Income Certificate in Meghalaya
Meghalaya state government scheme
Income Certificate in Meghalaya is issued by the Deputy Commissioner's office or the Civil Sub-Divisional Office of the district and applied for at megedistrict.gov.in, by hand at the office, or through a facilitation kiosk. The certificate states the annual family income from all sources and, on the government's own template, is valid for one year from the date of issue.
What is an Income Certificate in Meghalaya?
An Income Certificate in Meghalaya is a document issued by the Office of the Deputy Commissioner of the district, certifying the total annual income of an applicant's family from all sources. The Government of Meghalaya publishes both the application form and the certificate template, and the template is explicit about what it certifies: that a named individual resident of a named locality, village or town, under a named police station and district in the State of Meghalaya, has a stated annual income from all sources.
Meghalaya delivers the service through the state e-District portal at megedistrict.gov.in, built on the ServicePlus platform under the national e-District Mission Mode Project, one of the 31 Mission Mode Projects of the National e-Governance Plan. The listed service is classified as regulatory and restricted to individual citizens.
Who issues it, and where do applications go?
The respective Deputy Commissioner's Offices and Civil Sub-Divisional Offices of the state issue the income certificate. In practice, the district administration receives the application and the certificate is signed digitally on behalf of the Deputy Commissioner's office. Ri Bhoi district, for example, directs applicants to the Office of the Deputy Commissioner at Nongpoh, and points citizens to the state e-District portal for the online route.
Because the certificate is district-specific, apply in the district in which you actually reside. The form asks for state, district, village or town, locality, post office and police station, and the certificate reproduces all of these.
Who can and who cannot apply?
Any individual citizen resident in Meghalaya can apply for an income certificate for themselves, and a student can apply for a certificate in the name of a parent or guardian. The state form carries separate tick boxes for "self" and for "parents/guardian", along with a field for the relationship between the applicant and that person. Recognised relationships listed on the form include spouse, father, mother, son, daughter, brother, sister, in-laws, nephew, niece, grandson, granddaughter, grandmother and grandfather.
You cannot apply if you are not resident in Meghalaya, because the Deputy Commissioner certifies income only for a resident of the district. Organisations, firms and institutions cannot apply. The e-District service description restricts the service to individual citizens. The service is also classified as regulatory, which means it can be refused: an application unsupported by any income proof, or one whose declared income the office cannot verify, will not be certified. The declaration on the form warns that the applicant is liable to prosecution if the information is found to be untrue.
Which documents are mandatory?
The Government of Meghalaya application form lists four mandatory enclosures: residential proof, the income tax return, the EPIC of the person in whose name the certificate is issued, and annual income proof from all sources. The e-District service description adds detail: annual income proof is to be produced in original and may take the form of an affidavit, a salary statement or a pension payment order, while the EPIC, the residential proof (a utility bill, ration card or voting card) and the income tax return are to be self-attested photocopies.
If you are a salaried employee, the form asks you to say so, to state whether you work in the government or private sector, and to attach a salary slip. If you are liable to income tax, you must attach the latest return.
What income has to be declared?
The form breaks family income into four heads, each to be filled in for the year: income from salaries, income from agriculture, income from business, and income from other sources. The four are added into a total family income per annum, which must also be written in words. That total is the figure printed on the certificate, and the certificate states that the annual family income is based on the annual income proof submitted by the applicant.
Declare every head honestly. A total that does not match the salary statement, the return or the affidavit is the most common reason for the file being sent back.
How to apply for an Income Certificate in Meghalaya
- Open the Meghalaya e-District portal at https://megedistrict.gov.in/ and register as a citizen, the income certificate service requires registration before an application can be filed.
- Log in and select Income Certificate from the list of services offered by the Deputy Commissioner's office for your district.
- Fill in the applicant block: full name, mobile number and email, and tick whether the certificate is for yourself or for a parent or guardian.
- Fill in the details of the person in whose name the certificate is to be issued: full name, relationship, marital status and EPIC number — and the full address, including state, district, village or town, locality, post office and police station.
- Answer the service-specific questions on salaried employment and income-tax liability, then enter income from salaries, agriculture, business and other sources, and the annual total in figures and words.
- Upload the mandatory enclosures: annual income proof, self-attested EPIC, residential proof and income tax return, plus a salary slip if you are salaried.
- Submit the application, note the application reference number, and track it until the digitally signed certificate is available for download.
