What is the Scheme of Scholarship for Sainik Schools in Meghalaya?

Scheme of Scholarship for Sainik Schools is a state-funded scholarship of the Education Department, Government of Meghalaya, administered by the Directorate of Higher and Technical Education (DHTE), Shillong. The Directorate lists it as one of the 14 scholarship schemes it operates, alongside Free Studentship, the Post-Matric Merit Scholarship for Tribal Students and the Meghalaya Tribal Students' Book Grant.

Sainik School, Goalpara is the institution the scheme is built around. According to the DHTE Handbook of Scholarship Schemes, Sainik School, Goalpara is a public school that imparts general education up to Class XII of the Central Board of School Education, the medium of instruction is English, and the primary aim of the school is to prepare boys for a career in the cadre of the Armed Forces. Meghalaya does not run a Sainik School of its own under this scheme, so students sponsored by the state study at Goalpara in neighbouring Assam.

Scheme of Scholarship for Sainik Schools exists because Sainik School fees are substantial for a family on a modest income. The state therefore pays a fixed scholarship amount, graded by the parent's or guardian's monthly income, to students whose parents are permanent residents of Meghalaya. The Directorate records the number of scholarships from Meghalaya as 20.

Key features

  • State scheme, funded by the Government of Meghalaya, sanctioned by DHTE.
  • Two award slabs only, a full scholarship of Rs 20,000 and a half scholarship of Rs 10,000.
  • Purely income-tested once the student is admitted; there is no separate scholarship examination.
  • Tied to admission at Sainik School, Goalpara, which is itself decided by an entrance examination and a medical test.

Who is eligible for the Sainik School scholarship?

You can be considered if:

  • Your parents are permanent residents of Meghalaya. The handbook states that scholarships are awarded to eligible students whose parents are permanent residents of the state.
  • The student has been admitted to Sainik School, Goalpara through the entrance examination and medical fitness test.
  • The parent's or guardian's monthly income falls below Rs 8,000. Income is the deciding variable, not marks.

You cannot apply if:

  • The parent's or guardian's income is above Rs 8,000 per month. The handbook is explicit that this slab is not entitled to a scholarship, with effect from 2002-03.
  • Your family is not permanently resident in Meghalaya, even if the student is studying at Goalpara.
  • The student has not secured admission to the school. There is no provision to claim the scholarship in advance of admission, or as a coaching or preparation grant for the entrance examination.

Reservation inside the entrance examination

Admission itself is strictly on the basis of merit in the entrance examination and medical fitness. Within that, 7 per cent of seats are reserved for Scheduled Tribe candidates, 15 per cent for Scheduled Caste candidates and 25 per cent for children of service personnel including ex-servicemen. These percentages govern who gets a seat; they do not change the scholarship amount, which is fixed by income alone.

How much money does the scheme give?

Parent's or guardian's monthly income Award Amount
Below Rs 5,000 Full scholarship Rs 20,000
Rs 5,000 to Rs 8,000 Half scholarship Rs 10,000
Above Rs 8,000 Not entitled Nil

Scheme of Scholarship for Sainik Schools therefore has a hard cut-off. A family earning Rs 7,900 a month receives Rs 10,000; a family earning Rs 8,100 receives nothing. Because the income certificate alone decides the slab, it is the single document worth getting right, and the Education Department has separately notified which authorities are competent to issue income certificates for scholarship purposes in Meghalaya.

The handbook does not publish a hostel component, a book allowance or a uniform allowance under this scheme. Do not assume any of those exist; the published benefit is the scholarship amount only.

How to apply for the Sainik School scholarship in Meghalaya

  1. Buy the prospectus and application form from Sainik School, Goalpara. The handbook records that forms are obtained from the Principal, Sainik School, Goalpara, P.O. Rajapara, Pin 783133, Assam, on payment of Rs 300 in cash for General and Defence candidates and Rs 200 for SC and ST candidates between 8:00 AM and 1:00 PM, or by Indian Postal Order or bank draft of Rs 340 and Rs 240 respectively if you want them posted. Confirm the current fee with the school, since these are the rates as published in the handbook.
  2. Submit the completed admission form to the Principal, Sainik School, Goalpara, Assam, within the school's advertised last date, and appear for the entrance examination and the medical fitness test.
  3. Secure admission and collect proof. Once the student is admitted, obtain the admission letter or a bonafide certificate from the school for the running academic session.
  4. Get an income certificate for the parent or guardian from the competent authority notified by the Government of Meghalaya, showing the monthly income that places the family in the below-Rs 5,000 or Rs 5,000-Rs 8,000 slab.
  5. Route the scholarship claim through the Directorate of Higher and Technical Education, Shillong, with the admission proof, income certificate, permanent residence proof and bank passbook copy. The Scholarship Cell of the Office of the Director of Higher and Technical Education, Kenilworth Road, opposite Shillong Public School, Laitumkhrah, Shillong 793003, handles state scholarship sanctions.

How do I check the status of the scholarship?

Scheme of Scholarship for Sainik Schools has no online status tracker. There is no separate application portal and no application number issued to the parent. Two practical checks work:

  • Ask the school. Sainik School, Goalpara knows whether the state has remitted or adjusted the scholarship amount for a sponsored cadet.
  • Ask the DHTE Scholarship Cell in Shillong, quoting the student's name, class, admission year and the district of residence. The Directorate publishes awardee lists and scholarship notifications on megeducation.gov.in, and the Education Department contact number 0364-2224201 reaches the Additional Secretariat office in Shillong.

