Ration Card in Meghalaya
Meghalaya state government scheme
A ration card in Meghalaya is issued by the Directorate of Food Civil Supplies & Consumer Affairs through a three-step offline process, collect the Claims and Objections Form from the District Supply Office, submit it to the local Supply Office, and await physical inspection against the NFSA exclusion parameters. Meghalaya has 3,51,305 NFSA beneficiaries and 4,474 fair price shops, and the toll-free helpline is 1967 or 1800-345-3670.
What is a ration card in Meghalaya and who issues it?
A ration card in Meghalaya is issued by the Directorate of Food Civil Supplies & Consumer Affairs, Government of Meghalaya, at Horse Shoe Building, Lachumiere, Shillong. The Directorate runs the state's Targeted Public Distribution System, implements the National Food Security Act 2013, and operates 4,474 fair price shops supplied by 280 wholesalers.
Meghalaya's card is the household's entitlement document under NFSA. The Directorate's published beneficiary list covers 3,51,305 NFSA beneficiaries across the state's 16 sub-divisions, from 69,850 in Shillong and 34,974 in Nongpoh down to 5,029 in Amlarem. Distribution is Aadhaar-authenticated through Ae-PDS Meghalaya on ePoS devices at the shop.
The Directorate is explicit that it does not stop at NFSA. Alongside the NFSA card it distributes foodgrain to Non-NFSA beneficiaries, describing this as an initiative to make the public distribution system universal so that every family in the state is covered.
Who is eligible for a ration card in Meghalaya?
You can apply if:
- You are a resident household in Meghalaya without a ration card.
- You meet the Antyodaya Anna Yojana inclusion parameters, or you are not caught by the NFSA exclusion parameters for Priority Household status.
- You have moved into Meghalaya and hold a surrender certificate from your previous state or district.
You cannot apply; or will be excluded from NFSA; if, in rural Meghalaya, your household has any of the following, per the Directorate's published exclusion list:
- Three or more rooms all with pucca walls and roof
- A non-agricultural enterprise registered with government
- Any member who is a government employee (a condition Meghalaya added on top of the national parameters)
- Any member earning more than Rs 10,000 per month
- Any member paying income tax or professional tax
- A two, three or four wheeler or a fishing boat
- Mechanised three or four wheeler agricultural equipment
- A Kisan Credit Card with a limit of Rs 50,000 or above
- A refrigerator or a landline phone
- 2.5 acres or more of irrigated land with at least one irrigation set, 5 acres or more of irrigated land for two or more crop seasons, or 7.5 acres or more of land with at least one irrigation set
In urban Meghalaya, a household is excluded if it has four or more dwelling rooms in its exclusive possession with concrete, burnt brick or stone walls and concrete, burnt brick or machine-made tile roof; if it owns any one of a four-wheeler motorised vehicle, an AC set, or a computer or laptop with internet; or if it owns any three of a refrigerator, a landline telephone, a washing machine and a two-wheeler. Meghalaya again adds that any household with a government employee is excluded.
Who qualifies for an Antyodaya Anna Yojana card?
AAY is the poorest-household category, and the Directorate publishes separate inclusion parameters for rural and urban areas.
Rural inclusion parameters cover homeless households and households without shelter; destitute households dependent predominantly on alms; manual scavengers; legally released bonded labourers; households with only one room with kucha walls and kucha roof; minor-headed households; households with no adult member between 15 and 59, including those headed by a person aged 60 or more with no assured means of subsistence; households headed by a disabled member with no able-bodied adult; landless households living mainly on manual casual labour; households with a bonded labourer; households headed by a widow or a single woman; and households with no literate adult above 25.
Urban inclusion parameters are grouped as residential vulnerability (houseless households, plastic or polythene roof and walls, or a single room of grass, thatch, bamboo, mud, un-burnt brick or wood), occupational vulnerability (no income from any source, a member working as a beggar, rag picker, paid domestic worker, sweeper, sanitation worker or mali, or all earning adults being daily or irregular wagers) and social vulnerability (child-headed household, all earning adults disabled, chronically ill or over 65, single women including widows and separated or deserted women, and households with no literate adult above 25).
Is a BPL certificate still needed in Meghalaya?
No. Since the National Food Security Act 2013 was implemented, the household's entitlement level is recorded as the AAY, PHH or Non-NFSA category on the ration card itself. The card is the proof, and there is no separate BPL certificate counter. Meghalaya still supplies rice to ST and SC hostels at BPL prices as a distinct scheme, but that is an institutional allocation, not a citizen certificate.

How to apply for a new ration card in Meghalaya
The Directorate of Food Civil Supplies & Consumer Affairs publishes a three-step process for inclusion under the National Food Security Act 2013.
- Get the Claims and Objections Form from your District Supply Office, or download it from megfcsca.gov.in. Meghalaya publishes two versions, a Form for Rural areas and a Form for Urban areas — so pick the one that matches where you live.
- Fill the form completely with every family member's name, relationship, date of birth and Aadhaar number, and the full address including district and sub-division. Attach residence proof and any evidence supporting an AAY claim.
