board office, so the route is offline.
Can someone else operate the pension account for a beneficiary who cannot?
Yes, but the account must still be in the beneficiary's own name. Where the beneficiary cannot operate the account, a legal guardian arrangement should be recorded with the bank; the Block office will not sanction a pension into an account held only in a relative's name.
Is there any fee for the Meghalaya disability pension application?
No. The form is issued free at the Block or Municipal Board office and no money is payable at any stage, including for verification or sanction.