How to apply by hand or at a kiosk
- Download or collect the Government of Meghalaya income certificate application form and fill it in capital letters, as the form instructs.
- Tick the purpose for which the certificate is needed from the list on the form; scholarship, fee concession in an educational institution, loans, pension, reserved-quota seats, a free ration card, medical charge concession, relief after a natural calamity, aid to ex-servicemen, aids and appliances for persons with disabilities, or "others" with the purpose written in.
- Attach the four mandatory enclosures, sign and date the declaration, and enter the place.
- Submit it at the Deputy Commissioner's office or the Civil Sub-Divisional Office of your district, or at a facilitation centre or CSC kiosk offering the e-District service.
- Collect the receiving acknowledgement. The office records a CSC or PFC token number and the receiving assistant's signature, and keep the reference for tracking.
What does it cost?
Apply directly on megedistrict.gov.in or at the Deputy Commissioner's office and you pay only the government's own listed charges at the payment stage. Facilitation centres and CSC kiosks may add a small published service charge for typing, scanning and printing.
No officer or agent is entitled to charge extra to "push" an income certificate through. If someone asks for a lump sum to get the Deputy Commissioner's office to sign, or asks for your e-District login, refuse and report it to the district administration. The government's own form and portal are the only route, and both are open to any citizen directly.
How long is it valid, and when should I renew?
The Meghalaya certificate template states that it is valid for one year from the date of issue. Treat that literally: if you are applying for a scholarship, a reserved-quota seat or a loan and your certificate was issued more than twelve months ago, apply for a fresh one rather than risk the receiving office rejecting a stale document. Because family income changes, a renewal is a fresh assessment, not a rubber stamp of the old figure.
Why do applications get rejected, and where do I complain?
Rejections in Meghalaya usually trace back to the mandatory enclosures, no original annual income proof, an EPIC copy that is not self-attested, a missing income tax return where the applicant has declared income-tax liability, or residential proof that does not match the address written on the form. A total family income that does not add up from the four heads, or that conflicts with the salary statement, will also send the file back. The e-District listing marks the service as regulatory, meaning refusal is a permitted outcome and the applicant is told why.
For a delayed or refused application, quote your application reference number to the Deputy Commissioner's office of your district: Ri Bhoi, for instance, publishes the office address at Nongpoh and a contact email for the Deputy Commissioner. Problems with the portal itself, such as uploads failing or a certificate not downloading, should be raised through the contact and support links on megedistrict.gov.in.

Frequently asked questions
Who issues the Income Certificate in Meghalaya?
The respective Deputy Commissioner's Offices and Civil Sub-Divisional Offices of the state issue it. The certificate template published by the Government of Meghalaya is headed "Office of the Deputy Commissioner" with the district name, and district administrations such as Ri Bhoi route applications to the Deputy Commissioner's office at Nongpoh.
How long is a Meghalaya Income Certificate valid?
One year from the date of issue. The state's own certificate template carries the line that the certificate is valid for one year from the date of issue, so a certificate older than twelve months should be renewed before you attach it to a scholarship or admission application.
Can I apply for a Meghalaya Income Certificate online?
Yes — the service is listed on the Meghalaya e-District portal at megedistrict.gov.in, which delivers it through the ServicePlus platform under the national e-District Mission Mode Project. The service description allows submission by hand, online, or through a kiosk, and requires the applicant to register first.
Can a student apply using a parent's income?
Yes. The Government of Meghalaya application form has an explicit tick box for a student applying for a parent or guardian income certificate, and a separate block to enter the parent's or guardian's name and relationship with the applicant.
What purposes can I name on the application?
The state form lists fee concession in an educational institution, scholarship, financial aid to ex-servicemen, relief for victims of natural calamities, artificial limbs and aids for persons with disabilities, charge concession in medical treatment, loans, pension, loans for SC and ST applicants, a free ration card, and securing seats in the reserved quota, with an "others" box for anything else.
Whose income is counted on a Meghalaya Income Certificate?
The income of the applicant and the family together, broken up on the form into income from salaries, agriculture, business and other sources, and then totalled as the annual family income in figures and in words.
How do I get the certificate after it is approved?
The approved certificate is issued as an electronically generated document with a digital signature and can be downloaded against the application reference number, which becomes the certificate number. The template notes that the digital certificate is equivalent to a handwritten signature and seal, so a downloaded copy needs no further attestation.
