What is the Indira Gandhi National Widow Pension Scheme in Meghalaya?

The Indira Gandhi National Widow Pension Scheme (IGNWPS) is the widow pension component of the National Social Assistance Programme (NSAP), the centrally sponsored social security programme launched on 15 August 1995. In Meghalaya, IGNWPS is administered by the Community and Rural Development (C&RD) Department, the same department that runs the old-age pension, the disability pension and the National Family Benefit Scheme in the state.

IGNWPS pays a monthly cash pension to widows from below-poverty-line households so that a woman who has lost the household's earning member has a small, predictable income of her own. According to the C&RD Department's schemes page, the pension is Rs 750 per month per beneficiary for widows aged 40 to 79 years. The older NSAP entry on the Meghalaya government portal lists Rs 500 per month. The difference is the State contribution that Meghalaya adds on top of the central NSAP share, and it is the reason two official pages carry two figures. Applicants should treat the C&RD page as the departmental position and confirm the amount actually being credited at their Block office.

Key features of IGNWPS in Meghalaya

  • Centrally sponsored NSAP component, topped up by a State contribution.
  • Covers widows aged 40 to 79 years from BPL households.
  • Monthly pension credited to an account in the widow's own name.
  • Delivered through C&RD Blocks in rural areas and Municipal Boards in urban areas.
  • Free to apply. The form costs nothing.

Who is eligible for the widow pension in Meghalaya?

You are eligible if:

  • You are a widow; your husband has died and you have not remarried.
  • You are aged 40 to 79 years on the date of application.
  • You are a resident of Meghalaya, living in the C&RD Block or Municipal Board area where you submit the form.
  • You belong to a below-poverty-line household. The C&RD Department records that poor and deserving people are also enrolled "even though their name does not figure out in the BPL List based on field verification", so a destitute widow outside the BPL list can still be considered on verification.
  • You have a bank or post office account in your own name.

You are not eligible if:

  • You are below 40 years of age. This is the single largest ground for rejection under IGNWPS, and a young widow has to wait until she turns 40.
  • You are 80 years of age or above. From 80 the correct component is the old-age pension, at the higher old-age rate.
  • You have remarried. The pension is for a woman who continues to be a widow.
  • You already draw another NSAP pension for the same person, old-age or disability. Two NSAP pensions are not paid to one individual.
  • Your household is clearly above the poverty line and does not survive field verification.
  • You are a separated or deserted woman rather than a widow. Desertion or separation is not covered by IGNWPS, which requires the death of the husband.

How to apply for the Meghalaya widow pension

IGNWPS in Meghalaya is an offline application. The C&RD Department states that the "application in prescribed form for benefits under NSAP can be submitted to the C&RD Block office/Municipal Board office."

  1. Collect the prescribed NSAP application form free of cost from the C&RD Block office covering your village, or from the Municipal Board office if you live in an urban local body area such as Shillong, Tura or Jowai.
  2. Fill in the form with your name exactly as it appears in your bank passbook, your date of birth, your husband's name and date of death, your village or locality with Block or Ward, and your bank account number with IFSC code.
  3. Attach the enclosures. The husband's death certificate, your age proof, residence proof, BPL identification, a copy of the passbook and photographs.
  4. Submit the form at the same Block or Municipal Board office and ask for an acknowledgement or for the entry number in the receipt register.
  5. Be present for field verification. Block staff, usually with the village headman or local durbar, confirm widowhood, age, residence and economic condition at your home.
  6. Wait for the sanction and then check the bank passbook. Once your name is added to the beneficiary roll, the pension is credited monthly to the account you gave in the form.

An elderly or unwell applicant may send a family member to collect and submit the form, but the pension account itself must be in the widow's own name.

How do I check my Meghalaya widow pension status?

