Indira Gandhi National Old Age Pension Scheme (IGNOAPS) — Meghalaya
Meghalaya state government scheme
The Indira Gandhi National Old Age Pension Scheme in Meghalaya pays a monthly old-age pension to below-poverty-line residents aged 60 years and above. The C&RD Department's own scheme page lists Rs 750 per month for beneficiaries aged 60 to 79 and Rs 800 per month from age 80, after a State top-up. Apply free at your C&RD Block office or Municipal Board office.
What is the Indira Gandhi National Old Age Pension Scheme in Meghalaya?
The Indira Gandhi National Old Age Pension Scheme (IGNOAPS) is the old-age component of the National Social Assistance Programme (NSAP), a centrally sponsored programme launched on 15 August 1995. In Meghalaya, IGNOAPS is implemented by the Community and Rural Development (C&RD) Department, not by a social welfare department as in most other states.
According to the C&RD Department, NSAP "aims to provide social security in case of old age, maternity, disability and death of a breadwinner" and has four components; IGNOAPS, the widow pension (IGNWPS), the disability pension (IGNDPS) and the National Family Benefit Scheme (NFBS). IGNOAPS is the largest of the four by beneficiary count in the state.
IGNOAPS pays a monthly cash pension to elderly people from below-poverty-line households. Meghalaya adds a State contribution on top of the central NSAP share, which is why the rate quoted in the state differs from the bare central norm. The C&RD Department's own schemes page lists Rs 750 per month for beneficiaries aged 60 to 79 years and Rs 800 per month for beneficiaries aged 80 years and above. The older NSAP entry on the Meghalaya government portal still shows Rs 500 and Rs 550 respectively. Readers should treat the C&RD figure as the departmental position and confirm the amount currently being credited at their own Block office, because the state share has been revised more than once.
Key features of IGNOAPS in Meghalaya
- Centrally sponsored scheme under NSAP, with a State contribution added by Meghalaya.
- Monthly cash pension, paid to the beneficiary's own account.
- A higher rate applies from the age of 80.
- Implemented through C&RD Blocks in rural areas and Municipal Boards in urban areas.
- No application fee at any stage.
Who is eligible for IGNOAPS in Meghalaya?
You are eligible if:
- You are 60 years of age or above on the date of application.
- You are a resident of Meghalaya, living in the C&RD Block or Municipal Board area where you file the form.
- You belong to a below-poverty-line (BPL) household. The C&RD Department notes that poor and deserving people are also enrolled "even though their name does not figure out in the BPL List based on field verification", so a genuine destitute applicant outside the BPL list can still be considered.
- You have a working bank or post office account in your own name to receive the pension.
You are not eligible if:
- You are below 60 years of age. Applicants in their late fifties are routinely rejected on age proof alone and must reapply after turning 60.
- You already draw another NSAP pension, the widow pension or the disability pension, for the same person. NSAP does not pay two pensions to one individual.
- You belong to a household that is clearly above the poverty line and does not survive field verification.
- You are not a resident of the Block or Municipal Board area where the form was submitted. In that case the correct office is the one covering your actual place of residence.
Age is the criterion most often disputed. Where a birth certificate does not exist, common for people born before civil registration was widespread, Block offices normally accept an EPIC (Voter ID), an Aadhaar card, a school leaving certificate or an age certificate issued by a competent authority. Carry more than one of these if the dates differ across documents, because a mismatch is a frequent cause of a file being held back.

| Bank or post office passbook | Yes | Pension is credited to the beneficiary's own account |
| Aadhaar card | No | Used for identification and to prevent duplicate pension entries |