Why do claims get rejected, and how do you fix them?

  • Income above the ceiling. The most common reason. An income certificate showing more than Rs 8,000 a month disqualifies the claim outright. Nothing can be done except an honest certificate β€” inflating or deflating income on a government certificate is a separate offence.
  • Income certificate from the wrong authority. Meghalaya has notified the authorities competent to issue income certificates for scholarship purposes. A certificate from an authority outside that notification is returned.
  • Residence not established. A student may be studying at Goalpara without the parents being permanent residents of Meghalaya. Attach a residence certificate or a Headman, Nokma or Sordar certificate.
  • Number of awards exhausted. Only 20 scholarships are sanctioned from Meghalaya. An otherwise eligible student can miss out simply because the sanctioned number is full for that session; reapply the following year.
  • Stale documents. An admission letter from an earlier session, or an income certificate more than a year old, is routinely queried. Refresh both for each academic year.

What are the key dates?

Scheme of Scholarship for Sainik Schools does not have a single published statewide deadline. Two calendars matter instead. The first is the Sainik School admission calendar, which follows the All India Sainik Schools Entrance Examination cycle and is advertised by the school; that governs when the prospectus is sold and when forms must reach the Principal. The second is the Directorate's own scholarship sanction cycle for the academic session, which the DHTE advertises in the press and on megeducation.gov.in along with its other state scholarship schemes. Watch both, and do not wait for a state advertisement before applying for school admission, the admission comes first.

Where do I complain if something goes wrong?

Take a delayed or rejected claim to the Directorate of Higher and Technical Education, Kenilworth Road, opposite Shillong Public School, Laitumkhrah, Shillong 793003, which runs the Scholarship Cell for state schemes; the Directorate's published scholarship contact email is dydhtechnical@gmail.com. If the matter is not settled there, the Education Department office at Room 222, Ground Floor, Additional Secretariat, Shillong, phone 0364-2224201, is the next step. A written application with the student's name, admission year, school and copies of the documents already filed moves faster than a phone call, and the Meghalaya Right to Information portal at megrti.gov.in is available if the file stops moving altogether.

What this scheme is not

Scheme of Scholarship for Sainik Schools is not a coaching scheme, not an entrance-examination fee waiver and not a loan. It also does not create a seat: the state cannot place a student in Sainik School, Goalpara outside the entrance examination and medical test. Families are sometimes approached by agents offering "state quota admission" against a fee. No such route exists in the published scheme, and no fee is payable to anyone other than the school for the prospectus and the admission process.

Documents required

Permanent residence proof of Meghalaya
The scholarship is for students whose parents are permanent residents of Meghalaya. A residence certificate or a Headman, Nokma or Sordar certificate is normally accepted.

Frequently asked questions

How much is the Sainik School scholarship in Meghalaya?

Rs 20,000 as a full scholarship or Rs 10,000 as a half scholarship. The Directorate of Higher and Technical Education handbook fixes a full scholarship of Rs 20,000 where the parent's or guardian's income is below Rs 5,000 a month, and a half scholarship of Rs 10,000 where the income is between Rs 5,000 and Rs 8,000 a month.

Who is not eligible for the Sainik School scholarship?

Students whose parent's or guardian's income is above Rs 8,000 a month are not entitled to the scholarship, a condition the handbook records as being in force with effect from 2002-03. Students whose parents are not permanent residents of Meghalaya, and students not admitted to Sainik School, Goalpara, also cannot apply.

How many Sainik School scholarships does Meghalaya give?

Twenty. The Directorate of Higher and Technical Education states that the number of scholarships from Meghalaya under this scheme is 20, so the award is competitive and depends on the income slab and the merit position.

Which school does this Meghalaya scholarship cover?

Sainik School, Goalpara, in Assam. Meghalaya does not have its own Sainik School under this scheme, so state-sponsored cadets study at Goalpara, which teaches up to Class XII of the Central Board of Secondary Education with English as the medium of instruction.

How does a student get admission to Sainik School, Goalpara?

Strictly on merit in the entrance examination and on medical fitness. Seven per cent of seats are reserved for Scheduled Tribe candidates, 15 per cent for Scheduled Caste candidates and 25 per cent for children of service personnel including ex-servicemen.

Where do I get the prospectus and application form?

From the Principal, Sainik School, Goalpara, P.O. Rajapara, Pin 783133, Assam. The handbook records a counter price of Rs 300 for General and Defence candidates and Rs 200 for SC and ST candidates, or Rs 340 and Rs 240 respectively by post through Indian Postal Order or bank draft. Treat these as the published rates and confirm the current fee with the school before paying.

Does the scholarship cover a student in any other Sainik School?

The Meghalaya scheme as published names Sainik School, Goalpara only. A parent whose child has been admitted to a Sainik School elsewhere should write to the Directorate of Higher and Technical Education, Shillong, before assuming the state scholarship applies.

Is the scholarship paid every year or once?

The published rate is an annual scholarship amount tied to the income slab, not a one-time grant. Renewal in practice depends on the student continuing at the school and on the Directorate's yearly sanction, so keep the income certificate and bonafide certificate current for each session.