- Produce the filled-up form to the local Supply Office. Ask for an acknowledgement so you have a record of the date of submission.
- Await the decision. Based on the NFSA 2013 exclusion parameters and a physical inspection by the Supply Officer, the applicant will be informed whether the household falls under NFSA or not.
- Collect the card from the Supply Office once approved, and confirm that every member's Aadhaar has been seeded so that ePoS authentication works at the fair price shop.
How do I check my application status in Meghalaya?
Meghalaya does not publish a public self-service tracker for new ration card applications. Status is checked through:
- The local Supply Office where the Claims and Objections Form was filed, quoting the date of submission.
- The District Supply Office, or the office of the Deputy Commissioner or Sub-Divisional Officer, where the NFSA beneficiary lists are also displayed.
- The toll-free call centre on 1967 or 1800-345-3670, or WhatsApp 9402327737.
- The Ration Card Management System at megrcms.nic.in, and Ae-PDS Meghalaya at epos.nic.in/meghalaya for transaction records once the card is live.
The Directorate also states that the digitised NFSA beneficiary list is displayed on its website, at fair price shops and at DC and SDO offices, so you can check whether your household name has entered the list.
Why Meghalaya ration card applications get rejected
- An exclusion parameter is found on inspection: most commonly a government employee in the family, a motorised vehicle, a refrigerator, or three or more pucca rooms in a rural household.
- A member earns more than Rs 10,000 a month, or the household pays income tax or professional tax.
- A duplicate card already exists for the household or for a member.
- The wrong form was used, the rural form filed for an urban household or the reverse.
- Physical inspection fails because the household could not be found at the address given.
- Incomplete family details, particularly missing Aadhaar numbers, which block ePoS seeding later.
What does it cost, and what to watch out for
The Directorate publishes the Claims and Objections Form as a free download on megfcsca.gov.in, and the form is also handed out at the District Supply Office. No citizen fee for a new ration card is published on the departmental portal.
Nobody needs to be paid to have a Meghalaya ration card approved. The decision rests on the published inclusion and exclusion parameters and on the Supply Officer's physical inspection, and no middleman can change either. If someone demands money, report it on 1967 or through megPGRAMS.

Frequently asked questions
How do I apply for a new ration card in Meghalaya?
Collect the Claims and Objections Form from your District Supply Office or download it from megfcsca.gov.in, submit the filled form to your local Supply Office, and the Supply Officer will decide after a physical inspection against the National Food Security Act 2013 exclusion parameters. The Directorate of Food Civil Supplies & Consumer Affairs publishes exactly this three-step process.
Is the Meghalaya ration card application online?
No — the Directorate publishes an offline three-step process using the Claims and Objections Form submitted at the local Supply Office. Meghalaya does operate a Ration Card Management System at megrcms.nic.in and an Ae-PDS system for distribution, but new applications are filed on paper.
Which ration card categories exist in Meghalaya?
Meghalaya issues Antyodaya Anna Yojana and Priority Household cards under NFSA, and also distributes foodgrain to Non-NFSA beneficiaries as part of its stated aim of making the public distribution system universal. Meghalaya has 3,51,305 NFSA beneficiaries across its 16 sub-divisions.
Who qualifies for an Antyodaya Anna Yojana card in Meghalaya?
Homeless and destitute households, manual scavengers, released bonded labourers, households with kucha walls and roof and only one room, minor-headed households, households with no adult aged 15 to 59, and households headed by a widow or single woman qualify under the rural AAY inclusion parameters published by the Directorate. Urban parameters cover houseless households, vulnerable occupations and social vulnerability.
Which households are excluded from NFSA in Meghalaya?
In rural Meghalaya a household is excluded if it has three or more pucca rooms, any member who is a government employee, any member earning more than Rs 10,000 a month, an income tax or professional tax payer, a two, three or four wheeler or fishing boat, a Kisan Credit Card limit of Rs 50,000 or above, a refrigerator, or 2.5 acres or more of irrigated land with an irrigation set. In urban areas, four or more pucca dwelling rooms, a four-wheeler, an AC or an internet-connected computer excludes the household.
Do I need a separate BPL certificate in Meghalaya?
No — the entitlement level is recorded as the AAY, PHH or Non-NFSA category on the ration card itself, so the card is the proof. The old separate BPL card system was replaced when the National Food Security Act 2013 was implemented.
How do I complain if my ration card application is delayed?
Call the toll-free number 1967 or 1800-345-3670, WhatsApp 9402327737, or file a complaint on the Meghalaya Public Grievance Redressal and Monitoring System at megpgrams.gov.in. The Directorate has named Grievance Redressal Officers and Assistant Grievance Redressal Officers in every district and sub-division.
What can I buy with a Meghalaya ration card?
Rice and wheat come under the National Food Security Act, while sugar and SK kerosene are supplied to all cardholders including NFSA beneficiaries. Kerosene is 9 litres per household in urban areas and 4.5 litres in rural areas, and sugar is 3 kg per household per month or as fixed by the Deputy Commissioner or Sub-Divisional Officer.