How to apply for IGNOAPS in Meghalaya
IGNOAPS in Meghalaya is an offline application. The C&RD Department states plainly that the "application in prescribed form for benefits under NSAP can be submitted to the C&RD Block office/Municipal Board office."
- Collect the prescribed NSAP application form free of cost from your C&RD Block office if you live in a rural area, or from your Municipal Board office if you live in an urban local body area such as Shillong or Tura.
- Fill in the form with your name exactly as it appears on your bank passbook, your date of birth, your village or locality, your Block or Ward, and your bank account number with IFSC code.
- Attach the supporting documents; proof of age, residence proof, BPL identification, a copy of the bank or post office passbook, and photographs.
- Submit the completed form at the same C&RD Block office or Municipal Board office and ask for an acknowledgement or a note of the entry in the receipt register.
- Be available for field verification. Block staff, often with the village headman (Rangbah Shnong) or the local council, verify age, residence and economic condition at the applicant's home.
- Wait for sanction. Once the case is approved and the beneficiary is added to the roll, the pension is credited to the account given in the form.
If the applicant is bedridden or unable to travel, a family member can collect and submit the form, but the pension account must still be in the name of the elderly applicant.
How do I check my IGNOAPS application or payment status in Meghalaya?
- Ask at the C&RD Block office where you submitted the form. The Block holds the beneficiary register and the sanction list, and this is the fastest and most reliable check.
- Check your bank or post office passbook for the monthly credit. Update the passbook or use SMS alerts rather than relying on word of mouth.
- Ask the Block Development Officer for the sanction position if several months have passed with no credit and no rejection was communicated.
- Check the NSAP beneficiary listing maintained by the Ministry of Rural Development if you have your beneficiary or sanction number to hand.
Why do Meghalaya old-age pension applications get rejected?
- Age below 60 or age proof that does not clearly establish 60 years.
- Conflicting dates of birth across Aadhaar, EPIC and school records.
- Household found above the poverty line during field verification.
- Duplicate pension — the same person already drawing a widow or disability pension under NSAP.
- Wrong office. A form filed at a Block office when the applicant actually lives inside a Municipal Board area, or the reverse.
- Bank account errors, an inactive account, a wrong IFSC code, or an account in a relative's name rather than the beneficiary's.
- Incomplete form with no photograph, no signature or thumb impression, or missing enclosures.
Most of these are correctable. An age proof mismatch is fixed by producing a consistent document; a bank error is fixed by giving the Block office a fresh passbook copy. A rejection on economic grounds is the one that needs a written representation.
What happens after the beneficiary turns 80?
Meghalaya's C&RD Department lists a higher monthly rate from the age of 80 to Rs 800 per month against Rs 750 for the 60 to 79 band. The upgrade is not always automatic, because it depends on the recorded date of birth in the beneficiary register being accurate. A beneficiary approaching 80 should take proof of age to the Block office and ask for the rate to be revised in the register.
Life verification and continuing the pension
IGNOAPS is a continuing pension, not a one-time payment, and beneficiaries are expected to be alive and resident in the state for it to keep running. Block offices carry out periodic life verification, and a pension that has stopped without explanation is very often a verification that was missed rather than a cancellation. Beneficiaries who move to another Block or to another state should report the change, because a pension drawn at an address where the beneficiary no longer lives is treated as an ineligible payment.
Where to complain about the Meghalaya old-age pension
- Block Development Officer (BDO) of your C&RD Block: first stop for application status, sanction, non-payment and register corrections.
- Executive Officer of the Municipal Board for urban applicants.
- Deputy Commissioner's office of your district if the Block does not respond.
- Community and Rural Development Department, Government of Meghalaya at megcnrd.gov.in, the department that administers NSAP in the state.
The scheme is free. No agent, middleman or facilitator is authorised to charge for a pension application, a form, or a place on the beneficiary list, and any such demand should be reported to the BDO in writing.

Frequently asked questions
How much old-age pension is paid in Meghalaya under IGNOAPS?
The Meghalaya C&RD Department's schemes page lists Rs 750 per month for beneficiaries aged 60 to 79 years and Rs 800 per month for those aged 80 and above. The older Meghalaya state portal entry still shows the earlier figures of Rs 500 and Rs 550. The difference is the State contribution that Meghalaya adds on top of the central NSAP share, so confirm the current rate at your Block office before you apply.
Who runs IGNOAPS in Meghalaya?
The Community and Rural Development (C&RD) Department runs IGNOAPS in Meghalaya. This is unlike most states, where a Social Welfare Department handles pensions, and it is the single most common reason applicants are sent to the wrong counter. Applications go to the C&RD Block office in rural areas and to the Municipal Board office in urban areas.
What is the minimum age for the Meghalaya old-age pension?
Sixty years. IGNOAPS covers persons aged 60 years and above who belong to a below-poverty-line household. A separate higher rate applies once the beneficiary turns 80, and that upgrade should be applied for at the Block office with proof of age.
Can I apply for the Meghalaya old-age pension online?
No separate online application has been notified for IGNOAPS in Meghalaya. The C&RD Department states that the application in the prescribed form is submitted to the C&RD Block office or the Municipal Board office, so the route is offline.
Can someone who is not on the BPL list get IGNOAPS in Meghalaya?
Yes, in practice. The C&RD Department records that poor and deserving people are also enrolled under the scheme even though their name does not appear in the BPL list, based on field verification. BPL listing remains the primary test, so a household outside the list should expect a home verification visit before sanction.
Is there any fee to apply for IGNOAPS in Meghalaya?
No. The application form is issued free of cost at the Block or Municipal Board office and no charge is payable at any stage. Nobody is authorised to take money to "get your name added" to the pension list.
Why has my Meghalaya old-age pension stopped?
The usual reasons are a closed or dormant bank account, a name mismatch between the pension record and the bank account, failure of the annual life verification, or the beneficiary being found to draw another social security pension. Raise it first with the Block Development Officer, who holds the beneficiary register.
Can a person draw IGNOAPS and a widow pension together?
No. NSAP pensions are not paid twice over to the same person. A widow aged 60 or above is normally moved from the widow pension to the old-age pension rather than paid both, and duplicate entries found during verification are struck off.