  1. Ask at the C&RD Block office or Municipal Board office where the form was filed. The Block keeps the beneficiary register, and this is the fastest check.
  2. Update your bank or post office passbook and look for the monthly credit line rather than relying on informal reports.
  3. Meet the Block Development Officer if several months have passed with no credit and no rejection was communicated.
  4. Ask for the sanction number once the case is approved and keep it with your papers, it makes every later query faster.

Why do Meghalaya widow pension applications get rejected?

  • Age outside the 40 to 79 band — the most common single reason.
  • No acceptable proof of the husband's death, especially where the death was never registered.
  • Household found above the poverty line during field verification.
  • Duplicate pension. The applicant already on the old-age or disability pension roll.
  • Remarriage discovered during verification.
  • Bank account problems, a dormant account, a wrong IFSC code, or an account in a son's or relative's name instead of the widow's.
  • Form filed at the wrong office. A Block office for a Municipal Board resident or the reverse.

Most of these are fixable. A missing death certificate is the one that takes the longest, because a delayed registration or a local authority certificate has to be arranged first; start that step before filling in the pension form.

What happens to the widow pension after age 80?

Meghalaya's widow pension is defined for the 40 to 79 age band. A beneficiary who crosses 80 should approach the Block office with proof of age so that her case is moved to the old-age pension component, which the C&RD Department lists at a higher monthly rate for beneficiaries aged 80 and above. The transfer is not guaranteed to happen on its own, and a pension that stops around a beneficiary's 80th birthday is usually a component change waiting to be recorded rather than a cancellation.

Where to complain about the Meghalaya widow pension

  • Block Development Officer (BDO) of your C&RD Block, the first authority for status, sanction, non-payment and corrections to the register.
  • Executive Officer, Municipal Board, for urban applicants.
  • Deputy Commissioner's office in your district, if the Block office does not act.
  • Community and Rural Development Department, Government of Meghalaya, at megcnrd.gov.in. The department responsible for NSAP in the state.

Every stage of IGNWPS is free. No agent or middleman can charge for the form, for verification or for a place on the beneficiary list, and a demand for money should be reported to the BDO in writing.

Frequently asked questions

How much is the widow pension in Meghalaya?

The Meghalaya C&RD Department's schemes page lists Rs 750 per month per beneficiary under the Indira Gandhi National Widow Pension Scheme. The older NSAP entry on the state government portal still shows Rs 500 per month. The gap is the State contribution Meghalaya adds to the central NSAP share, so confirm the rate currently credited at your Block office.

What is the age limit for the Meghalaya widow pension?

Forty to seventy-nine years. IGNWPS covers below-poverty-line widows aged 40 to 79 years. A widow below 40 is not eligible under this component, and from the age of 80 the case is normally moved to the old-age pension rather than continued as a widow pension.

Which department handles the widow pension in Meghalaya?

The Community and Rural Development (C&RD) Department. Meghalaya implements all four NSAP components through C&RD, not through a social welfare department, so applications go to the C&RD Block office in rural areas and the Municipal Board office in urban areas.

Can a widow apply for the Meghalaya widow pension online?

No online application has been notified for IGNWPS in Meghalaya. The C&RD Department states that the application in the prescribed form is submitted to the C&RD Block office or Municipal Board office, which makes the route offline.

What if there is no death certificate for the husband?

Take the matter to the Block office before filing the form. A registered death certificate is the standard proof, but where a death was never registered the Block office normally requires a certificate from the village headman (Rangbah Shnong), the local durbar or another competent local authority, along with field verification.

Can a widow who remarries continue to draw the pension?

No. The widow pension is meant for a woman who remains a widow. On remarriage the ground for the pension no longer exists and the case is struck off the roll during verification.

Can a widow draw both IGNWPS and the old-age pension?

No. NSAP does not pay two pensions to the same person. A widow who turns 60 or 80 is normally transferred to the old-age pension at the applicable rate instead of drawing both, and duplicate entries are removed.

Is any fee payable for the Meghalaya widow pension application?

No. The form is free at the Block or Municipal Board office and no payment is due at any stage of the application, verification or sanction.
